Proactively respond to the Philippines' 60-day suspension of rice imports

The Chairman of the Provincial People's Committee has just directed departments, branches and localities to urgently inform farmers, cooperatives and traders; guide the appropriate harvesting, preservation and consumption of rice, connect with the domestic market and seek new export markets, avoid dumping, price reduction, prevent and avoid losses due to the Philippines' 60-day suspension of rice imports.

Review and grasp the situation of rice production, harvesting and consumption in the province.

Accordingly, implementing Official Dispatch No. 6600/BCT-XNK dated September 1, 2025 of the Ministry of Industry and Trade on the Philippines temporarily suspending the import of regular milled rice and well-milled rice for 60 days (from September 1, 2025 to October 30, 2025) according to Decree No. 93 of the President of the Philippines, the Chairman of the Provincial People's Committee directed the Department of Agriculture and Environment to preside over and coordinate with the Department of Industry and Trade; Department of Culture, Sports and Tourism; Department of Science and Technology; Newspaper and Radio, Television; People's Committees of communes and wards with rice production and related units to urgently inform and disseminate the situation of the temporary suspension of rice imports from the Philippines to cooperatives, rice production households and rice traders in the province, to proactively have production and business plans; guide cooperatives and households to harvest, preserve and consume rice appropriately; including supporting households to connect with traders, prioritizing rice sales for domestic contracts, export contracts to other markets or temporary storage on the spot, not dumping rice at low prices. Review and grasp the situation of rice production, harvesting, and consumption in the province, difficulties of households, and handling measures.

Continue to focus on implementing the province's rice industry plan in 2025 and the following years; in which, guiding cooperatives and households to convert to high-quality rice varieties, produce according to VietGAP and organic standards to meet international market requirements, reduce dependence on traditional markets; regularly update forecasts of the domestic and world rice market situation, thereby organizing training courses, guiding cooperatives and households to produce according to traders' requirements, avoiding low prices due to unsuitable rice varieties and poor quality; forming many linkage chains between households, cooperatives and enterprises to stabilize output.

The Department of Industry and Trade presides over and coordinates with the Department of Agriculture and Environment; People's Committees of communes and wards with rice production and related units to review and summarize the situation of enterprises purchasing rice in the province for export to the Philippines; provide information and opinions of the business community on difficulties and problems arising in the process of rice production and export and propose appropriate solutions. Support rice exporters to find new markets, strengthen trade promotion through e-commerce platforms, fairs, etc. Closely monitor information on developments in Philippine policies and assess the impact on rice production and consumption in the province.

State Bank branch region 15 proactively reviewed preferential policies for purchasing and temporarily storing rice and the capital needs of traders to guide traders and direct commercial banks to implement them promptly and in accordance with regulations.

People's Committees of communes and wards with rice production proactively coordinate with relevant departments, branches and units to review and effectively implement information, propaganda and direction work on rice production, harvesting and consumption in the area.
