Vinh Binh commune was established on the basis of merging Thanh Nhut commune, Vinh Binh town and Thanh Tri commune, with a natural area of 39.80 km2 . Vinh Binh commune Public Administration Service Center (abbreviated as the Center) is located on Nguyen Van Con street, Hamlet 4, Vinh Binh commune, Dong Thap province (Branch of the Land Registration Office of the old Go Cong Tay district).
The Center was established on July 1, 2025, with a total staff of 6 people. With the close leadership of the Standing Party Committee and the People's Committee of the commune, the facilities, equipment and machinery are fully equipped. To facilitate people and businesses when coming to carry out administrative procedures, the Center has arranged a department to guide and support people with information about the process, steps to fill out application forms, and guide people and businesses to submit documents according to each area of administrative procedures to ensure speed.
In addition to the application reception area, the Center also has a separate desk to support people in using online public services. At the same time, the Center coordinates with the Post Office to support and provide home delivery services upon request.
Since its establishment until July 27, 2025, the Center has received 1,886 people coming to transact and make documents, processed and returned results for 1,444 files, and transferred the remaining 442 files to specialized departments for processing (these files are mainly in the field of social security and people aged 75 and over who are entitled to social pension).

I went to the Land Document Center and was guided very positively and cheerfully by the staff here, so my application was submitted quickly."
Ms. Nguyen Thi Phuong Thao, residing in Binh Dong hamlet, Vinh Binh commune, brought her daughter to fill out a resume to apply for a job. This was the first time she had come to the Center after the merger. According to her, the Center is spacious and comfortable; each field of receiving documents is clearly divided to make it easier for people. The staff and officers enthusiastically guide people, helping people not to be confused when coming to resolve administrative procedures.

With the goal of "Taking people's satisfaction as a measure to evaluate the quality of the state administrative apparatus's operations", the Center has proactively overcome initial difficulties, promoted administrative reform, built digital government at the local level, gradually adapted to the operation of the new operating apparatus, creating favorable conditions for people and businesses to come and do paperwork.
According to the Center's leaders, in the coming time, the Center will continue to focus on promoting the application of information technology; focus on building a friendly working environment, creating the best conditions for people to carry out administrative procedures; strictly control the reception and return of results of administrative procedures at the Center to ensure publicity and transparency.
The Center implements online public services at levels 3 and 4, encouraging people and businesses to carry out administrative procedures in an electronic environment to save time and costs; connecting and sharing data between state agencies, without requiring people and businesses to re-provide existing information.

At the same time, promote propaganda and guidance for individuals and organizations to perform online public services, increase the number and rate of online submissions and receipts by post, and promote the use of VNeID accounts to perform administrative procedures on public services.
Along with that, promoting the implementation of cashless payments, online payments and digitizing administrative procedure settlement records at the Center to reach 100% or more.
The Center coordinates with specialized departments to participate in handling administrative procedures according to the one-stop, one-stop mechanism: Simplify procedures, enhance the application of information technology to shorten the time to handle procedures under the authority; ensure that 100% of administrative procedures under the authority are handled correctly and on time, contributing to improving the satisfaction of people and businesses.
