Expectations for 'high intensity' National Assembly session

During the 40 working days of the 10th session, the final session of the 15th National Assembly, the National Assembly will consider and pass 53 draft laws and resolutions - the largest number in history.

The National Assembly, the Government , drafting and reviewing agencies and delegates are working at high intensity and businesses and people expect the draft laws to be of "good quality".

This is not simply a number for comparison but a vivid demonstration of the spirit of the law that must go one step ahead, like a "highway" opening the way for innovation, for the development flows to be cleared, towards the highest goal of being for the life and benefit of the people.

The working atmosphere at the parliament was bustling. Delegates took the time to read documents. Secretariats and support units worked almost 24/7.

The support department works around the clock to ensure progress and quality of preparation.

This is truly a "race against time" National Assembly session, not to get it done but to do it right, to do it accurately, and to complete it.

Amending the law, as many delegates shared, is not difficult. The difficulty is how to make the law, when promulgated, create a clear legal corridor, without contradictions or creating obstacles.

A good law not only needs to be technically correct but also needs to be imbued with reality, reflecting the urgent needs of life, from the people's aspirations to the need for effective operation of local governments, and the smoothness of production and business activities of enterprises.

The spirit is that the National Assembly makes laws to open the door for the country to develop. Because these laws will operate after "rearranging the country", and will be the legal corridor for the acceleration process in the next 20 years.

The draft laws this time are not only large in number but also cover strategic issues: land, investment, planning, environment, energy, financial markets, bonds, real estate..., the "blood vessels" that are having many blood clots.

That spirit reflects the request of General Secretary To Lam to take removing institutional bottlenecks as the top breakthrough task.

It can be said that the 15th National Assembly is choosing to do a lot and do it to the end. In this high intensity of work, the most important thing is still the quality of the laws enacted.

A thoroughly revised and supplemented law can open up new legal corridors, free up constrained resources, and create growth momentum for many years to come.
