Welcoming Ms. Gillian Bird's appointment as Australian Ambassador Extraordinary and Plenipotentiary to Vietnam, the President highly appreciated the Australian Government for appointing her as an Ambassador with rich diplomatic experience and deep understanding of the Southeast Asian region in general and Vietnam in particular.
The President stressed that Australia is one of Vietnam's most important partners in the region and one of Vietnam's 12 Comprehensive Strategic Partners. Over the past 50 years of establishing diplomatic relations, the cooperation between the two countries has developed comprehensively and effectively in most areas; people-to-people exchanges have developed extensively, especially througheducation and tourism activities. Along with that, the two countries have high strategic trust and share common visions and views on many regional and international issues.
Delighted that Vietnam and Australia have upgraded their relationship to a Comprehensive Strategic Partnership and signed an Action Plan to implement the Comprehensive Strategic Partnership for the 2024-2027 period,the President affirmed that these are important frameworks for the two sides to strengthen cooperation and bring the fields into depth and effectiveness. The President believes that the Ambassador will have a successful term with many important contributions to the development of the bilateral relationship to a new height.
Ambassador Gillian Bird thanked the President for taking the time to meet her; expressed her honor to present her credentials and accept her assignment in Vietnam; affirmed that she would attend the April 30 victory celebration and congratulated Vietnam on its many achievements in national development in recent times.
Affirming the Australian Government’s desire to further deepen the Comprehensive Strategic Partnership, Ambassador Gillian Bird said she was honored to be assigned at a time when the friendly relations between the two countries have been strengthened and enhanced. In particular, the cooperation between the two countries has achieved many positive results in many fields, notably in education and training, with more than 100,000 Vietnamese students studying and working in Australia.
The Ambassador also said that during her term, she will promote the increase of support funds, and encourage Australian businesses to invest and develop in Vietnam; promote results, make the most of trade agreements between the two sides to enhance trade relations; further promote defense and security relations, especially defense cooperation visits between the two countries.
Emphasizing that Vietnam is one of Australia's very important partners in the region, in the context of the current international situation, the Ambassador said Australia hopes the two countries will continue to promote cooperation for stable development and prosperity in each country and the region.
The President welcomed the Ambassador to attend the event celebrating the April 30 Victory Day, and affirmed that after more than 50 years of establishing diplomatic relations and more than a year of upgrading the Comprehensive Strategic Partnership, the two countries have achieved many positive results. However, compared to the needs and potentials of each country, the results achieved are still modest. Therefore, as a bridge of friendship, on the basis of the contents agreed by the two countries, the President asked the Ambassador to pay attention to, urge, and turn the signed agreements into substance and depth; in which, it is necessary to continue promoting high-level exchanges and contacts at all levels and sectors at the central and local levels; further promoting investment cooperation in areas where both sides have strengths such as: trade, education and training, national defense and security, and people-to-people exchange. On the basis of strengthening political trust, the two sides closely coordinate and support each other in multilateral forums, on the basis of international law, especially the United Nations Charter.
On this occasion, the President invited the Governor-General of Australia to visit Vietnam at an appropriate time. Ambassador Gillian Bird expressed her gratitude and promised to convey the invitation to the Governor-General of Australia.

* Receiving the Ambassador of the Dominican Republic, the President congratulated Mr. Reinaldo Rafael Espinal Nunez on being appointed by the Government of the Dominican Republic as Ambassador Extraordinary and Plenipotentiary to Vietnam and taking up the assignment right on the occasion of the two countries celebrating the 20th anniversary of the establishment of diplomatic relations; saying that Vietnam wishes to consolidate the good traditional friendship, enhance political trust and improve the effectiveness of cooperation, meeting the potential and needs of both sides, especially in economics, trade and investment, culture and people-to-people exchange.
Honored to receive the President, Ambassador Reinaldo Rafael Espinal Nunez expressed his joy at taking up his duties in Vietnam and was impressed with the friendly sentiments that the Vietnamese side had shown the Ambassador during his short time here.
Noting that although the two countries are far apart, the Dominican people always admire the heroic history of the Vietnamese people throughout the long history of fighting for national independence in the past, as well as the current construction and development of the country, Ambassador Reinaldo Rafael Espinal Nunez affirmed that the President and the Dominican government wish to further strengthen cooperation in all fields with Vietnam, especially after the visit of Prime Minister Pham Minh Chinh when the two sides reached important cooperation agreements.
On this occasion, the Ambassador conveyed the greetings of the President of the Dominican Republic to the President, and pledged to do his best to promote the development of cooperation between the two countries to a new height in the coming time.
Thanking the sentiments and good assessments, in order to further strengthen the friendship and multifaceted cooperation between Vietnam and the Dominican Republic, the President hopes that the Ambassador, together with the Vietnamese side, will promote the exchange of delegations at all levels, effectively implement the political consultation mechanism, coordinate and support each other at international forums for the benefit of the people of the two countries on the basis of respect for international law; the two sides will soon establish and put into operation the Joint Committee on economic, trade and investment cooperation between Vietnam and the Dominican Republic, and at the same time study and promote cooperation in areas where both sides have strengths.
The President believes that Ambassador Reinaldo Rafael Espinal Nunez will be an active bridge to strengthen and develop the friendly partnership and multifaceted cooperation between the two countries.
* Congratulating Mr. Azeddine Bechka on his appointment as Ambassador Extraordinary and Plenipotentiary of the Democratic and People's Republic of Algeria to Vietnam, the President affirmed that Vietnam attaches importance to the traditional relationship and friendly cooperation with Algeria, Vietnam's most continuous and profound traditional partner in Africa, standing shoulder to shoulder in the national liberation movement.

Appreciating Algeria's role and position in Africa and the world, the President believes that President Abdelmadjid Tebboune will continue to lead the Algerian people to achieve the goal of building a new "Algeria" with comprehensive economic, cultural and social development... In the context of the changing world and unprecedentedly complex strategic competition, the President believes that countries with traditional friendship such as Vietnam and Algeria need to further strengthen cooperation and support each other for mutual development.
Thanking the President for his warm and thoughtful reception, Ambassador Azeddine Bechka expressed his impression of Vietnam's development in recent years, and conveyed the Algerian President's congratulations to the State and all Vietnamese people for the achievements in national construction and development.
Ambassador Azeddine Bechka pledged to do his best and make positive contributions to further consolidate and promote the traditional friendship and solidarity between the two countries; promote cooperation in the fields of trade and economy, and Algeria is ready to be a gateway to help Vietnam expand its market to African countries.
The President hopes that during his term, the Ambassador will actively coordinate with Vietnamese agencies to promote the bilateral relationship to a new, more substantive and effective stage of cooperation. In particular, focusing on promoting the exchange of delegations and high-level contacts between the leaders of the two countries; maximizing the effectiveness of cooperation mechanisms; actively supporting each other and coordinating to promote the role and voice of developing countries at multilateral forums. He proposed that the Algerian government create favorable conditions for Vietnamese enterprises operating in Algeria, thereby becoming a symbol of the good cooperative relationship between the two countries, while further expanding in other areas such as education, culture, sports, etc.
On this occasion, the Ambassador respectfully conveyed a letter from President Abdelmadjid Tebboune inviting the President to visit Algeria in the near future. The President expressed his thanks to the Algerian President and assigned the agencies of both sides to make arrangements through diplomatic channels at an appropriate time.
*Receiving Angolan Ambassador Extraordinary and Plenipotentiary to Vietnam Fernando Miguel, the President congratulated Angola on its outstanding achievements in political stability, economic reform, and social development under the leadership of the People's Liberation Movement Party (MPLA) and the Angolan Government; he believed that as the country assuming the rotating presidency of the African Union, with its experience in managing international organizations, Angola would lead the African Union to achieve many important achievements in 2025.

Thanking President Luong Cuong for taking the time to meet him, Ambassador Fernando Miguel affirmed that during his term, he would further promote bilateral relations, especially promoting the organization of the 50th anniversary of the establishment of diplomatic relations between the two countries. The Ambassador said that President Joao Manuel Gonçalves Lourenco and the Angolan people are very interested in Vietnam's development and admire the achievements that Vietnam has made in the process of Renovation and national construction.
Emphasizing that Angola has received much assistance from Vietnam in the past and present, Ambassador Fernando Miguel hopes that the two sides will soon identify areas of strength for cooperation such as minerals, oil and gas, and tourism; more and more Vietnamese investors will come to invest in Angola. At the same time, Angola wants to learn from Vietnam's experiences in the process of national development.
The President stressed that Vietnam highly values the role and important contributions of Angola to peace, security, and development cooperation in the region and the world, especially Angola's efforts to reconcile conflicts in the region in recent times. On the basis of the traditional close and lasting relationship between the two countries, which is a valuable asset and a foundation for the two peoples to enter a new era together, the President suggested that during his term, the Ambassador actively coordinate with Vietnamese agencies to promote and expand cooperation in potential areas where both sides have strengths; actively support each other and coordinate to promote the role and voice of developing countries at multilateral forums, especially the United Nations; support Vietnam in strengthening relations with the African Union; increase high-level exchanges, political trust and people-to-people exchanges between the two countries.
The President stressed that Vietnam is ready to strengthen cooperation in agriculture, fisheries, processing industry, telecommunications, digital transformation, education, training, healthcare, etc. with Angola through both bilateral and multilateral cooperation channels; and is ready to act as a bridge for Angola to strengthen and develop cooperation with ASEAN countries.
