In his opening remarks, National Assembly Chairman Tran Thanh Man said that this is an activity demonstrating the National Assembly's determination in digital transformation in public service performance; implementing the specific direction of General Secretary To Lam that "it must be implemented methodically, with a set of documents, organized training, and evaluation so that each person clearly sees their responsibilities and needs, serving their work more effectively".

The National Assembly Chairman stated that since the beginning of the 14th National Assembly term, there has been an information technology infrastructure, applying “Electronic National Assembly 1.0”, providing National Assembly deputies with modern tools on tablets, initiating “paperless” National Assembly sessions, contributing to improving efficiency and professionalism in parliamentary activities.

Inheriting the previous term of building an electronic National Assembly, the National Assembly has upgraded and deployed the application "National Assembly 2.0" with outstanding improvements (developed by Viettel Group in collaboration with a group of experts from Singapore) and many new utilities.

The National Assembly Chairman cited the ability to quickly search and access documents, gradually update complete data, user-friendly interface, share documents online among delegates, directly look up document content, summarize documents without having to read each page.

In particular, the new application integrates an AI virtual assistant to support information lookup, allowing login by fingerprint, voice; sending text queries; converting voice to text, removing audio and recognizing voices by region.

Thanks to the application of National Assembly 2.0, the 8th and 9th sessions of the National Assembly considered and passed a large number of laws and resolutions with high consensus.

The electronic document management and administration system has been connected to the national document axis, allowing work to be processed anytime, anywhere, integrating digital signatures and work progress tracking tools.

The National Assembly Chairman also said that this application will be expanded to People's Councils at all levels and National Assembly delegations in the coming time (connecting from the Central to local levels; providing textbooks and documents; coordinating training, education, etc.).

However, the National Assembly Chairman said that the application of new science and technology will create difficulties and problems. We cannot be satisfied with existing products, but must constantly listen, continue to update, edit, supplement, and upgrade.

"We are determined to implement the important direction of the General Secretary: developing science and technology, innovation and digital transformation is the key driving force, the "golden key" to help the country develop rapidly, overcome challenges and realize the aspiration of becoming strong," the National Assembly Chairman affirmed.

Reporting on the implementation of the National Assembly's Digital Literacy Movement, Chairman of the Science, Technology and Environment Committee Le Quang Huy said that the application of artificial intelligence is increasingly widespread in the National Assembly's agencies, effectively supporting many tasks.

Mr. Huy said that the application of artificial intelligence supports the analysis, synthesis, comparison, and review of documents; the construction of reports with large volumes, high requirements, and guaranteed quality; the way of thinking and working gradually changes and transforms positively.

In July, the National Assembly Party Committee issued a plan to implement the Digital Literacy Movement - Digital National Assembly to contribute to the realization of Resolution No. 57 of the Politburo, raise awareness, and popularize digital skills for National Assembly deputies, officials, party members, civil servants, and public employees.

In a short time, the Party Committee of the National Assembly has directed the initial development of a framework for digital transformation knowledge, digital skills and digital learning materials including textbooks and lectures. Building a digital popular education platform integrated with the digital National Assembly platform has updated textbooks and lectures ready to meet the needs of training and fostering organizations...

Mr. Huy said that the agencies will continue to develop lectures and textbooks on the Digital Popular Education - Digital National Assembly platform; and organize training and education classes.
