Units, localities and people regularly monitor and update developments of heavy rain on mass media (Hue-S, Facebook, the city's disaster prevention and control information page, the city's Hydrometeorological Station) to proactively prevent, avoid and respond to rain, floods, flash floods and landslides.

The People's Committees of communes and wards continue to urgently deploy response plans for each type of natural disaster (flood, inundation, landslide) according to the "4 on-site" motto; urgently evacuate and relocate people to safe places according to approved plans, prioritizing safety for vulnerable groups (pregnant women, the elderly, children, people with disabilities).

Propaganda for people to limit movement on rivers and lakes when the water is flowing fast; absolutely do not allow personal vehicles to move on rivers, lakes, canals... that are not safe, do not have enough safety equipment (life jackets, lifebuoys, guaranteed buoyancy materials).

Owners of dams, irrigation and hydropower reservoirs organize 24/7 on-duty shifts and continue to strictly implement reservoir operations to ensure water levels according to the provisions of Decision 1606/QD-TTg dated November 13, 2019 of the Prime Minister on promulgating the inter-reservoir operation process on the Huong River basin and the approved reservoir operation process, ensuring safety of works and downstream areas.

The City Military Command, the City Police and localities are ready with rescue forces and vehicles to promptly deploy rescue when required. Relevant units and localities organize a serious 24/24 duty, promptly report arising issues to the City Civil Defense Command, the Department of Agriculture and Environment and implement the reporting regime according to regulations; to promptly report to the Chairman of the City People's Committee, Vice Chairman of the City People's Committee in charge of sudden and arising issues.
