The Prime Minister requested to strengthen the protection of state secrets in the new situation.

(GLO)- On October 21, Prime Minister Pham Minh Chinh signed and issued Directive No. 32/CT-TTg requesting ministries, branches and localities to strengthen the protection of state secrets in the new situation.

The Prime Minister requests that Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities conduct self-reviews and assessments of all contents and tasks related to the protection of state secrets.

This process clarifies which areas are weak or still need improvement and correction; which areas are lacking or inappropriate and need to be supplemented, amended, and implemented immediately to enhance the effectiveness of state secret protection.

Furthermore, it is necessary to enhance the role and responsibility of leaders, linking the protection of state secrets with the protection of internal political security ; raising awareness and assigning responsibility for protecting state secrets to organizations and individuals who draft, copy, photograph, store, transport, provide, and transfer state secrets, and who regularly interact with foreign organizations and individuals.

Continue to innovate the forms and methods of disseminating and publicizing laws on protecting state secrets, focusing on key areas and avoiding a scattered and superficial approach.

Regularly review and promptly advise and propose to the Prime Minister amendments and additions to the list of state secrets; proactively review and determine the protection period and extension of protection for state secrets. Strengthen self-inspection and strictly handle violations in conjunction with the unit's annual emulation and reward activities.

The head of government requested that the safety of electronic equipment, devices, system software, and application software be inspected and tested before and during use in critical and confidential departments and locations, and places where state secrets are stored.

Strictly comply with legal regulations on the protection of state secrets during the process of reorganizing and streamlining the organizational structure; prevent the leakage or loss of state secrets when carrying out activities such as relocating offices, moving documents and materials containing state secrets out of storage, declassifying, or destroying documents and materials containing state secrets; ensure that the digitization of state secret documents complies with legal regulations on the protection of state secrets and other relevant laws.

The Prime Minister also requested the strengthening and consolidation of the Steering Committee for State Secret Protection in provinces and centrally-administered cities to advise the Provincial/City Party Committees, People's Councils, and People's Committees on the implementation of state secret protection work in their localities.

The Steering Committee consists of: the Head of the Steering Committee, who is the Chairman of the Provincial/City People's Committee and also the Deputy Secretary of the Provincial/City Party Committee; and three Deputy Heads of the Steering Committee, who are leaders from the Provincial/City Party Committee Office, the Provincial/City People's Committee Office, and the Provincial/City Police Department.

The Steering Committee members include: representatives from the Departments of Internal Affairs, Finance, Justice, Science and Technology; the Provincial/City Military Command; representatives from the Administrative and Archival Department of the Provincial/City Party Committee Office; representatives from the Internal Affairs Department of the Provincial/City People's Committee Office; and representatives from the Internal Political Security Department of the Provincial/City Police Department. The Standing Committee of the Steering Committee is the Provincial/City People's Committee Office or the Provincial/City Police Department.

Allocate resources to invest in new equipment, tools, means, and technological solutions; build and upgrade information technology infrastructure; and deploy cryptographic products and key security solutions to protect state secrets.

Training and supplementing a high-quality workforce in information technology, information security, and cryptography is essential to ensure the capacity to respond to cybersecurity incidents and prevent the risk of leakage or loss of state secrets in cyberspace, especially during the national digital transformation process.

At the same time, specific policies should be developed to attract, train, and reward personnel working in cryptography and state secret protection, in order to ensure the professionalism and long-term stability of this force.

The Prime Minister requested the Minister of Public Security to direct the police forces of the relevant agencies and units to take the lead in coordinating with related agencies and units to develop the Law on Protection of State Secrets (amended) for submission to the National Assembly for comments and approval at the 10th Session of the 15th National Assembly, as well as detailed regulations and guidelines for the implementation of the Law on Protection of State Secrets (amended), ensuring that it is comprehensive and consistent with the new organizational structure after restructuring and streamlining according to the two-tier local government model, and in line with the national policy on science and technology development and digital transformation.

Strengthening state management of state secret protection, focusing on disseminating information and addressing difficulties and obstacles encountered in the practical implementation of legal regulations on state secret protection.

Strengthen inspection and supervision work, improve the effectiveness of prevention work, promptly detect and prevent the leakage or loss of state secrets from an early stage and from afar, and strictly investigate and handle violations of state secret protection.

The Ministry of Public Security, in coordination with relevant agencies and units, shall conduct security inspections and checks of electronic equipment, systems, and applications before and during use in key and confidential departments and locations, and places storing state secrets and internal secrets of state agencies and enterprises; excluding military information systems, information systems under the Government Cipher Committee, and information systems directly managed and operated by cipher organizations that use cryptographic solutions and products of the Vietnamese Cipher Industry to serve professional and operational cipher activities.

The Prime Minister requested the Minister of National Defense to direct units to strengthen state management of the protection of state secrets within their scope of management, focusing on organizing propaganda, dissemination, and inspection of compliance with laws on the protection of state secrets throughout the armed forces.

Closely coordinate with the Ministry of Public Security and relevant ministries, sectors, and localities to promptly advise on amending and supplementing legal regulations on the protection of state secrets to suit practical realities.

Enhance the effectiveness of prevention and investigation, and strictly handle violations of state secret protection within the Ministry of National Defense; promptly detect, prevent, and neutralize activities that reveal or compromise state secrets; preside over the inspection and security verification of electronic equipment, system software, and application software related to military information systems, cryptographic information systems, and cryptographic products provided by the Government Cipher Committee to protect state secrets before they are put into use.

The Minister of Science and Technology directed subordinate units to coordinate with agencies and organizations to accelerate the construction and comprehensive improvement of advanced and modern infrastructure and facilities, especially scientific, technical, and information technology infrastructure.

Strengthening innovation in research, production, supply, and application of scientific and technological products in the digitization of state secret documents. Researching, developing, and promulgating technical regulations and standards on security infrastructure to meet the requirements of digital transformation in the current situation.

The Minister of Home Affairs directed relevant agencies to take the lead in coordinating with related agencies to research and integrate lecture content on the protection of state secrets into training programs for civil servants, public employees, and those involved in document management and archiving; and to develop criteria for evaluating, classifying, and ranking agencies, organizations, and individuals with achievements or violations in the protection of state secrets.

Regarding the construction and development of the national cryptographic information system, the Government Cipher Committee advises the Government on the construction and development of the national cryptographic information system. It assists the Minister of National Defense in the state management of research, production, supply, and use of cryptographic products to protect state secrets.

Proactively and independently research and develop specialized high-tech cryptographic equipment; organize the production and supply of cryptographic products to protect state secrets, especially cryptographic products serving the direction and management of Party and State leaders, the armed forces, and key agencies, capable of integration into information and communication technology systems, meeting the requirements of national digital transformation and current practical needs.

At the same time, conduct security and safety checks, inspections, and monitoring of cryptographic products before they are put into production, supplied, deployed, and during use to protect state secrets.

Conduct a comprehensive study and assessment of the necessity of amending the Law on Cryptography to ensure both the protection of state secrets and the promotion of technological development, meeting the requirements and tasks of the new revolutionary period...
