Speaking at the meeting, the President emphasized that after nearly 30 years of development and growth, with activities and initiatives of a very unique character, through movements to encourage learning, encourage talents, build a learning society, and actively contribute to the development of the country based on knowledge and creativity, the Vietnam Association for the Promotion of Education has also done a good job of advising and consulting with the Party and the State, making activities to encourage learning, encourage talents, and build a learning society an important task of the entire political system.

The process of developing the Association and its members has achieved very good results, covering 100% of communes and wards nationwide; the scholarship fund at all levels has awarded scholarships to millions of outstanding examples with excellent academic achievements; the scholarship fund of families and clans has also developed, carrying deep meaning, honoring the tradition of studiousness of the Vietnamese people.
The team of people working to promote learning, encourage talents, and build a learning society throughout the country has grown strongly and operated more and more effectively, leaving many strong marks in the work of improving people's knowledge, training human resources, and nurturing talents of the country, contributing positively and effectively to the implementation of the policy of fundamental and comprehensive innovation of education and training in the new situation.
On behalf of the Party and State leaders, the President commended and highly appreciated the silent but effective contributions to the cause of promoting learning, promoting talents, and building a learning society of the officials of the Association for Promotion of Learning in the past time.

The President emphasized that over the past 80 years, since gaining power (August 1945), our Party, State and beloved Uncle Ho have always attached special importance to improving people's knowledge, training human resources, and nurturing talents - Education and training is the "top national policy", a consistent and continuous policy in the cause of building and developing the country. In particular, beloved Uncle Ho is a great example of the spirit of continuous learning, a typical symbol of extensive knowledge.
Recalling Uncle Ho's profound philosophy: "For the benefit of ten years, we must plant trees, for the benefit of a hundred years, we must cultivate people", the President suggested that everyone, regardless of age or social status, should always consider studying as their right, responsibility and obligation.
The President emphasized that when he first gained power, the rate of illiterate people was very high. Our Party and Uncle Ho launched the "Popular Education" movement, where literate people taught illiterate people, so that everyone could read and write.
Today, to meet the requirements of the new situation, our Party and General Secretary To Lam launched the movement "Popular Digital Education", requiring everyone to study regularly, study for life, not only to learn letters, but also to learn to master science and technology, innovation, digital transformation, ... learn a trade, learn to be a human, to work, live together and develop together in the community, contributing to preserving and promoting the tradition of studiousness of the Vietnamese people with thousands of years of culture and heroism.

The President pointed out that our country is facing a historic turning point, to enter a new era - an era of strong, prosperous and happy development of the nation, there is a lot to do, in which building the country into a nation oriented towards lifelong learning for every citizen is a very important task, a noble goal, requiring great efforts and endeavors of the entire Party, the entire people, the entire army and the team of people working in promoting learning and talent across the country. In particular, implementing research and application of the four Resolutions of the Politburo - "The Four Pillars" for the country to develop in the new era in accordance with the functions and tasks of promoting learning associated with digital transformation and national green transformation.
The President requested that central and local ministries, branches and sectors continue to pay attention to leadership and direction, and clearly understand that building a learning society and promoting lifelong learning is not only the task of the Association for the Promotion of Learning at all levels, but also the task of the entire political system, Party committees at all levels, local authorities and the entire population.
Along with that, the Central Committee of the Vietnam Association for Promoting Education continues to coordinate with the Ministry of Education and Training to focus on consolidating and developing Community Learning Centers in the direction of digitalization and greening; researching the set of criteria for evaluating "Green Learning Promotion Units" at the commune level; promoting coordination between schools, families and society in building "Green Schools", gradually forming "Green Learning Citizens" for the future.
Emphasizing that building Vietnam into a learning nation, in which every citizen has the opportunity to learn and is encouraged to learn throughout life, is not only a humane goal, but also an important requirement to enhance national competitiveness, develop human resources and strengthen national strength, the President believes that with passion and courage, education promotion officials will continue to keep the flame of knowledge alive in the community, contributing to building a dynamic and aspirational learning society, laying the foundation for a fast, sustainable and prosperous Vietnam.

Reporting at the meeting, former Vice President, President of the Vietnam Association for Promotion of Education, Professor, Dr. Nguyen Thi Doan said that the Vietnam Association for Promotion of Education was established on October 2, 1996 with three main functions: Encouraging and promoting the movement of regular learning among the people; supporting teaching and learning activities in the national education system; acting as the core, connecting and coordinating with social forces to join hands in building a learning society.
In recent times, the Vietnam Association for the Promotion of Education has contributed to advising on the development of policies and results of the implementation of tasks assigned by the Party and the State; deploying all levels of the association to effectively implement the policies and guidelines of the Party and the State on the promotion of education, talent promotion, and building a learning society. As of December 31, 2024, the whole country has nearly 27 million members of the Association for the Promotion of Education. The models: Learning families, learning clans, learning communities, learning units and learning citizens in localities have all been strongly promoted and achieved many positive results.

Over the past years, the work of mobilizing social resources for activities to encourage learning, encourage talents, and build a learning society has been implemented by localities and achieved many good results. The family and clan education funds have developed strongly. Every year, the Association at all levels mobilizes tens of billions of VND to award scholarships to excellent students who have won prizes in national and international competitions, to disadvantaged students who have made great achievements in their studies, and to adults who have successfully self-studied, creating an exciting atmosphere, encouraging adults and children to compete in lifelong learning.
Also at the meeting, representatives of outstanding education promotion officers nationwide shared, recommended and proposed on practical activities of education promotion, talent promotion, building a learning society and lifelong learning at grassroots units and localities.
