Chairman of Binh Dinh Provincial People's Committee directs to strengthen management of mineral mines

Accordingly, the Chairman of the Provincial People's Committee requested Project Management Board 2 and Project Management Board 85 to monitor and supervise the exploitation of material mines by construction contractors in accordance with the scope, coordinates, area, volume, and purpose of serving the component projects of the Quy Nhon - Chi Thanh section of the North - South Expressway Construction Project in the Eastern phase 2021-2025, the section through Binh Dinh province managed by the Management Board; during the exploitation process, it is necessary to fully comply with the procedures, regulations, environmental protection and safety according to the provisions of law. After the end of exploitation, the contractor is required to renovate and restore the environment; accept the exploited volume and send it to the Department of Natural Resources and Environment for monitoring.

The Chairman of the Provincial People's Committee assigned the Provincial Project Management Boards (investors) to implement mandatory systems to control the volume of mining, install cameras (with counting function), card swiping devices for vehicles entering and exiting the mining area and vehicles transporting minerals and construction materials for construction works; strictly implement measures to count and monitor the number of vehicles transporting and the volume of mining of construction materials for construction works, ensure the use of minerals as construction materials in accordance with the purpose of serving the construction of works and projects approved by the Provincial People's Committee; be responsible before the Chairman of the Provincial People's Committee if the mining volume is used for the wrong purpose, causing loss of resources.

The People's Committees of districts, towns and cities coordinate with the Project Management Boards (investors) to request construction units to seriously implement the deposit for road maintenance and infrastructure repair during the mineral transportation process according to regulations, ensuring appropriate density and frequency of transportation, and correct load so as not to affect people's lives and local traffic infrastructure.

The provincial police directed the police of districts, towns and cities to closely coordinate with local authorities and relevant agencies to promptly detect and handle violations of mineral exploitation and environmental protection in mining areas; investigate and strictly handle organizations and individuals illegally exploiting, transporting and consuming minerals.

At the same time, strengthen patrols on roads under management, strictly handle vehicles transporting soil and sand for construction materials that violate traffic load regulations, vehicles that drop construction materials, vehicles with extended cargo beds, vehicles carrying wet sand that let water flow onto the road surface, causing damage to traffic infrastructure, potential traffic safety risks, and environmental sanitation impacts.

The Provincial Tax Department regularly coordinates with the Department of Natural Resources and Environment and the People's Committees of districts, towns and cities in checking and comparing the declared data, tax and fee payments with the licensed output and the actual mining output of investors and contractors (mining units) to ensure correct and sufficient collection according to regulations; at the same time, strengthen the inspection, examination and close supervision of mineral revenues; coordinate with relevant agencies to strictly handle according to the law cases of mining output exceeding the license, consuming resources and minerals in violation of regulations.
