On behalf of the Party and State leaders, National Assembly Chairman Vuong Dinh Hue cordially sent his best wishes and best regards to the leaders of the Air Defense - Air Force through the ages, the revolutionary veterans, the Heroes of the People's Armed Forces, and all the generals, officers, soldiers, wounded and sick soldiers, and relatives of martyrs of the Air Defense - Air Force.
The National Assembly Chairman emphasized that the process of building, fighting and developing the Air Defense - Air Force Service is always closely linked to the history of the struggle of the nation and the Army, under the leadership of the Communist Party of Vietnam and beloved President Ho Chi Minh.
Born in a special historical period, the forces of the Air Defense - Air Force have always recognized the honor, pride and heavy, but extremely glorious responsibility. Over the past 60 years, generations of officers and soldiers of the Air Defense - Air Force have achieved many glorious feats and outstanding achievements.
During the two resistance wars against French colonialism and American imperialism, the Air Defense - Air Force always affirmed its role as the core force on the air front, in the people's war to protect the Fatherland.
During the resistance war against the French colonialists, the 367th Anti-Aircraft Artillery Regiment participated in the Dien Bien Phu campaign, using anti-aircraft fire to surround the airspace, cut off the air bridge - the enemy's only transportation and supply route in Dien Bien Phu, shot down dozens of planes, isolated the enemy, creating favorable conditions for infantry divisions to surround, approach, and completely destroy the Dien Bien Phu stronghold, creating the resounding Dien Bien Phu Victory that shook the world.
In the fight against the US imperialists' war of destruction by air and naval forces against the North of our country, the peak of which was the 12-day and night air defense campaign at the end of 1972, the Air Defense - Air Force, together with our army and people, defeated the unprecedented large-scale air raid by the US imperialists, creating the victory of "Hanoi - Dien Bien Phu in the air", forcing the US government to sign the Paris Agreement, making an important contribution to bringing our people's resistance war against the US to save the country from one victory to another, towards liberating the South and unifying the country.
"Our Party, State and people always remember the contributions of generations of cadres, party members and soldiers and show gratitude to the heroic martyrs who did not mind hardships and sacrifices to regain independence for the nation so that our country can have the foundation, potential, position and international prestige it has today," the National Assembly Chairman affirmed.
In the cause of building and defending the Fatherland today, especially in recent years, the Air Defense - Air Force Service has focused on leading and directing the building of a comprehensively strong Service in the direction of "revolutionary, disciplined, elite, modern", mastering weapons and equipment, improving training quality, qualifications and combat readiness to firmly protect the Fatherland's sky; actively participating and making many important contributions to search and rescue work, helping people overcome the consequences of natural disasters, epidemics, hunger eradication, poverty reduction... contributing to shining the beautiful image of "Uncle Ho's soldiers" in the hearts of people nationwide.
With the glorious feats and outstanding achievements over the past 60 years, the Corps and its affiliated units were extremely honored to receive 17 visits and encouragement from Uncle Ho. The Corps and hundreds of collectives and individuals were awarded and posthumously awarded the title of Hero of the People's Armed Forces, Hero of the Renovation Period, and many other noble awards by the Party and State.

At the ceremony, the National Assembly Chairman analyzed the current domestic and international situation; in which the world and regional situation has been evolving rapidly, complicatedly and unpredictably. In that context, it is required that military guidelines and national defense strategies continue to be innovated and improved to meet the requirements of the task of building and protecting the Fatherland in the new situation; strengthen national defense and security, proactively respond to and promptly handle situations, effectively prevent plots and sabotage activities of hostile forces; firmly adhere to the goal of national independence and socialism; resolutely, persistently and proactively create opportunities, firmly protect the independence, sovereignty, unity and territorial integrity, airspace, sea, border and sacred islands of the Fatherland; maintain a peaceful and stable environment and favorable conditions for national construction and development.
The National Assembly Chairman requested the Air Defense - Air Force Service to firmly maintain and strengthen the absolute and direct leadership in all aspects of the Party, the centralized and unified management and administration of the State for the cause of national construction and defense; rely on the people, "the people are the root", arouse and promote the will of self-reliance, self-strengthening, cultural traditions, patriotism, the strength of the great national unity bloc, build a "people's heart position", take "people's peace" as the decisive factor for all victories in the cause of national construction and defense. In addition, continue to thoroughly grasp and well implement the Resolution of the 13th National Party Congress, the resolutions and directives of the Party Central Committee, and the Central Military Commission on the task of ensuring national defense and security, building a lean, compact, strong, modernized Service, improving overall quality, meeting the requirements and tasks of protecting the Fatherland in the new situation. Thoroughly grasp and promptly and effectively implement new resolutions of the 8th Central Conference, 13th tenure, especially the Resolution on "Strategy for protecting the Fatherland in the new situation" after being issued by the Central Executive Committee.
The National Assembly Chairman emphasized the importance of constantly innovating and improving the quality of training, combat readiness, and mastering modern weapons and equipment. Pay attention to building a team of cadres at all levels with practical capacity and high professional qualifications, effectively absorbing and applying science and technology in training and combat; improving the capacity to repair, produce and apply new technological achievements, improve the reliability of weapons, equipment, and equipment, gradually improve and innovate equipment, produce spare parts and replacement components; exploit and use existing weapons and equipment; research and propose to supplement modern technical weapons and equipment, meeting mission requirements and suitable to the practical situation of the country.
Along with that, we must regularly study and grasp the situation, the enemy's plots and tricks, especially the enemy's air defense combat targets in air attacks with high-tech weapons, thereby proposing accurate and timely combat plans and determination, constantly perfecting the air defense posture associated with the defense posture in each area. Thoroughly grasp and well implement the policy of protecting the Fatherland early and from afar, absolutely not being passive or surprised in any situation. At the same time, we must play a good advisory role for the Party, the State, the Central Military Commission and the Ministry of National Defense to build the people's air defense forces and the entire army's air force, creating a strong and comprehensive posture, increasingly developing widely, ready to fight to firmly protect the Fatherland's sky.
"Continue to study and summarize theory and practice, draw valuable lessons from the practical experience of our people's wars of liberation and wars to defend the Fatherland as well as recent wars in the world, especially in major air defense campaigns, to apply in new conditions and situations. Step by step study and summarize military theory and the military art of modern air defense operations; consider education, training and combat training as a key and regular task of all levels; training must be close to mission requirements and close to current combat realities," the National Assembly Chairman emphasized.
The Air Defense - Air Force Service continues to focus on caring for and building party organizations and a truly clean and strong political system in the Service, building a contingent of cadres and party members equal to their tasks, and maintaining the absolute and direct leadership of the Party in all aspects in all situations.
Focus on improving the comprehensive leadership capacity and fighting strength of the Party Committee of the Military Service, building a strong Party Committee in terms of politics, ideology, organization, ethics and cadres. Promote the movement to study and follow Ho Chi Minh's ideology, ethics and lifestyle; promote the role and responsibility of leading and key cadres in setting an example in implementing tasks.
The National Assembly Chairman requested the Air Defense - Air Force Service to thoroughly grasp and strictly implement the Party's foreign policy and viewpoints, on that basis, research and promote defense diplomacy, actively contribute to ensuring weapons, equipment and training high-quality human resources, close to the practical situation and the current task of protecting the Fatherland; consider it an important foundation in building a regular, modern Service and making defense diplomacy truly an important factor in firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland, maintaining a peaceful and stable environment, creating a favorable international environment for national construction and development.
The National Assembly Chairman expressed his belief that, under the leadership of the Party, the management of the State, directly by the Central Military Commission and the Ministry of National Defense, all cadres, generals, officers and soldiers of the Air Defense - Air Force will continue to strive, overcome all difficulties and challenges, continue to promote the achievements, successfully complete the cause of building and protecting the sky of the Fatherland; strive to build the Air Defense - Air Force "revolutionary, disciplined, elite, modern" by 2030; worthy of the tradition of the heroic Service, and the trust and love of the Party, State and people.
