Delegates propose comprehensive solutions to traffic jams, pollution and flooding

Delegates attending the 1st Ho Chi Minh City Party Congress, term 2025-2030, contributed many enthusiastic opinions on the contents of the congress, especially the draft Political Report and key action programs of the city.

On the morning of October 15, at the closing session of the congress, comrade Truong Thanh Nga, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, presented a report summarizing discussion opinions on the Documents submitted to the Ho Chi Minh City Party Congress for the 2025-2030 term and the draft documents submitted to the 14th National Party Congress.

Removing bottlenecks and developing synchronous infrastructure

Many delegates said that the city needs to continue to pay attention to removing difficulties and obstacles in site clearance and construction materials to speed up the progress of infrastructure investment and construction, creating synchronous connections between the three areas in the area through the system of belt roads, highways, freight-urban railways and ports along the two corridors of the Saigon River and Dong Nai River. In particular, it is necessary to soon implement the Project to develop the Saigon River corridor axis - considered the driving force for urban space and green economy development of the city in the coming period.

Delegates also proposed to urgently develop the general planning project of Ho Chi Minh City, along with zoning and detailed planning to implement socio-economic development projects of each locality; at the same time, have comprehensive solutions in land management, urban development, and solve the increasingly serious traffic congestion, environmental pollution and flooding.

Some opinions suggest that the city concentrate resources to form "3 regions - 1 special zone - 3 corridors - 5 pillars" of development.

Of which, 3 regions include: Binh Duong region is the capital of high-tech industrial development; Ba Ria - Vung Tau region develops marine economy, tourism, clean energy, logistics; Ho Chi Minh City central region develops high technology, services, international finance, and is the core urban area.

3 corridors include: North - South corridor along Saigon River towards the sea; East corridor connecting Ba Ria - Vung Tau - Can Gio; East - West corridor connecting Dong Nai - Tay Ninh via National Highway 1A and Trans-Asia Highway.

The five pillars include: high-tech industry; logistics associated with seaports and airports; international financial center; tourism and cultural industry; education, healthcare, science and technology.

Many delegates also proposed strengthening social security policies, including solutions to increase birth rates, develop social housing, housing for workers and low-income laborers; care for people's health, and sustainably reduce poverty.

At the same time, it is necessary to strengthen food safety management, prevent counterfeit and poor quality goods; and study and supplement monthly subsidy policies for the elderly aged 65 and over.

Regarding breakthrough programs, many opinions believe that there should be revolutionary solutions in streamlining and socializing administrative work, such as: Establishing autonomous public service units to perform a number of tasks such as measuring land records, issuing land use right certificates, compensation for site clearance, etc. Building more specific mechanisms and policies in site clearance, resettlement arrangements, especially on-site resettlement to help people stabilize their livelihoods.

Add more strategic development directions

Regarding the Draft Resolution of the Congress, delegates proposed adding orientations for tourism development combined with health care; studying two more railway routes: Suoi Tien - Binh Duong and Hiep Binh Phuoc - National Highway 13; and proposing to convert Binh Duong Administrative Center into a Science and Technology Center.

Some opinions also proposed additional solutions to build strong military forces in wards, communes, and special zones.

Among the 10 main tasks and solutions, delegates emphasized the need to effectively implement private economic development according to Resolution 68 of the Politburo; supplement the orientation for developing economic corridors along the railway line, developing the national tourist areas of Can Gio, Long Hai - Binh Chau; and at the same time, have solutions to handle 838 backlogged works and projects in the area.

Many opinions suggested establishing a Strategic Forecasting Team to identify risks and opportunities in various fields; at the same time, building a High-Tech Agricultural Research Center to improve product quality and develop sustainable agriculture.

Along with that, it is necessary to build a common database on land, traffic, and social security to ensure unity and synchronization; soon have fundamental solutions to overcome flooding and traffic jams; create conditions for workers and laborers to access loans and social housing to stay long-term in the city.

In addition, it is necessary to supplement the project to eliminate temporary houses along canals and ditches (target number 20), especially in the Xuyen Tam Canal area and the North bank of the Doi Canal; along with power industry projects according to the adjusted Power Plan VIII to prioritize investment in the next term.

Delegates also proposed to add to the list of key investment projects, including: upgrading and expanding National Highway 13 and My Phuoc - Tan Van; upgrading National Highway 51 (section bordering Dong Nai to Hoa Binh roundabout, Ba Ria - Vung Tau); adding project 992C connecting National Highway 51 with Ring Road 4 - expressway; adding Ho Lang Ecological Zone (Tan Dong Hiep ward) to the list of projects of investment interest; considering establishing the Ho Chi Minh City Science and Technology Center on the basis of the existing Binh Duong Provincial Administrative Center...
