Speaking at the event, Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan said that in order to turn Khanh Hoa into a centrally-run city according to Resolution No. 09-NQ/TW of the Politburo, to concretize Resolution No. 55 of the National Assembly on piloting a number of specific policies and mechanisms, developing Khanh Hoa province, the Action Programs of the Government, of the Khanh Hoa Provincial Party Committee...; the early completion of quality-required planning is a very important and prerequisite factor, serving as a legal basis for implementing investment and construction...

In 2023, Khanh Hoa province completed and was approved by the Prime Minister for the Khanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2050; Adjusted the general planning for the construction of Van Phong Economic Zone to 2040, with a vision to 2050; a number of other important plans such as Nha Trang City Master Plan, Cam Ranh City Master Plan, Ninh Hoa Town Master Plan, Van Ninh District Master Plan, Dien Khanh District Master Plan, Khanh Son District Regional Construction Plan, Khanh Vinh District Regional Construction Plan... are also being urgently implemented to establish or adjust, as a tool for land management, investment, construction and as a basis for calling for and attracting investment...

Since the Planning Task was approved by the Prime Minister in September 2022, Khanh Hoa province has actively organized its implementation; after receiving, explaining, editing, completing and being appraised by the Ministry of Construction, the Master Plan for the new urban area of Cam Lam, Khanh Hoa province to 2045 has been officially approved by the Prime Minister in Decision No. 205/QD-TTg dated February 28, 2024.

On the basis of the approved and announced Planning today, the tasks assigned in Decision No. 205 of the Prime Minister will be focused on by the People's Committee of Khanh Hoa province to urgently and seriously implement, ensuring efficiency and compliance with relevant regulations; determined to build and develop Cam Lam to become a growth pole in the South of Khanh Hoa province and the South Central region, an urban area of important significance in terms of national defense and security; together with other localities, contribute to soon turning Khanh Hoa into a centrally-run city by 2030 according to the target of Resolution No. 09 of the Politburo.

According to Deputy Prime Minister Tran Hong Ha, urbanization is an objective necessity and an important driving force for rapid and sustainable socio-economic development. The policy of developing coastal urban areas, focusing on dynamic urban areas of each region, urban areas connecting the region and the world, has been affirmed by the Politburo in Resolution No. 06-NQ/TW dated 24/1/2022.

With a unique geo-economic position, and a fairly synchronous inter-regional transport system including roads, railways, aviation, and sea routes, Khanh Hoa has all the elements to become a large urban area, a logistics connection center, a growth pole of the South Central and Central Highlands regions in the spirit of Resolution No. 09-NQ/TW of the Politburo.

The National Assembly also issued Resolution No. 55/2022/QH15 dated June 11, 2022 on piloting a number of specific, breakthrough mechanisms and policies, strongly decentralizing budgetary finance, planning, and land to create more motivation and unlock resources for Khanh Hoa province to develop.

The Prime Minister also approved the planning of Khanh Hoa province until 2030, with a vision to 2050, with the orientation of the dynamic development region being the urban chain of Van Phong - Nha Trang - Cam Lam - Cam Ranh and shaping the central coastal city of the region in the future.

The Cam Lam urban planning was established and approved in the overall connection and linkage with Nha Trang city and Cam Ranh urban area. This will be a modern, ecological, smart airport urban area of international standards; a center for sea tourism and logistics services; global financial - intellectual services and innovation; an international center for education, healthcare, research and application of new technology; an urban area with a high-quality living environment; with synchronous, modern, smart infrastructure, and the ability to withstand the impacts of climate change.

According to Deputy Prime Minister Tran Hong Ha, the Government and Prime Minister highly appreciate Khanh Hoa's efforts in planning. Along with the Cam Lam urban planning, the Nha Trang City Planning Adjustment Project is also being considered and approved on the occasion of the 100th anniversary of the city's development.

The planning will create new space, room and new motivation for Khanh Hoa in general and Cam Lam district in particular to develop rapidly and sustainably based on urban economy and services. Cam Lam people in the near future will enjoy high-quality social services.

"However, reality shows that no matter how carefully researched and feasible a plan is, it will not become a reality if the organization and supervision of implementation are not organized effectively. The decisive factor for success is the spirit of dynamism and creativity in fundamental, systematic, synchronous, and scientific ways of doing things, but it must be fast, concise, and decisive, because opportunities do not wait for us," Deputy Prime Minister Tran Hong Ha shared.

Deputy Prime Minister Tran Hong Ha suggested that Khanh Hoa should make efforts to take advantage of and promote the most effective breakthrough mechanisms and specific policies decided by the National Assembly in Resolution No. 55/2022/QH15 dated June 11, 2022, especially decentralizing authority on planning and land management, separating compensation, support, resettlement, and site clearance projects in implementing investment projects and urban development models according to transport orientation (TOD).

At the same time, effectively implement Resolution No. 06 of the Politburo on urban planning, construction, management and sustainable development; identify urban development as the core driving and creating spillover effects, linking urban areas. Promote smart management models in the operation, management and exploitation of urban technical infrastructure systems and develop multi-purpose infrastructure systems that proactively adapt to climate change and rising sea levels.

Khanh Hoa needs to focus on implementing zoning plans, detailed plans and specialized plans in a scientific, systematic, strategic, long-term and stable manner, avoiding the need for multiple local adjustments; it is necessary to exploit and promote the effectiveness of modern infrastructure projects that have been and are being invested in, such as the Cam Lam - Vinh Hao and Cam Lam - Nha Trang expressways for inter-regional connectivity. Prioritize state resources and mobilize social resources for the development of backbone infrastructure systems, key and dynamic projects with great spillover effects to open up development space.

Resources created from planning and investment in future urban development such as land value, resources, etc. need to be reinvested in developing infrastructure systems, education and training, social welfare and shared harmoniously among localities to bring overall benefits for development.

In order for Cam Lam to become a center for innovation, research and application of new technology, high-quality human resources and talents are prerequisites. Khanh Hoa province needs to have a strategy for training and attracting talents; improve the quality of urban services, especially education, health and healthcare services to create an attractive attraction for domestic and foreign workers to Cam Lam.

According to Deputy Prime Minister Tran Hong Ha, with the characteristics of a coastal urban area, directly affected by climate change and rising sea levels, the development of the new urban area of Cam Lam needs to draw lessons from experience and overcome existing urban problems such as surface water and groundwater pollution, traffic congestion, landslides, flooding, population density management, and climate change adaptation... with a synchronous, multi-purpose technical infrastructure system and appropriate non-structural adaptation solutions.

Khanh Hoa province needs to conduct geological and hydrological surveys well, carefully calculate the impacts of climate change and high tides right from the detailed planning, design and construction to ensure the sustainability and efficiency of the project, and the safety of people's property and lives.

At the same time, Deputy Prime Minister Tran Hong Ha requested Khanh Hoa to strictly comply with regulations on establishing coastal protection corridors according to the Law on Marine and Island Resources and Environment; assess impacts on socio-economics and environmental landscapes; raise people's awareness, experience and skills in responding to natural disasters; comply with legal regulations on environmental protection, climate change response and prevention of natural disasters and landslides, ensuring security and national defense.

The planning process will affect the lives and activities of the people (thousands of households need to be resettled). Therefore, Khanh Hoa province needs to do a good job of social security issues, ensuring that people have a resettlement place with synchronous technical and social infrastructure such as hospitals, schools, cultural and sports centers; prioritize the development of social housing for policy families, poor households, near-poor households, low-income people, workers' housing, etc. Local people must be given priority in training, recruitment, and sustainable livelihoods; and enjoy the values and quality of life that the urbanization process brings.

Deputy Prime Minister Tran Hong Ha also suggested that Khanh Hoa continue to study and propose a government model suitable for the urbanization process associated with digital transformation, improving the efficiency of administrative management.
