Accordingly, the Hue City Civil Defense Command requests that agencies, units, and localities in Hue City focus on preventing, avoiding, and responding to heavy rain, flooding, flash floods, landslides, and mudslides.
Heads of departments, agencies, and chairpersons of commune and ward People's Committees should proactively monitor closely the forecast and developments of rain and floods, promptly directing and implementing response work according to the "four on-the-spot" principle within their assigned tasks and authority, avoiding passivity and surprises, minimizing damage to people's and the State's property; inspect, review, and withdraw all forces from areas at risk of flash floods and landslides to ensure safety.
Units, localities, and people should regularly monitor and update information on heavy rainfall through mass media (Hue-S, Facebook, the city's disaster prevention and control information page, and the city's meteorological and hydrological station) to proactively prevent, avoid, and respond to heavy rain, flooding, flash floods, and landslides.
The People's Committees of communes and wards shall continue to urgently implement response plans for each type of natural disaster (floods, inundation, landslides) according to the "four on-the-spot" principle; urgently evacuate and relocate people to safe places according to the approved plan, prioritizing the safety of vulnerable groups (pregnant women, the elderly, children, and people with disabilities).
People are advised to limit travel on rivers and lakes when the water is flowing rapidly; absolutely no private vehicles are allowed to travel on rivers, lakes, canals, etc., if they are not safe and do not have sufficient safety equipment (life jackets, lifebuoys, flotation devices).
Owners of irrigation and hydropower dams and reservoirs are organizing 24/7 duty shifts and continuing to strictly implement reservoir operation to ensure water levels comply with regulations stipulated in Decision 1606/QD-TTg dated November 13, 2019, of the Prime Minister on the issuance of the inter-reservoir operation procedure on the Huong River basin and the approved reservoir operation procedure, ensuring the safety of the structures and downstream areas.
The City Military Command, the City Police, and local authorities are ready with rescue and relief forces and equipment to promptly deploy when needed. Relevant units and localities are maintaining a strict 24/7 duty roster, promptly reporting any arising issues to the City Civil Defense Command, the Department of Agriculture and Environment, and adhering to reporting regulations; this is to ensure timely reporting to the Chairman and Vice-Chairman of the City People's Committee on any unexpected or emerging issues.
