Dear leaders, former leaders of the Party, State, leaders of ministries, branches, central and local organizations.
Dear party members and compatriots.
Today, the Politburo and the Secretariat held a National Conference to disseminate and implement four extremely important resolutions of the Politburo: Resolution No. 59 on International Integration in the New Situation ; Resolution No. 70 on Ensuring National Energy Security to 2030, with a Vision to 2045 ; Resolution No. 71 on Breakthroughs in Education and Training Development ; Resolution No. 72 on Some Breakthrough Solutions to Strengthen Protection and Health Care for the People . Resolution 59 is one of the four pillar resolutions mentioned in the implementation of the Politburo's Resolutions on May 18, 2025. The remaining three resolutions are three thematic resolutions. These three resolutions continue and strongly complement the strategic “Quad Resolutions”, creating a unified whole, a breakthrough to realize the two 100-year goals of building a strong, prosperous, everlasting and sustainable Vietnam.
Deploy early for implementation, the National Assembly will institutionalize by law and the implementation of the spirit of these Resolutions into the content of the 10th session of the 15th National Assembly (the last session of the term). The Central Party Committees and localities will immediately implement them into documents and action plans at the Party Congresses of agencies and localities, prepare well for the 14th National Party Congress and the entire political system will deploy them immediately in 2025 to complete the goals and plans of the 13th National Party Congress and prepare well for the completion of tasks in the new period. The spirit is very urgent.
I appreciate the report content and implementation proposals of the Prime Minister and comrades.
I think: The consistent spirit of Resolution 59 and the three Resolutions 70-71-72 is to quickly shift from "issuing policies" to "managing implementation", taking people and businesses as the center, taking practical effectiveness as the measure. Each agency, organization, and individual is responsible for turning the content of the Resolutions into daily work, into specific action programs, with resources, deadlines, measurement indicators, monitoring and accountability. I propose that the entire political system thoroughly grasp and strictly implement a number of principles in the process of implementing these Resolutions, which are: 5 consistency (politics - law - data - resource allocation - communication) ; 3 publicity (goals - progress - results) ; 3 early (early completion of institutions - early launch of key projects - early capital allocation) and 5 clear (clear work, clear people, clear responsibilities, clear time, clear results) and immediately deploy the contents of the Resolution as soon as possible at all levels.

To ensure unified direction, smooth coordination and "reaching the grassroots", it is necessary to establish a Central Steering Committee for each Resolution or a Central Steering Committee on the implementation of the Politburo's Resolutions (comrades, please consider this further) . In addition, it is necessary to build a public "digital dashboard", updated weekly and monthly, to monitor core indicators, bottlenecks, and implementation progress of each Resolution. The responsibilities of each Party Committee, Government, Ministry, Sector, Locality and the people. At the same time, it is possible to invite independent expert groups and policy appraisal departments to participate in appraising solutions, evaluating, and objectively criticizing.
I would also like to emphasize some key orientations, tasks and solutions of each Resolution, and at the same time clarify the dialectical and complementary relationship between the Resolutions implemented today.
Regarding Resolution 59 (1), it is clearly defined that international integration is a strategic driving force based on the decisive role of internal strength, increasing internal strength while taking advantage of external strength, closely linking integration with protecting national interests, both cooperating and fighting. Ensuring the principles of new mindset, position, thinking and approach to international integration, shifting from a receptive mindset to a contributing mindset, from general integration to full integration, from the position of a country following behind to the status of a country rising up, pioneering in new fields.
(2) Synchronous, comprehensive and extensive integration. Integration areas must be closely linked and complement each other in an overall strategy, with focus, key points and selectivity, with a suitable roadmap and steps. In particular, economic integration is identified as the center, integration in other areas must facilitate economic integration with the top priority being economic restructuring, growth model innovation and digital transformation promotion. Integration in politics, security and defense must aim to enhance the country's potential and position, protect the Fatherland early, from afar, before the country is in danger. Science, technology and innovation must be identified as the top important breakthrough, aiming to bring domestic science and technology standards and regulations closer to advanced international standards and practices. Promote comprehensive integration in culture, society, tourism, environment, education - training, health and other fields, in order to promote and popularize national culture, strengthen cooperation in research and application of science in medicine, health care for people, innovate and improve the quality of domestic education to regional and international standards, develop Vietnamese people to stand shoulder to shoulder with international friends in both intelligence and physical strength.
(3) Improve the capacity to implement and perfect institutions and policies, overcome bottlenecks in implementing international commitments and agreements, promote the review and internalization of international laws to fully, synchronously and effectively implement our obligations and commitments. Make effective use of international commitments, agreements and economic links, especially new-generation FTAs to enhance intertwined interests, not depending on a few partners. Urgently complete the draft Resolution of the National Assembly on a number of special mechanisms and policies to enhance the effectiveness of international integration, and submit it to the National Assembly at the upcoming 10th Session.
(4) Promote the attraction of high-quality FDI, especially from large global corporations that play a leading role in a number of important supply chains such as information technology, telecommunications, semiconductor chips, artificial intelligence, etc.; prioritize investment projects with advanced technology, new technology, high technology, clean technology, modern management, spillover effects, eco-smart industrial parks, innovation centers, logistics, strategic infrastructure projects, including transport infrastructure. Encourage Vietnamese enterprises to invest and do business effectively abroad, building national brands of international stature.
(5) Promoting the central role, active, proactive and creative participation of people, businesses and localities in linking international integration and domestic integration, connecting regions, localities, connecting sectors and fields, connecting research and implementation, contributing specifically to consolidating political position, promoting economic development, ensuring national security, and raising the country's influence on the world map.
Regarding Resolution 70: The core goal is that the energy system must be safe, stable, and have reliable backup; provide enough power for production and life; shift towards green, low-emissions; operate intelligently on a digital platform and ensure reasonable and transparent costs. From now until 2030, we strive to have a minimum capacity backup of 15%, significantly reduce power loss; increase the proportion of clean energy in accordance with planning; build competitive, transparent electricity market mechanisms with a solid roadmap.
Regarding solutions, we have 10 key groups. One is to balance supply and demand by region, update the synchronous planning of sources and grids, and finalize the list of key projects.
Second , invest heavily in transmission and storage - especially 500kV lines, smart grids, and pilot energy storage systems at bottlenecks.
Third , mobilize diverse capital: public-private partnerships, green bonds, power purchase agreements with reasonable risk allocation; apply payment mechanisms according to available capacity for flexible sources.
Fourth , develop a competitive electricity market according to a roadmap, standardize the long-term reference price mechanism, and enhance transparency.
Fifth, diversify fuel and reserve LNG, ensure warehouse capacity, pipeline, long-term contracts, and strategic coal/gas reserve.
Sixth , promote energy efficiency and demand management, apply time-of-use pricing, and require mandatory savings at high loads.
Seventh , develop renewable energy according to "system thinking": competitive bidding, synchronous planning of source - grid - storage, fair sharing of connection costs.
Eighth , protect vulnerable populations and ensure electricity for basic industries through targeted, time-bound, and transparent support packages.
Nine is digital transformation of the electricity industry: remote measurement, real-time data, load forecasting using artificial intelligence, ensuring network security.
Tenth , human resource development and localization: training system engineers, supporting industries.
Identify breakthroughs in the strategy to ensure energy security, sustainable development and realize the Net Zero commitment by 2050. Focus on three points: Institutional reform; facilitate the attraction of social resources, especially the private economic sector to participate in renewable energy investment, power transmission and distribution. Ensure the principle that energy development must be consistent with the socialist-oriented market economy, associated with progress, social equity, social security, ensuring national defense, security, environmental protection to serve development.
Regarding Resolution 71: Clearly identify education and training as the top national policy, the key driving force for national development. Investing in education is investing, nurturing, and enhancing the "national spirit", is investing in the future of the nation. This is the key field of all keys, the fundamental driving force for increasing productivity, breaking through national competitiveness, and nurturing the desire for development. Education and training follow the motto "Taking quality as the axis - taking teachers as the key - taking technology as the lever."
Regarding solutions, there are 8 main groups. One is to build national output standards by level of education and profession; implement mandatory accreditation, and public rankings with missions .
Second , innovate programs and assessments, reduce achievement disease, combat rampant extra tutoring; implement standardized assessments, focusing on core skills.
Third , breakthrough in the teaching staff: new professional standards, performance-based remuneration, scholarships to attract teachers, training, ensuring ethics and honor of teachers.
Fourth , promote university autonomy coupled with accountability; co-create programs with businesses; increase paid internships; build innovation centers.
Fifth, upgrade vocational education linked to the supply chain, real learning - real work according to the dual model; recognize digital skills certificates; and evaluate by businesses.
Sixth , digital transformation in education: national open learning materials, lifelong electronic learning records, secure examination platforms, ensuring data security.
Seventh , targeted education finance: focusing on supporting disadvantaged groups with appropriate solutions (not favoritism) ; skills development fund, training ordering mechanism according to regional and industry needs.
Eight , internationalization: credit recognition, joint programs, attracting international experts, raising foreign language standards by industry.
For Resolution 72: Prevention is the key - Grassroots is the foundation - People are the center. The goal is to increase healthy life expectancy, reduce patient payments, digitize the system, strengthen primary health care, improve service quality and patient and citizen satisfaction.
There are nine groups of solutions that need to be focused on. One is to strengthen preventive medicine and public health: vaccination, nutrition, non-communicable disease prevention; real-time epidemiological surveillance.
Second, develop primary health care and family doctors: upgrade health stations, implement basic service packages, and connect hospitals. Develop facilities for caring for the elderly and lonely elderly.
Third , universal health insurance goes hand in hand with value-based payment: expanding benefits and reducing costs for patients.
Fourth , promote controlled hospital autonomy: service prices based on actual costs, public quality, transparent centralized purchasing, and fight against group interests.
Fifth , ensure security of pharmaceuticals, equipment, and vaccines: electronic bidding, encourage domestic production to meet international standards .
Sixth , focus on mental health and occupational diseases, integrate them into primary health care, schools, and workplaces.
Seventh , comprehensive school health: nutrition, physical fitness, adolescent reproductive health; data linkage with learning records.
Eight is , digital transformation of healthcare: electronic health records for the entire population, electronic prescriptions, remote medical examination and treatment, shared data warehouse.
Ninth , developing medical human resources: capacity standards, remuneration regimes, training - practice linkage, and attraction mechanisms to grassroots levels. Strive for the entire population to be "Healthy to study - Healthy to work - Healthy to be happy - Healthy to protect the Fatherland."

The country's new development momentum is formed from the organic connections between resolutions. International integration is the door to the world; Stable and green energy is a necessary condition for production, for schools and hospitals; High-quality education and training provide a team of future system engineers, doctors and public service administrators; Modern healthcare, solid prevention and good care help people stay healthy to study, to work and to create. These pillars are simultaneously reinforced by transparent institutions, strict enforcement of discipline, data guidance and smart resource allocation. When each gear operates in rhythm, the national development machine will accelerate steadily.
I propose that each ministry, branch, locality, unit, cadre and party member immediately get to work with the spirit of “saying what you do”, “don’t leave today’s work for tomorrow”. Leaders must take responsibility for the results, not push the issue or avoid it. Every quarter and every year, we must seriously review, be transparent and public, and reward those who dare to think, dare to do, and dare to take responsibility for the common good; at the same time, strictly handle violations and negativity.

The road ahead still has much to do, many challenges to overcome; but we have firm faith in the strength of the great national unity bloc, in the intelligence and mettle of the cadres and party members; in the aspirations of the young generation; in the joint efforts of the business community; and in the creativity of the people. The four Resolutions, implemented resolutely and synchronously, will foster new motivations, create strong impulses for us to break through, successfully achieve strategic goals, making our country increasingly rich, civilized, and our people increasingly happy.
I call on the entire political system, Party committees, authorities, the Fatherland Front and organizations; call on the business community, diplomats, intellectuals, teachers, doctors, workers, farmers and youth nationwide to unite, join forces and join hands to implement. Each person has a specific task, each day has a specific result, persevering, enduring, methodical, disciplined and creative. Let's make the spirit of the Resolutions implemented today permeate all levels, all sectors, all social components, to every ward, commune, village, hamlet, to every classroom, every workshop, every field, every house, every citizen; turn aspirations into actions, turn actions into results, turn results into new beliefs.
