In his opening speech, Chairman of the Provincial People's Committee Ho Van Muoi emphasized: This is a difficult period, the goal is to accelerate the construction progress to disburse all public investment capital allocated to the province. With the nature of the work of the project management boards, there is no day off, although the legality is affected due to the change of the name of the operating area and the lack of a seal... so there are many difficulties...

Reporting on the work of arranging and consolidating project management boards, Mr. Nguyen Thanh Chuong, Director of the Traffic Works Management Board of Lam Dong province, said: Before the merger, the three provinces of Lam Dong, Binh Thuan , and Dak Nong had 13 provincial-level Project Management Boards and 28 district-level Project Management Boards. All three old provinces had a Land Fund Development Center under the Department of Agriculture and Environment. The project management boards unanimously proposed a plan to rearrange and consolidate their operations.

Accordingly, 5 Project Management Boards were established under the Lam Dong Provincial People's Committee, including 3 regional Project Management Boards, including: Project Management Board No. 1, established on the basis of receiving the status quo of the Lam Dong Provincial Construction Investment Project Management Board (before the arrangement); performing functions, tasks and powers over construction investment projects using the Central budget and Provincial budget in the Lam Dong province area (before the arrangement). For projects being implemented, Project Management Board No. 1 will continue to implement.

Project Management Board No. 2, established on the basis of receiving the status quo of the Civil and Industrial Construction Investment Project Management Board of Binh Thuan province (before the arrangement); performing functions, tasks and powers over construction investment projects using central budget and provincial budget capital in Binh Thuan province (before the arrangement).

Project Management Board No. 3, established on the basis of receiving the status quo of the Dak Nong Provincial Construction Investment Project Management Board (before the reorganization); performing functions, tasks, and powers over construction investment projects using central budget and provincial budget in Dak Nong province (before the reorganization). For projects being implemented, Project Management Board No. 1 will continue to implement.

Establish 2 specialized Management Boards including: Lam Dong Provincial Traffic Project Management Board on the basis of receiving the original status of Binh Thuan Provincial Traffic Construction Investment Project Management Board (before the rearrangement). The Board performs functions, tasks, and powers over key traffic projects, regional traffic connection projects, and other projects assigned by the Provincial People's Committee. Lam Dong Provincial Agricultural Project Management Board was established on the basis of receiving the original status of Binh Thuan Provincial Agricultural and Rural Development Project Management Board (before the rearrangement). The Board performs functions, tasks, and powers over agricultural and rural development projects assigned by the Provincial People's Committee.

At the Conference, leaders of management boards of localities before the province merger presented concerns due to lack of understanding of the mechanism, scope, and authority of the new project management boards, provincial management boards, and regional management boards... Resolving backlogs of ongoing and implemented projects; settlement of costs, land filling, sanitation...

Addressing the concerns of leaders of project management boards, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep affirmed: Establishing 5 provincial management boards (3 regional boards, 2 specialized boards) on the basis of organizing and rearranging the current provincial management boards of 3 provinces, in order to continue to inherit and be the investors of previously assigned projects, which are being implemented unfinished, to continue to implement and complete. The boards will implement key, large-scale projects in the future; using 3 capital sources from the central, provincial and district levels (previously)...

The Vice Chairman of the Provincial People's Committee emphasized: 28 Commune Management Boards (under the Regional Management Board) implement commune-level projects, according to the allocated commune-level capital; implement inter-district projects (previously) to ensure stability. Transferring the function of site clearance to the Land Fund Development Center is for new projects. Regarding the model of the Regional Management Board, it is affirmed that this is a subordinate public service unit, but has legal status, assets, a seal and independent accounting...

Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc proposed: The specialized boards will still operate in the 3 old provinces, mainly implementing key projects of the province (highways, large agricultural and irrigation projects, etc.). The 3 regional boards will still do the work of specialized projects, including sanitation projects (when the Public Service Center has not been established in the commune)... The boards can transfer personnel to suit the functions of the boards. The headquarters of the 5 boards will be located in Da Lat for convenient management. The establishment of the Land Fund Center to implement key projects of the province (Highway Project, Bauxite Project, etc.) will not affect the Regional and Commune Management Boards...

Regarding the resolution of problems in disbursing public investment capital, the leaders of the committees all affirmed that the most difficult task at present is site clearance. There is no document determining the land price list for new communes. Projects related to bauxite are being prepared for investment efficiency consultation. Another problem related to personnel work is that many leaders of the (former) district-level committees have been transferred to communes to do other work, affecting the activities of the committees...
Concluding the meeting, Chairman of the Provincial People's Committee Ho Van Muoi acknowledged the high consensus of the participants on the arrangement and consolidation of project management boards and discussed the problems in the organizational structure of the boards, to ensure smooth operation. The Provincial Chairman requested that the meeting participants pay attention to the conclusions of the two Vice Chairmen Vo Ngoc Hiep and Nguyen Ngoc Phuc. The boards reported to the Provincial Chairman the amount of work to be completed by December 31, 2025 at the August 2025 meeting.

The Chairman of the Provincial People's Committee emphasized: Compared to before, the activities of the committees are more favorable, because they are a highly unified collective, with concentrated intelligence, more resource allocation and experience. The main difficulty revolves around the issue of site clearance, in addition to the instructions of the 2 Vice Chairmen, Provincial Chairman Ho Van Muoi requested to establish a Consulting Group, establish a Central Task Force to determine land funds and proposed to establish a Site Clearance Steering Committee with the Provincial Party Secretary as the Head of the Committee and the Standing Committee members of the Provincial Party Committee in charge of the projects...
The Chairman of the Provincial People's Committee requested that the work of mobilizing land clearance is the responsibility of the entire political system; to get involved, accompany, and share experiences with the government; to immediately establish special working groups in localities (on-site officials with experience and expertise); at the same time, to enhance solidarity and harmonious relationships with each other. The time for processing documents must be clear, the path of the documents must be determined and above all, it must be done in accordance with the law... Provincial leaders must not interfere with any unit participating in the bidding.
Chairman Ho Van Muoi affirmed: The two-level government system bears many responsibilities of the new Lam Dong province, and is expected by the whole country, so we try to work happily with the best results!
