On the afternoon of May 4, at the National Assembly House, National Assembly Chairman Tran Thanh Man chaired a conference between the Standing Committee of the National Assembly Party Committee and the Heads of Party Groups, Heads of Delegations, and Deputy Heads of Delegations in charge of National Assembly delegations of provinces and centrally run cities to disseminate and unify a number of key contents to be presented to the National Assembly at the 9th Session of the 15th National Assembly.
Speaking at the Conference, the National Assembly Chairman stated: This is a session of special importance, aiming to promptly institutionalize the policies and conclusions of the Party Central Committee, the Politburo , the Secretariat, especially the contents just passed at the recent 11th Central Conference. In particular, the focus is on amending and supplementing the Constitution and laws to serve the streamlining of the apparatus, the arrangement of administrative units, and the organization of 2-level local governments; thoroughly removing barriers, difficulties, and institutional obstacles to create a legal corridor, create a foundation for development, clear bottlenecks, resources, promote decentralization, and decentralization associated with streamlining the apparatus, creating new development space for localities nationwide.
In the past time, the National Assembly Party Committee in coordination with the Government Party Committee has directed the urgent implementation of many important tasks to prepare for the 9th Session.
The 9th session opened on the morning of May 5, 2025 and is expected to close on June 30, 2025; organized in 2 phases. To ensure the success of the session and achieve the set goals, the Standing Committee of the National Assembly Party Committee requests the Head of the Party Group, Head of the Delegation, and Deputy Head of the National Assembly Delegation to thoroughly grasp; closely follow the orientations, policies, leadership, direction, and conclusions of the Politburo, the Central Executive Committee, especially the 11th Central Conference to review and comment on each draft law and resolution. In particular, strictly implement Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovating the work of law making and enforcement to meet the requirements of national development in the new era.
Regarding the work of constitution-making and legislation, the content of the amendment to the Constitution this time is about 8/120 articles. Emphasizing the time for amending and supplementing a number of articles of the Constitution must be completed before June 30, 2025 to take effect from July 1, 2025; about 1 month will be spent to collect public opinions on the amendments, the National Assembly Chairman noted that the stages must be carried out very urgently but also very carefully and thoroughly.
Regarding the organization of the political system, the arrangement of administrative units and the organization of the two-level local government apparatus, the National Assembly Chairman requested that National Assembly deputies carefully study and contribute constructive opinions to ensure the highest quality.
The National Assembly Chairman emphasized that the work of streamlining the political system and reorganizing administrative units is of special importance and historical significance for the country's development. Recently, this policy of the Party has received the attention, support and consensus of most people.
At the 11th Central Conference, General Secretary To Lam affirmed that the country's new growth model must take science, technology, innovation, and national digital transformation as the main driving force. The National Assembly Chairman requested that National Assembly deputies study and discuss practical, effective, feasible policies that are close to the actual needs of society so that they can be implemented immediately.
Regarding draft laws for initial comments, the National Assembly Chairman said that it is necessary to pay attention to thoroughly discussing the political basis, legal basis, practical basis, principles, goals, major viewpoints, important policies; the rationality and feasibility of the regulations to serve as a basis for agencies to continue to complete and submit to the National Assembly for consideration and approval at the next session.
Regarding socio-economic issues, the state budget and other important issues, the National Assembly Chairman requested that National Assembly deputies study in depth the Government's reports, objectively and comprehensively assess the situation; point out shortcomings and limitations, and at the same time, propose practical, effective and highly feasible solutions; pay attention to allocating resources for science and technology development, innovation, digital transformation and solutions to achieve the set economic growth target of 8% or more.
Emphasizing that the 9th Session is a historic session that decides on historical issues of the country, the National Assembly Chairman requested that each National Assembly delegate must truly innovate their thinking and working methods; spend time actively studying documents and closely following the issues. Each contribution must come from passion, intelligence and the highest responsibility towards voters and the country.
