In the province, most of the Summer-Autumn rice area has been sown and planted; many dike works, agricultural infrastructure, residential areas and industrial parks (IPs) are located in low-lying areas that are easily negatively affected by storms and floods.
According to the reporter of Ninh Binh Newspaper and Radio - Television, the implementation of measures to respond to storm No. 3 has been actively carried out by units and localities with the motto "Proactive prevention is the main thing, timely rescue, quick and effective recovery".
In order to ensure the safety of agricultural production and residential areas, Ha Nam Irrigation Works Exploitation One Member Co., Ltd. has re-inspected the entire system of 25 electric pumping stations, ready to operate at maximum capacity to drain water when required. The work of clearing duckweed, waste, and clearing the flow on drainage channels, especially sluice gates and suction tanks, has also been carried out synchronously. With forecasted rainfall of 150-180mm, the current drainage system can ensure the safety of newly planted rice fields, which are very vulnerable if flooded for a long time.
The drainage at Dong Van I and Dong Van II Industrial Parks is under the strict protection of the newly upgraded pumping station system such as Bui I, II, Hoanh Uyen I and II, Cho Luong... The Company has assigned enterprises to directly coordinate with the Management Board of Economic Zones and Industrial Parks of the province to quickly handle areas at risk of flooding in conditions of prolonged heavy rain.
Nam Ly Commune has more than 4,000 people living outside the dike and more than 200 fish cages on the Red River. The Commune People's Committee has organized propaganda and instructed people to tie and prop up their houses, prune trees, and reinforce aquaculture cages with ropes, large anchors, and nets to prevent floating trash.
Comrade Tran Minh Ngoc, Chairman of the Commune People's Committee, affirmed: "We have fully prepared shock troops and vehicles to support the evacuation of people and property when necessary. With the motto "4 on-site", we believe that we will minimize damage if storm No. 3 makes landfall in the locality."
At the construction site, upgrading the sea dike and embankment of Con Tron, Hai Thinh II, III (Hai Thinh commune), more than 40 workers along with dozens of excavators and cranes have implemented measures to reinforce the material warehouse, material staging area, fence off dangerous areas, and move easily damaged equipment to a safe place.
According to engineer Chu Xuan Toi, Deputy Director of Dai Phong Joint Stock Company, "The company has established and operated a plan to deal with storm No. 3, ready to be on duty 24/7 to handle any situation that may arise." Along with establishing a plan to respond to storm No. 3 combined with heavy rain and high tides, the unit also closely coordinated with local authorities and the Nam Dinh Agricultural and Rural Development Construction Project Management Board to closely monitor the storm's developments, flexibly adjusting the construction plan with the determination to ensure absolute safety for people and property.
At 75 key disaster prevention and control points at the provincial and communal levels, forces are ready to participate in handling and protection, including the commune and ward shock forces; reinforcement forces are the Army and the provincial Police, and resources are mobilized from businesses located in the area.
For special key points such as Au Chanh (Tay Hoa Lu ward), Lac Thien I (Quang Thien commune), Binh Minh III dyke (Kim Dong commune), Hai Thinh II, III dykes (Hai Thinh commune) ..., each key point has a specific plan, in which the force mobilizes from 200 - 350 people; vehicles, trucks, excavators, all kinds of sacks, waterproof tarpaulins, boulders, steel cages ... ensuring full and quality and can be deployed for rescue within 40 - 60 minutes from the time of the order. Along with the concern for protecting key points, proactive response to storm No. 3 is also being focused on by sectors and units in the province.
Ninh Binh Newspaper and Radio - Television continuously update the developments of storm No. 3; provide quick and accurate information, instruct people on skills to prevent and respond effectively to natural disasters.
The Department of Agriculture and Environment coordinates with relevant departments and agencies to notify ship owners and captains to move their ships to safe shelters or escape from dangerous areas; review and specifically delineate agricultural production areas at risk of flooding to have drainage plans suitable to terrain characteristics, rainfall volume and construction capacity; promptly repair and overcome damages caused by rain, storms and floods; clean up the environment, and soon stabilize production activities and people's lives.
The authorities must strengthen patrolling, controlling and guarding the dikes in accordance with the provisions of Circular No. 01/2009/TT-BNN, especially at key dike routes, locations where incidents have occurred, and areas under construction.
The Provincial Military Command and Provincial Police actively prepare rescue vehicles and specialized motor vehicles, ready to respond when serious incidents occur.
Communes and wards organize the clearing of dike slopes, the unblocking of water flows, and the dredging of drainage channels to ensure rapid flood drainage. Organize strict control of overloaded vehicles on the dikes, and strictly handle violations to ensure the safety of the protection system. Be ready to deploy plans to evacuate people from areas at risk of flash floods, landslides, and deep flooding when requested.
Local authorities notify each household, ensuring that the evacuation is in accordance with the approved plan, safe, with adequate logistics and transportation, to avoid panic and passivity when natural disasters occur.
Storm No. 3 is approaching the mainland. The proactive and decisive leadership, direction and implementation of storm response measures by the entire political system, along with the active participation of the people in the province, will contribute to ensuring safety for production and people's lives.
