Can Tho Chairman outlines 8 key orientations, plans to establish specialized economic zones

Can Tho is researching and proposing new, breakthrough mechanisms and policies, including a Specialized Economic Zone with an area of about 6,000 hectares to create new momentum and development space, attracting large corporations to invest.


At the 2024 Can Tho City Annual Economic Forum held on November 15, experts, businesses, and state management agencies exchanged, discussed, and suggested many ideas to improve the quality of the investment environment, contributing to the city's rapid and sustainable economic development.

In which, it pointed out the difficulties and challenges in attracting investment that the city is facing such as: The city's economic structure is shifting in the right direction, but still slow, the two industrial-construction and service sectors are not developing proportionally (only increasing by 1% - 2%). Can Tho City continues to face the risk of affecting economic - social - environmental development.

In particular, logistics and transport infrastructure are among the biggest bottlenecks that hinder investment attraction in Can Tho City in particular and the Mekong Delta provinces in general. Although the central government has paid attention to investing in the Mekong Delta, regional transport connectivity is still limited compared to other regions in the country, failing to meet the development requirements of the region.

Along with that, investment attraction mechanisms and policies have not achieved the expected results in attracting strategic investors and multinational corporations.

Acknowledging the opinions and suggestions of the speakers at the Forum, Chairman of the People's Committee of Can Tho City Tran Viet Truong said that in the coming time, the city will propose key directions, specifically:

Firstly, effectively implement the Can Tho City Planning for the period 2021 - 2030 and vision to 2050 to soon create new development space and generate new resources for budget revenue.

Second, the city will closely coordinate with central ministries and branches to review the implementation of central resolutions on the construction and development of Can Tho City; at the same time, focus on researching and proposing new, breakthrough mechanisms and policies suitable for the city in the coming time; including a Specialized Economic Zone with an area of about 6,000 hectares to create new development momentum and space, attracting private resources and large corporations to invest.

Third, synchronously deploy projects, programs and plans of the city to carry out breakthroughs and key tasks according to Resolution No. 59-NQ/TW of the Politburo , Resolution No. 45/2022/QH15 of the National Assembly, Resolution No. 98/NQ-CP of the Government promulgating the Government's Action Program to implement Resolution No. 59-NQ/TW of the Politburo on building and developing Can Tho City to 2030, with a vision to 2045 and Resolution of the 14th City Party Congress, term 2020 - 2025, creating momentum for developing production and business, contributing to increasing state budget revenue.

Fourth, the city accompanies businesses in implementing investment procedures in accordance with regulations, focusing on removing limitations and shortcomings for the city's key investment projects such as the Aeon Mall Trade Center project, VSIP Vinh Thanh Industrial Park and O Mon Thermal Power Center project... Continue to implement clear and transparent investment procedures for projects calling for investment in the List of projects attracting investment in Can Tho City for the period 2023 - 2025, with a vision to 2030.

Fifth, issue policies and mechanisms to support businesses and investors in accordance with the city's strategic orientation, capabilities and desires.

Sixth, promote attracting capital from the private sector, through public-private partnerships (PPP). The city will build a clear, transparent mechanism and ensure the trust of investors. At the same time, taking advantage of preferential loans from international financial organizations such as the World Bank (WB), the Asian Development Bank (ADB), and funds of the development finance group is a very feasible solution. This will help reduce the financial burden from the state budget and stimulate urban development in Can Tho City.

Seventh, develop land funds to mobilize capital. Priority is given to developing land funds and investing in resettlement areas to serve the city's key transport infrastructure projects. The city has re-planned potential land areas, organized land auctions early to generate revenue, and then reinvested in transport infrastructure and logistics projects.

Eighth, strongly improve the investment and business environment, promote administrative procedure reform. Specifically, continue to review and shorten the implementation process of procedures related to investment and land; effectively implement the process of handling investment procedures inside and outside industrial parks and the process of selecting investors;

Inspect and supervise the handling of administrative procedures by civil servants and public employees, correct working attitudes, and strictly handle cases of civil servants and public employees causing obstruction or being irresponsible in the process of handling investment project dossiers to rectify the situation of harassment and causing trouble for investors and businesses. Strictly handle groups and individuals who violate or intentionally violate state laws.

On the side of businesses and investors, the Chairman of the People's Committee of Can Tho City suggested that it is necessary to further enhance the role and responsibility in implementing projects in the city, aiming at the goal of investment, sustainable development, profit but also for the benefit of the people; using modern technologies, especially aiming at a green economy and environmental protection, contributing to improving the quality of life of the people.

“I hope that after this Forum, investors will identify the potential, strengths and clearly perceive the attractiveness and appeal of the locality, with a willingness to stick with and accompany the city on the path of sustainable development,” the head of the Can Tho City People's Committee hopes.
