Enhancing the people's diplomacy of the Capital, meeting the requirements of tasks in the new situation

Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky spoke at the Conference.

Attending the Conference were more than 100 delegates who are members of the Standing Committee, Executive Committee of the Hanoi Union of Friendship Organizations, friendship associations and member organizations, the Capital People's Foreign Affairs Advisory Council, and a number of communes and wards.

At the conference, Associate Professor - Doctor Nguyen Viet Thao, member of the Standing Committee of the Presidium of the Vietnam Union of Friendship Organizations, former Deputy Director of the Ho Chi Minh National Academy of Politics, introduced the content of Directive 45.

On August 8, 2025, the Hanoi Party Committee issued Directive No. 45-CT/TU of the Standing Committee of the Hanoi Party Committee on "Strengthening people-to-people diplomacy of Hanoi Capital to 2030, with a vision to 2045". With the consistent motto of "proactive, flexible, creative, effective", Directive No. 45-CT/TU clearly stated 5 basic and urgent tasks to elevate the capital's people-to-people diplomacy to be representative of people-to-people diplomacy of the whole country.

The directive clearly states that, in addition to continuing to develop programs in the fields of politics, culture, and society, it is necessary to promote people-to-people diplomacy activities in science and technology, innovation, and digital transformation. In particular, the Capital has a complete advantage to strengthen this spearhead, as it is a place that gathers a large number of leading scientists, has relationships with a rich network of academic, technical, and technological institutions around the world.

At the same time, the Directive also affirms the importance of diversifying models and forms of implementing people-to-people diplomacy activities in the Capital as well as ensuring the necessary conditions, resources and mechanisms to implement activities to meet task requirements in the new situation.

“Hanoi is the first locality to have a Directive from the City Party Committee on people-to-people diplomacy since the Central Party Secretariat issued a Directive on strengthening the Party's leadership and improving the effectiveness of people-to-people diplomacy in the new situation in January 2022. This pioneering step is an important condition to elevate the capital's people-to-people diplomacy to a representative level for the whole country,” Associate Professor-PhD Nguyen Viet Thao emphasized.

Speaking at the conference, Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky said that the people's foreign affairs activities of the capital have been receiving great attention and close attention from the Hanoi Party Committee, People's Council, People's Committee, departments and branches of Hanoi and leaders at all levels.

At the conference, Associate Professor - Doctor Nguyen Viet Thao introduced the content of Directive 45.

On that basis, the Chairman of the Hanoi Union of Friendship Organizations requested the staff working in people's foreign affairs from the city to the grassroots to thoroughly grasp the content of Directive 45; widely propagate to members and all classes of people in the capital, creating profound changes in the role, consolidating awareness, position and importance of people's foreign affairs.

Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky requested that friendship associations and member organizations better promote the motto of "proactive, flexible, creative, effective", orienting activities to the grassroots, diversifying activities, while strengthening and creating increasingly rich and deep diplomatic connections, consolidating Hanoi's people's diplomacy, strongly contributing to modern diplomacy and the goal of developing the capital sustainably.
