Implement response plans for all natural disaster situations
Surveying the actual work of preparing for disaster prevention, search and rescue and disaster relief according to the "4 on-site" motto in localities, in general, communes, wards and sectors have summarized and drawn experiences, overcome limitations in implementing disaster prevention, search and rescue and disaster relief work in 2024, and deployed tasks of disaster prevention, search and rescue and disaster relief in 2025. The Irrigation Sub-Department (Department of Agriculture and Environment) has coordinated with relevant sectors to conduct an actual inspection of disaster prevention, search and rescue and disaster relief work at the grassroots level. Localities have developed and implemented plans such as responding to strong storms and super storms; protecting dikes and dams; evacuating people in areas at high risk of flash floods, landslides; evacuating people in riverbanks when there are large floods; ensuring safety for people and ships operating at sea. Need to immediately overcome shortcomings and inadequacies
In addition to the achieved results, there are still some localities that have not paid due attention to disaster prevention and control work, specifically: The volume of implementation of dike clearance has not reached the set plan. Disaster prevention and control preparation in some communes is still heavily formalistic. The content of the "4 on-site" motto has not been fully implemented, only one or two contents (materials and on-site forces) have been implemented. Disaster prevention and control plans have not been reviewed, updated, and compared with local realities; especially in localities with urban areas, industrial parks, tourist areas, and concentrated residential areas with large populations that are frequently flooded during heavy rains, but the locality has not yet developed specific and appropriate response plans...
In disaster prevention and control, the preparation of necessary conditions (materials, means, equipment, human resources, logistics, command) according to the "4 on-site" motto is very important, deciding the effectiveness of response when natural disasters occur right from the first hour. Through actual inspections in localities, after establishing commune-level disaster prevention and control shock teams, human resources for disaster prevention and control have basically met the requirements, and localities annually review and consolidate this force. However, there are still many shortcomings and inadequacies in the preparation of materials, means, and equipment. Typically, some communes still do not pay attention to the work of reviewing, removing old and damaged materials and preserving new materials. Some warehouses for materials in some communes are often used for multiple purposes. They are even located far from the dike line and key locations, leading to difficulties in supplying and transporting materials when there is a situation. In many communes in mountainous areas, the preparation of "4 on-site" materials is still limited.
Along with that, the work of information, propaganda, raising awareness and skills on flood prevention and control for people has not received regular attention; up to now, it has entered the key time of the rainy and flood season, but many localities have not organized drills and training for situations that may occur in the area. Violations of the law on dykes, irrigation and flood prevention and control still occur, especially violations of the corridor and protection scope of works. Localities have not paid attention to deploying and implementing regulations on administrative sanctions for violations in the field of flood prevention and control, irrigation and dykes according to the provisions of Decree No. 03/2022/ND-CP dated January 6, 2022 of the Government . For irrigation works, the situation of organizations and individuals violating the Law on Irrigation occurs frequently, especially on main canals such as planting trees, constructing works, burying concrete piles, fencing with steel mesh, etc.
Regarding the work of ensuring safety for people and fishing vessels at sea, the reality of dealing with some storms in recent years shows that some communes have not proactively grasped the number of people, vessels and areas of fishermen's activities at sea before and during storms, the collected data is not accurate, causing difficulties for directing and mobilizing rescue operations. Many fishermen in coastal communes have not seriously complied with the regulations of the State and localities on ensuring safety at sea, specifically, they have not been equipped with safety equipment for workers and vessels at sea. Although there are buoys and life jackets in the warehouse, in reality, when checking on some ships preparing to leave port, they do not have them. Meanwhile, the means of participating in rescue at sea of the functional forces are still small, with poor resistance to wind and waves, so the rescue deployment depends a lot on the weather...
By July 2025, the province will have 610 reservoirs. Through actual inspections before the 2025 storm season, the authorities have identified 57 reservoirs, mainly located in mountainous communes, that have been damaged and seriously degraded, causing disadvantages for production and people's lives in the area as well as causing disasters if the reservoirs break.
Strengthen inspection and review to ensure smooth and timely operation.
To be ready to effectively respond and prevent even the worst possible situations when there is heavy rain and flood, minimizing damage caused by natural disasters, the Steering Committees for Disaster Prevention, Search and Rescue and Disaster Prevention at all levels need to strengthen inspection, review, proactively overcome shortcomings, supplement and complete preparations for disaster prevention, search and rescue and disaster prevention. Coastal communes need to review and supplement the plan for managing vehicles, calling on offshore vessels to take shelter in safe places. Mountainous communes need to supplement and complete the plan for evacuating people living in areas at high risk of flash floods, landslides and landslides; and plans to ensure safety for lakes and dams.
Discussing this issue, Deputy Head of the Irrigation Sub-Department, concurrently Deputy Chief of the Standing Office of the Provincial Disaster Prevention and Control Command Khuong Anh Tan said: Immediately after the 2-level local government model comes into operation, the new communes and wards need to immediately deploy the contents of disaster prevention and control work, ensuring that disaster prevention and control work is operated smoothly, promptly and effectively. Establish a "Command Committee for Disaster Prevention and Control, Search and Rescue and Civil Defense" to command and operate disaster prevention and control work in the area; stipulate functions, tasks, and assign specific tasks to members. Complete (for localities that do not implement the arrangement) or immediately organize the establishment (for localities that implement the arrangement) of commune-level disaster prevention and control shock teams. Localities direct and thoroughly overcome subjective and negligent mentality; focus immediately on key tasks in disaster prevention and control work. Complete all preparations for disaster prevention and control in 2025, including preparing materials, means, equipment, necessities, and human resources for disaster prevention and control work according to the "4 on-site" motto; training and drills for forces; clearing dike slopes; developing, updating, adjusting, supplementing, and approving all plans and projects for disaster prevention and control work according to regulations before July 20, 2025.
At the same time, ensure the safety of the dyke system, dams and other disaster prevention and control works, especially key locations, damaged and unsafe works and unfinished works. Speed up the construction progress, soon complete the repair of dykes, embankments, culverts, dams and other works serving disaster prevention and control. Strengthen propaganda and widely disseminate laws on disaster prevention and control, in order to raise awareness and consciousness of organizations and people, avoiding subjective thinking. Disseminate knowledge and experience on disaster prevention to all levels, sectors and communities so that everyone and every household can proactively prevent. Check and promptly handle violations of the law on dykes, irrigation and disaster prevention and control.
In the long term, in addition to investing in the construction of disaster prevention and control works, localities need to actively plant and protect forests, especially upstream protection forests, to create water sources, maintain water sources for lakes and dams to serve production, people's lives and limit flash floods.
