People look to the future of the country with the expectation of more growth poles, large projects implemented in the spirit of "doing things resolutely, on time" to create jobs, use capital effectively, and develop the country strongly in 20 years. This is also the wish of the people of Ho Chi Minh City when looking to Can Gio.

Can Gio is where the movement of policies and resolutions from the Central Government and Ho Chi Minh City is clearly seen when the voices and expectations of the people are included in resolutions and realized through super infrastructure projects.

Right after the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, super infrastructure projects towards Can Gio have clearly moved forward.

Vinhomes Green Paradise sea-encroaching urban area is under bustling construction; high-speed urban railway, Can Gio bridge, and sea-crossing road are being proposed; coastal road, super port cluster are also moving strongly... All will form a multi-modal transportation system, turning Can Gio into a new center.

High-speed railway and sea-crossing route move strongly after Ho Chi Minh City Party Congress

On the closing day of the Ho Chi Minh City Party Congress on October 15, the Ho Chi Minh City People's Committee established a Council to appraise the Ho Chi Minh City - Can Gio high-speed urban railway project proposed by Vinspeed Company. Once approved in principle, the project can start construction in 2025 and be completed in 2028.

This is a 48.5km railway line, with a total investment of 76,120 billion VND (2.93 billion USD), a speed of 350km/h, taking only 12 minutes from Phu My Hung to the Can Gio coastal urban area, serving 30,000 - 40,000 passengers per hour, each direction.

This is a breakthrough in engineering and technology, laying the foundation for an express train system connecting key development areas in the future.

This route will become the main means of connecting passengers to the Can Gio sea-encroaching mega-urban area - Vinhomes Green Paradise (started in April 2025 and completed in 2030).

With a scale of 2,870 hectares and an expected population of about 230,000 people, the urban area is positioned as an ecological, smart, resort, and international-standard service city - "an urban wonder on the sea", a new symbol of the stature of Ho Chi Minh City.

Another project that is receiving special attention is the Can Gio - Vung Tau sea crossing road proposed by Vingroup Group.

The Ho Chi Minh City Department of Finance has worked with investors and consulted with departments and agencies, and the majority believe that researching the above sea route is necessary.

Most recently, on October 20, the Department of Finance proposed that the Ho Chi Minh City People's Committee consider approving Vingroup Corporation to use its own capital to conduct project research.

In addition to the above projects, Can Gio bridge is also completing its documents to soon approve the investment policy.

Previously, the Ho Chi Minh City Department of Construction submitted a project to connect the Ben Luc - Long Thanh Expressway with Rung Sac Road, with a total capital of nearly VND2,970 billion, expected to start construction in early 2026 and be completed in 2028.

The project will help the West and Southeast regions get closer to Can Gio, through the corridor of Ho Chi Minh City Ring Road 3 - Ben Luc - Long Thanh Expressway - Rung Sac Road.

Regarding maritime, Ho Chi Minh City has determined to develop the Cai Mep - Thi Vai - Can Gio smart port - logistics cluster according to the digital super port model, operated by big data technology.

Currently, Ho Chi Minh City is coordinating with ministries and branches to complete and propose amendments to Resolution 98 on specific mechanisms and policies for Ho Chi Minh City's development to submit to the National Assembly , including a mechanism for selecting and attracting strategic investors.

While waiting for the mega projects, the Ho Chi Minh City Department of Construction has approved the policy of exploiting the passenger transport route by high-speed boat (151-passenger boat) from Bach Dang wharf (Sai ​​Gon ward) to Tam Thon Hiep wharf (Binh Khanh commune), proposed by Can Gio Urban Tourism Joint Stock Company, creating more travel options for residents, tourists and developing river eco-tourism.

New resolution and strategy to turn Can Gio into a center

For Can Gio to be awakened as it is today, the most important foundation is the Central's strategic policies and resolutions, and the determination to implement them from Ho Chi Minh City, clearly stated in the resolution of the 1st Ho Chi Minh City Party Congress for the 2025 - 2030 term.

According to engineer Vu Duc Thang - a traffic planning and design expert, Can Gio is likened to a "sleeping princess" who has been wanting to wake up for many years but has not had the conditions. The sea is there, but the water is murky and muddy. Traffic connections are limited, resort services are not commensurate, just "going for the experience", not enough to keep tourists coming back.

However, according to Mr. Thang, with a series of mega projects being implemented, Can Gio is gradually waking up, becoming a strategic springboard in Ho Chi Minh City’s journey to the sea. Projects such as sea encroachment areas, coastal roads, and super port clusters will also create a big step forward in construction techniques.

Among those projects, Mr. Thang said that the Can Gio - Vung Tau sea crossing road will be a very special project and will be an important link connecting the coastal road of Ho Chi Minh City with the coastal road of the Mekong Delta, forming a national coastal silk strip.

Lacking a coastal road, to go from Vung Tau to Ho Chi Minh City, one had to go up to Ba Ria, all the way to Bien Hoa and then turn down to Ho Chi Minh City, a distance of 120km. To go to the Mekong Delta, one had to go around Ben Luc and down to Tan An.

Urban areas reclaimed from the sea, high-speed railways, cross-sea roads, seaports... are bold breakthroughs in both technology and vision, having a profound impact on the development of urban chains and economic centers along the southern coast.

Vung Tau is bustling, Can Gio is waking up. When these two pieces resonate, Ho Chi Minh City will not only expand its space towards the sea but will also create a breakthrough in the marine economy, affirming its position and marking the stature of a coastal city with the aspiration to reach international level.

Can Gio will certainly become a new gateway - a place where high-class constructions and services converge, and regional and international exchanges occur.

According to Mr. Thang, to create a clear passage for super ocean-going ships through Ganh Rai Bay, the Can Gio - Vung Tau sea route project can combine a tunnel and a bridge.

With the current construction technical level of our country's contractors as well as international experience, the project is completely feasible.

Professor Dang Hung Vo, former Deputy Minister of Natural Resources and Environment (now the Ministry of Agriculture and Environment), said that Ganh Rai Bay (one side is Can Gio, the other side is Vung Tau) has a special position on the Pacific - Indian Ocean shipping route. Regaining the transit position on the international shipping map is entirely possible if there is vision and appropriate investment.

Development plans need to supplement the missing connections and must have a regional mindset and long-term vision. Taking Can Gio as the center will open up new development space, creating momentum and spreading to the surrounding areas.

The political report of the 1st Congress of the Ho Chi Minh City Party Committee for the 2025 - 2030 term identified 7 key contents on Ho Chi Minh City's infrastructure. And Can Gio is named in most of the contents with many projects: Can Gio bridge; coastal road, sea-crossing road; high-speed railway connecting the center of Ho Chi Minh City - Can Gio; Cai Mep Ha seaport system, Cai Mep Ha downstream, Can Gio international transit port associated with the logistics system; green transportation...

Can Gio holds a special position but for many years has not developed to its full potential. The turning point only really came when Ho Chi Minh City implemented the Can Gio sea encroachment urban area project with Vingroup as the investor.

The emergence of this coastal metropolis has brought about a new wave of investment, paving the way for a series of large-scale infrastructure and tourism mega-projects.

This is an inevitable development trend, forming an ecosystem of satellite projects around a gateway, a new development center of the region and the world.

Reality shows that Can Gio in particular and Ho Chi Minh City in general can attract large projects like today thanks to the consistent orientation from the resolutions of the Party and the State.

In particular, Resolution 31 of the Politburo clearly defined the direction and tasks for the development of Ho Chi Minh City; Resolution 24 oriented socio-economic development, ensuring national defense and security in the Southeast region.

Then, Resolution 98 of the National Assembly gave Ho Chi Minh City a number of special mechanisms and policies for development. It is thanks to the application of these mechanisms that Vingroup's large-scale sea reclamation project was implemented at a rare speed.

Along with that, recently, four important resolutions of the Politburo, including 57, 59, 66 and 68 - considered as the "four pillars" - have created a unified whole in strategic thinking and action for the country's development in the new era.

From this foundation, a series of large projects across the country in general and in Ho Chi Minh City in particular have strongly attracted social resources, in which the private sector has increasingly asserted its role in infrastructure creation. In particular, the most obvious is in the Can Gio area with unprecedented super projects, promising to become a new symbol of Ho Chi Minh City.

Can Gio infrastructure is a vivid demonstration of the effectiveness of institutional innovation. This is an important premise to contribute to building strategic orientations in the documents of the 14th National Congress of the Party - where dynamic development models such as Ho Chi Minh City are becoming vivid practices to continue perfecting theoretical thinking on national development in the new period.

In Can Gio, many projects have been initiated and are moving forward. And after the congress, breakthrough infrastructure projects are being implemented even more strongly here.

Can Gio is now not only an infrastructure center but also a convergence point for institutional experimentation, realizing resolutions and policies of the Party and State.

The success of these projects will be the result of institutional experimentation, evaluated (both effectiveness and lessons) to summarize and contribute to the improvement of theory, vision, mechanism and development policy for Ho Chi Minh City and the whole country in general in the next period.

In the near future, the results of the 5-year implementation of the resolution in the Can Gio area will contribute to Ho Chi Minh City in reshaping the resolution, orientation, and goals for the new term. This will be a valuable practice for Ho Chi Minh City and the whole country.
