Prime Minister: Research on bringing artificial intelligence into primary schools, the spirit of 'learning while playing'

Prime Minister Pham Minh Chinh said he is researching and directing the introduction of artificial intelligence into primary schools, starting from grade 1, with the spirit of "learning while playing".

This morning, the Politburo and the Secretariat held a national conference to disseminate and implement four resolutions, including: Resolution No. 59 on international integration in the new situation; Resolution No. 70 on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71 on breakthroughs in education and training development; Resolution No. 72 on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

Education is the most important factor determining the future of a nation.

Prime Minister Pham Minh Chinh presented the key and core contents of Resolution No. 71 and the Action Program.

The Prime Minister said that within just 4 months since the April 18 working session between General Secretary To Lam and the Government Party Committee to prepare for content development, Resolution No. 71 on breakthrough in education and training development was issued on August 22.

Regarding viewpoints, the Prime Minister emphasized the deep, complete awareness and consistent implementation of the viewpoint that education and training is the top national policy, and comprehensive education of "morality - intelligence - physique - aesthetics" is the most important factor determining the future of the nation.

According to the Prime Minister, it is necessary to promote the tradition of studiousness, build a learning society, and strongly arouse emulation movements in the whole society on learning, self-learning, continuous learning, and lifelong learning. Learners are the center and subject of the education and training process; schools are the foundation, teachers are the driving force, determining the quality of education and training; strongly transform the mindset from knowledge training to comprehensive training; implement the motto "teachers are teachers, students are students", honor teachers and ensure the legitimate rights and interests of learners.

The Prime Minister stated that it is necessary to ensure that "learning goes hand in hand with practice", "theory goes hand in hand with practice", and "school goes hand in hand with society". Preschool and general education are the foundation for personality formation, quality and capacity development. Vocational education is key in developing a highly skilled workforce. University education is the core of developing highly qualified human resources and talents, promoting science, technology and innovation. The Prime Minister said that it is necessary to harmoniously combine "being broad-based, being inclusive of all people, and being focused and key".

The Prime Minister requested that breakthroughs in education and training development start from innovation in thinking, awareness and institutions; create breakthroughs in resources, motivation and new spaces, and improve the quality of education and training.

Public education is the mainstay, non-public education is an important component of the national education system; building an open, interconnected education system, ensuring fair and equal learning opportunities for all subjects.

Regarding goals and vision, Resolution No. 71 clearly states that by 2030, it will expand equitable access and improve the quality of preschool and general education to reach advanced levels in the region; strive for at least 8 higher education institutions to be among the top 200 universities in Asia, and at least 1 higher education institution to be among the top 100 universities in the world in a number of fields.

By 2045 , Vietnam will have a modern, equitable and high-quality national education system, ranked among the top 20 countries in the world. All people will have the opportunity to learn throughout their lives and develop their personal potential to the fullest. High-quality human resources, scientific and technological talents will become the driving force and core competitive advantage, contributing to making Vietnam a developed, high-income country.

Merging and dissolving substandard training facilities

The Resolution identifies eight groups of tasks and solutions, including raising awareness, innovating thinking and action, determining strong political determination to make breakthroughs in education and training development; strongly innovating institutions, creating unique and outstanding mechanisms and policies for education and training development.

In addition, it is necessary to strengthen comprehensive education in ethics - intelligence - physique - aesthetics, forming a system of values ​​for Vietnamese people in the new era; comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training; focus on building a team of teachers and standard school facilities, improving the quality of preschool and general education; strengthen foreign language teaching and learning, gradually making English the second language in schools.

"We must train global citizens who not only know Vietnamese but also popular languages ​​such as English and some other languages" - the Prime Minister added.

At the same time, according to the Prime Minister, it is necessary to reform and modernize vocational education, create a breakthrough in developing highly skilled human resources; modernize and upgrade university education, create a breakthrough in developing highly qualified human resources and talents to lead research and innovation; promote cooperation and deep international integration in education and training.

The Prime Minister said that to carry out the tasks and solutions, there needs to be a breakthrough in institutions and policies; a breakthrough in management and governance; a breakthrough in investment resources. Regarding investment, the State budget expenditure must ensure that educational conditions meet standards, striving for a structure of 5% for investment expenditure and 3% for higher education.

In addition, he emphasized the breakthrough in developing the team of teachers, experts and talents; breakthrough in policies to support learners; breakthrough in autonomy and promoting the creative capacity of educational and training institutions; breakthrough in foreign language proficiency, digital transformation and application of artificial intelligence in education.

According to the Prime Minister, artificial intelligence must be brought into public schools.

Regarding the Government's action program to implement the resolution, the Prime Minister said there are 8 groups of major tasks and solutions, concretized into 36 goals and 151 tasks. In particular, the Government has assigned specific tasks to each ministry, branch and locality with the spirit of "6 clear" - clear people, clear work, clear responsibility, clear authority, clear time, clear results.

The Prime Minister stated that it is necessary to develop a roadmap and immediately implement policies on salary and allowance regimes for teachers, managers and employees in the education sector; review, arrange and restructure higher education and vocational training institutions; merge and dissolve substandard training institutions; amend and supplement legal regulations on implementing the policy of not organizing school councils in public educational institutions; urgently allocate capital, carry out public investment procedures, select contractors, and strive to start construction of 100 primary and secondary boarding schools in October and complete before August 30, 2026.
