Attending the meeting were Permanent Vice Chairman of the National Assembly Tran Thanh Man and Vice Chairmen of the National Assembly Nguyen Khac Dinh, Nguyen Duc Hai, Senior Lieutenant General Tran Quang Phuong; Chairman of the Economic Committee Vu Hong Thanh, Chairman of the Law Committee Hoang Thanh Tung, Chairman of the Finance and Budget Committee Le Quang Manh. On the Government side, there were Deputy Prime Minister Tran Hong Ha, Minister of Natural Resources and Environment Dang Quoc Khanh.

Previously, at the 6th session of the 15th National Assembly, with 453/459 delegates present in agreement, the National Assembly unanimously agreed to adjust the time for passing the revised Land Law from the 6th session to the nearest session. The National Assembly's adjustment of the time for passing the revised Land Law from the 6th session to the nearest session helps agencies continue to research, absorb, revise, thoroughly review and perfect, ensuring the best quality before submitting it to the National Assembly for approval.

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue emphasized the importance of the Land Law in the legal system, in economic and social life as well as in the development of the country. Due to the importance and complexity of this Law project, the National Assembly and the Government have recently deployed a huge amount of work to develop and complete the Law project, organizing to collect public opinions with over 12 million comments on the draft Law.

The National Assembly has commented on the draft Law at three sessions. At the 6th session, the National Assembly continued to carefully consider many aspects and decided to review and pass the draft Law at the nearest session to have more time to study, absorb, and clarify issues with many different opinions, ensuring the quality and feasibility of the Law after it is promulgated.

The draft Land Law (amended) submitted to the National Assembly for comments at the 6th session still has 27 contents, groups of contents with different opinions or many different options. However, according to the report of the Standing Committee of the Economic Committee, so far there are only 3 contents with different opinions, 3 contents requesting the Government to report for further clarification, have official opinions and design specific options.

Reiterating the principles that have been determined since the drafting of the Land Law (amended), the National Assembly Chairman especially emphasized 4 fundamental principles that need to continue to be thoroughly understood and unified in the process of absorbing and revising the remaining contents with different opinions of the draft Law:

First, we must comply with the Constitution, this is the supreme principle.

Second, thoroughly grasp and fully institutionalize the Party's policies on land, especially Resolution No. 18-NQ/TW dated June 16, 2022 on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country.

Third, ensure the consistency of the legal system, especially the related laws recently passed by the National Assembly at the 6th session, such as the Law on Real Estate Business (amended), the Law on Housing (amended)...

Fourth, properly implement the Central Committee's viewpoint in Resolution No. 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period. Specifically, the viewpoint is "issues that require practicality, are clear, have been proven correct by practice, and have high consensus, then resolutely implement; issues that are unclear, with many different opinions, then continue to study, summarize practice, and pilot when the competent authority allows; policies that have been implemented but are not suitable, then study, adjust, and amend promptly".

Highly agreeing with the four viewpoints emphasized by the National Assembly Chairman, at the meeting, leaders of the National Assembly, the Government and relevant agencies focused on discussing the contents of the draft Law with different opinions.

National Assembly Chairman Vuong Dinh Hue requested the Standing Committee of the Economic Committee, the Ministry of Natural Resources and Environment and the Standing Committee of the Law Committee to continue to coordinate closely and thoroughly review the draft Law; the Standing Committee of the Ethnic Council and relevant committees to continue to review the contents in their respective fields in accordance with their assigned tasks...

Agencies are highly focused on completing the draft Law to ensure quality and the requirements and goals set for amending the Land Law.
