A personal digital signature is an electronic signature that has the same value as an individual's handwritten signature, used to verify the identity of the signatory. This is an important tool that helps citizens access online public services seamlessly, ensuring flexible signing and approval anytime, anywhere, without the need for hard copy documents. This minimizes administrative transaction time, saves costs, and ensures transparency in management and administration. To contribute to accelerating the national digitalization process, VNPT has pioneered the provision of remote digital signature services (VNPT SmartCA) in Vietnam and is currently offering free services and providing digital certificates electronically.

According to VNPT Nam Dinh, VNPT SmartCA fully meets the legal requirements for managing and using seals. Regulations stipulate that electronic documents signed with a personal digital signature issued by a licensed entity will have the same legal validity as a paper document signed by that individual and stamped with a seal. Furthermore, VNPT SmartCA is built to meet the European eIDAS security standard and the standards of the Ministry of Information and Communications . Simultaneously, the service is continuously invested in, upgraded, and applies optimal security technology to its cloud computing infrastructure to ensure the highest level of security, protecting data and information, and providing peace of mind for customers. Currently, VNPT SmartCA is being integrated into the National Public Service Portal and the public service portals of ministries and agencies such as: Tax, State Treasury, Construction, Public Security, Agriculture and Rural Development, Science and Technology, and many localities nationwide. VNPT SmartCA provides a simple registration and usage method; customers can digitally sign documents anytime, anywhere, easily, securely, and efficiently through handheld devices such as smartphones, laptops, and tablets with internet connection, without needing a USB token or a fixed computer as before. VNPT SmartCA is a necessary and sufficient condition that significantly contributes to improving the rate of completing administrative procedures through the online public service portal.
In the National Strategy for the Development of the Digital Economy and Society to 2025, with a vision to 2030, approved by the Prime Minister, the goal is to have 50% of the adult population using digital signatures or personal electronic signatures by 2025, and over 70% by 2030. Thus, personal digital signatures will be an inevitable development trend in the coming years. Adapting to this trend, VNPT Nam Dinh province has been implementing the provision of digital certificates electronically, offering a convenient and easy experience for customers while fully meeting the legal requirements of state management agencies.
To encourage citizens to use personal digital signatures, VNPT Nam Dinh, in coordination with the People's Committee of Nam Dinh City, organized a training conference on the implementation of digital transformation and the use of digital signatures remotely, free of charge, for various groups such as: youth union members assisting at the reception and results delivery department of the People's Committee of Nam Dinh City; leaders of specialized departments and specialists of the People's Committee of Nam Dinh City; leaders and officials working in Justice, and office-statistical officials of the People's Committees of wards and communes… These are the core forces using digital signatures in their professional work and guiding citizens to use them in the process of resolving administrative procedures. In addition, many wards such as Tran Quang Khai, Van Mieu, Thong Nhat, and Vi Xuyen have also actively cooperated with VNPT to organize training on installing digital signatures for officials, civil servants, members of the ward's Digital Transformation Steering Committee; and members of the Community Digital Technology Teams in residential areas. To date, over 500 VNPT SmartCA personal digital signature accounts have been successfully installed in Nam Dinh city. Currently, VNPT is offering a 12-month free trial for residents who register for the VNPT SmartCA service at all VNPT VinaPhone transaction points and stores throughout the province.
The increased provision of personal digital signatures by VNPT Nam Dinh will contribute to accelerating the digital transformation process in the province, helping people access digital services for their daily lives more quickly.
