According to the Steering Committee of the Movement "All people unite to build a cultural life" in Thanh Hoa province, implementing the Plan to deploy the Movement "All people unite to build a cultural life", under the leadership and direction of Party committees and authorities at all levels, the active coordination of sectors and organizations, the enthusiastic response of all classes of people, the Movement "All people unite to build a cultural life" in Thanh Hoa province, the period 2000 - 2025 has achieved many important results, creating a wide spread, strongly impacting the economic, cultural and social life of the province. The province's economy has always maintained a fairly high growth rate; traditional cultural values ​​and identities continue to be preserved and promoted; the cultural environment is increasingly developing stably and healthily; national defense and security are maintained, social order and safety are ensured; the great solidarity of the people is strengthened; prevent and repel social evils, bringing about many positive changes in improving the cultural and spiritual life of people in the province.

Immediately after its establishment, the Steering Committee of the Movement "All people unite to build a cultural life" in Thanh Hoa province promptly advised the Provincial People's Committee and the Chairman of the Provincial People's Committee to issue complete programs, plans, and directive documents to implement the Movement "All people unite to build a cultural life" in the province; regularly perfect the Provincial Movement Steering Committee, promulgate, amend, and supplement the Regulations on organization and operation 3 ; strengthen the guidance, training, direction, and inspection of the Movement Steering Committees at district, town, and city levels in implementing the State's assigned planning targets; focus on promoting the quantitative development and improving the quality of the Movement "All people unite to build a cultural life", focusing on building cultural families; cultural villages, hamlets, and residential groups; culturally standardized agencies, units, and enterprises; civilized urban wards and towns; new rural construction; sustainable poverty reduction; Promote the effectiveness of the grassroots cultural and sports institutions system, organize cultural, artistic, physical education and sports activities towards the grassroots with many rich and attractive activities, attracting a large number of people to participate.

In recent times, the Movement "All people unite to build a cultural life" in the province has continued to receive attention and direction from all levels and sectors, and has achieved many positive results. The propaganda work of the Party's guidelines and policies, the State's laws and policies on the movement has always been focused on by the Steering Committees at all levels in many diverse forms, suitable for each region and each subject, and has many innovations in content and form such as: Information, visual propaganda, slogans, billboards, cultural and artistic activities and organizing conferences and training classes; building specialized pages, columns, publishing publications; propagating, posting news and articles on Thanh Hoa Newspaper, Electronic Information Page, reports on the Movement on Radio - Television, grassroots radio systems... with about 500 news and articles, over 2,000 billboards and propaganda slogans/year.

Through propaganda work, the sense of responsibility has been raised and the role of the Movement Steering Committees at all levels has been promoted; the participation of the entire political system, the consensus and support of the people have promoted the movement to develop more and more deeply, spreading good values, gradually pushing back the bad and negative things in social life.

After 25 years of implementation, the movement to build cultural titles is one of the key contents of the Movement "All people unite to build a cultural life", widely deployed to every family, village, hamlet, residential group, commune, ward, and town and has received active participation and response from everyone.

The Department of Culture, Sports and Tourism has strengthened its direction and guidance for localities to effectively implement regulations on awarding cultural titles. The Steering Committees of districts, towns and cities have done a good job of propagating and disseminating the content and standards for building cultural families; the evaluation work has been carried out openly and transparently. The movement has received the support and participation of the people, the majority of families participating in the movement have effectively implemented the criteria for building cultural families, and have been self-conscious in complying with the Party's policies and the State's laws.

Maintain and promote the achieved results, continue to implement many activities to deepen the movement such as: (1) Assign annual KHNN targets to localities for implementation; (2) issue plans, organize inspections of the annual review and recognition of cultural titles in districts, towns and cities; (3) guide the movement building associated with promoting the implementation of criterion No. 16 on culture in building new rural areas, advanced new rural areas, and model new rural areas; (4) guide the implementation of Decree No. 86/ND-CP dated December 7, 2023, professional training courses of the Government; (5) organize services for grassroots cultural officials.

In 2024, 87.6% of households were recognized as cultural families and 89.7% of villages, hamlets and residential groups were recognized as cultural residential areas and 20 communes, wards and towns were recognized by the Provincial People's Committee Chairman with the title "Typical communes, wards and towns" in 2024.

The 2025 Thanh Hoa Provincial Mass Arts Festival is an opportunity to promote and preserve the unique cultural identity of ethnic groups in the province.

The movement "All people unite to build new rural areas and civilized urban areas" continues to be implemented by the Provincial Fatherland Front Committee in coordination with other sectors in conjunction with the implementation of Plan No. 238/KH-UBND dated November 8, 2021 on implementing the Program on agricultural development and new rural construction, period 2021 - 2025 has become a widespread movement, creating high unity and consensus from awareness to action.

The member sectors of the Provincial Movement Steering Committee have organized dissemination and implementation to all cadres, party members and workers; actively urged, guided, issued many plans and related documents and organized inspection and review sessions to direct and guide localities to implement and complete the criteria in the National Target Program on New Rural Construction.

The Fatherland Front and socio -political organizations organize to fully disseminate the contents of the Program in conjunction with the implementation of the campaign "All people unite to build new rural areas and civilized urban areas"; mobilize union members, association members and people to organize emulation movements, build typical advanced models in production, economic development, and sustainable poverty reduction.

The Department of Culture, Sports and Tourism guides the implementation of criteria, order and procedures for considering recognition of civilized urban standards according to Decision No. 04/2022/QD-TTg dated February 18, 2022 of the Prime Minister, Official Dispatch No. 1221/VHCS-NSVH dated December 23, 2022 of the Department of Grassroots Culture and Official Dispatch No. 2283/BNN-VPĐP dated April 12, 2023 of the Ministry of Agriculture and Rural Development... As a result, up to now, the whole province has 14 district-level units meeting the standards and completing the task of building new rural areas; 374/449 communes, 830 mountainous villages and hamlets meeting new rural standards; 04 districts and 125 communes meeting advanced new rural standards; 33 communes and 610 hamlets meeting model new rural standards; 634 OCOP products have been recognized (In addition, the province is currently submitting to the Central Government for appraisal, consideration, and recognition of Ngoc Lac district meeting NTM standards); 51/95 wards and towns have met civilized urban standards (first recognition), reaching a rate of 53.7%.

Besides, the movement to build good people, good deeds, and advanced models is the core work of the emulation movement, imbued with profound humanism and socialism, so it receives the attention of leadership and direction of provincial leaders; the active participation of all levels, sectors, and localities; the effective coordination of the Fatherland Front and mass organizations; especially the consensus and response of all classes of people in the province.

The movements have been promoted and widely launched in all residential areas, agencies, unions and units, attracting a large number of participants, such as the movements: "Good workers, creative workers", organizing the Ceremony to honor "Good workers of Thanh land", "Civil servants, public employees, typical workers of Thanh land" of the Provincial Labor Federation; "Women actively study, work creatively, build happy families" of the Provincial Women's Union; "Innovating the style and service attitude of medical staff, towards patient satisfaction" of the Department of Health; "Building a beautiful image of Thanh Hoa youth", "Building the beauty of Thanh Hoa's school youth" of the Thanh Hoa Provincial Youth Union; building "Friendly schools, active students", "Teaching well, studying well" of the Education and Training sector; "Women actively study, work creatively, build happy families" of the Women's Union; "Exemplary Veterans" of the Association of War Veterans; "Emulation to Win" in the army; "Building Humanity" in Thanh Hoa Police; the movement "Expertise, Professionalism - Responsibility - Civil Servants' Smile", "Emulation to Study, Practice Morality, Practice Talent"... have been launched and effectively implemented by agencies and units, with the emergence of many outstanding collectives and individuals, who have been commended by competent authorities, thereby promptly encouraging, creating spread and replication in the process of implementing emulation movements in the province.
