On the morning of October 22, Mr. Nguyen Tan, Director of the Department of Education and Training of Hue City, said that the department had just issued a document informing students to stay home from school from this afternoon and October 25 to avoid the storm.
In addition to letting students stay home from school, Mr. Tan also said that he would move the location of the live broadcast of the final round of the Road to Olympia program on the morning of October 26 due to the impact of storms and rain.
Accordingly, the program will be held at the Perfume River Theater (No. 1 Le Loi, Thuan Hoa Ward, Hue City) instead of the previous outdoor location of Nghinh Luong Dinh in front of Hue Citadel.
"Although everything was ready for the live broadcast, due to complicated storms, we were forced to change the location.
This is unfortunate but very necessary at this time," Mr. Tan said.
Also on the morning of October 22, many people in Hue city hurriedly brought their cars to high areas to avoid flooding. The area of the Central Administrative Area Park (Vy Da ward), Phu Cam church, Aeon Mall shopping center... were chosen by people in Hue as places to park their cars to "take refuge" before the forecast of heavy rain and serious flooding due to the storm.
Mr. Nguyen Van Thanh (residing in Vy Da ward, Hue city) said that the Xuan Phu area where he lives has quite low terrain and is prone to long-term flooding due to heavy rain.
The recent floods in the northern provinces were so complicated that Mr. Thanh proactively moved his car to the Central Administrative Park (Vy Da ward) to avoid floods and protect his property.
"For many days, authorities in Hue announced that there would be very heavy rain in the area after the storm, so I proactively took my car to avoid the flood in advance, to avoid being surprised and passive when the water rose," said Mr. Thanh.
Where in Hue is forecast to have strong winds, flooding, landslides due to the storm?
According to the Hue City Hydrometeorological Station, there are 15 communes and wards at risk of strong storms sweeping through, including: Phong Dinh, Phong Phu, Dan Dien, Phong Quang, Quang Dien, Thuan An, Hoa Chau, Duong No, My Thuong, Phu Ho, Phu Vang, Phu Vinh, Vinh Loc, Phu Loc, Chan May-Lang Co.
14 communes and wards are at high risk of flash floods and landslides, including: A Luoi 1 to A Luoi 5, Phong Dien, Long Quang, Khe Tre, Nam Dong, Chan May-Lang Co, Binh Dien, Huong Thuy, Loc An, Phu Loc are communes/wards at high risk.
Nearly 30 communes and wards are at risk of serious flooding, including: Phong Dinh, Phong Phu, Phong Quang, Phong Thai, Dan Dien, Quang Dien, Hoa Chau, Duong No, Thuan An, Huong Tra, Huong An, Kim Tra, My Thuong, Phu Ho, Kim Long, Thuan Hoa, Phu Xuan, Thuy Xuan, Huong Thuy, Vy Da, An Cuu, Thanh Thuy, Phu Vinh, Phu Vang, Vinh Loc, Phu Bai, Loc An, Hung Loc, National Highway 1 through the communes of Phu Loc, Loc An, Hung Loc has many deep flooded spots and stretches for several hundred meters (due to rain pouring from Bach Ma range flowing over the road) and flooded urban areas and industrial parks due to heavy rain.
