In the period of 2022-2025, the Management Board of Dong Chau-Khe Nuoc Trong Nature Reserve (MBNR) is one of the units assigned by the Provincial People's Committee to carry out the task of reforestation. Based on the technical design documents and estimates approved by superiors, every year, the Management Board of Dong Chau-Khe Nuoc Trong Nature Reserve has coordinated, directed, and supervised contractors to implement reforestation and take care of planted forests to ensure compliance with technical requirements; conducted acceptance of each item according to the implementation progress and disbursed payments to contractors according to regulations.

In 2022, the Dong Chau-Khe Nuoc Trong National Park Management Board carried out replacement forest planting in plot 4-sub-plot 525 and plot 2-sub-plot 526 with an area of ​​40 hectares, carrying out forest planting on land planned for special-use forests. The tree species planted include seed-eating doi and green lim; planting density is 1,000 trees/ha. In 2024, the unit continued to carry out replacement forest planting in plot 2-sub-plot 524, plot 4-sub-plot 525, plot 2-sub-plot 526, in Kim Thuy commune (Le Thuy) with an area of ​​30 hectares, carrying out forest planting on land planned for special-use forests. The tree species planted include seed-eating doi and green lim; planting density is 816 trees/ha.
In 2025, the unit is urgently completing procedures to submit for appraisal and approval of replacement forest planting in plot 49-sub-plot 445, plots 56 and 58-sub-plot 451A, in Ngan Thuy commune (Le Thuy) with an area of ​​29.67 hectares. The tree species planned to be planted are mainly green lim; planting density is 1,111 trees/ha, expected to be planted on land planned for production forests.
Deputy Director of the Dong Chau-Khe Nuoc Trong Natural Reserve Management Board Tran Anh Tu said: “The implementation of replacement forestation has helped maintain and regulate water resources, ensure forest cover, and bring many practical benefits to the environment and ecosystem. In particular, in the context of unusual natural disasters like today, local people have been created jobs and improved their income through contracts for replacement forestation, care and protection with the unit. Currently, all forest trees planted for replacement in 2022 and 2024 are growing and developing normally, with a survival rate of over 85%. The site is implementing replacement forestation for the right subjects, locations and areas; the contents and technical indicators implemented on the site are consistent with the design documents”.

In the period from 2022 to April 2025, Quang Binh has a total of 161 projects (including: 1 hydropower project, 71 business projects, 79 public projects and 10 national defense and security projects) converting the purpose of using forested forest land to other purposes. The total forest area converted to other purposes is 1,618.121 hectares (including 182.625 hectares of natural forest and 1,435.496 hectares of planted forest). The total area that must be reforested is 1,983.371 hectares. Since 2022, the province has not had any projects that self-organized reforestation. From the amount of money project owners paid for reforestation to the Provincial Forest Protection and Development Fund (nearly 213 billion VND), the whole province has implemented reforestation of 613.85 hectares; assigned a plan to plant 605 hectares and is continuing to review to assign a plan to plant 764,521 hectares.
Recently, the Provincial People's Committee has issued a document requesting the Ministry of Agriculture and Environment to consider and supplement regulations on the remaining replacement forest planting fund after the replacement forest has been planted to ensure sufficient area according to regulations, such as: Allowing the province to use this remaining fund to carry out other forestry projects, including forest enrichment, forest nurturing, forest regeneration promotion...

A recent assessment from the Provincial People's Committee shows that the direction of reforestation since Circular 25/2022/TT-BNNPTNT, dated December 30, 2022 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) took effect, has been actively and promptly implemented by the province, in accordance with regulations (specifically, the area assigned to the reforestation plan reached 1,218.85ha/1,983.372ha, equal to 61.5% of the area required to be planted).

Currently, the province is continuing to review and assign plans for replacement forest planting to ensure the minimum area of ​​converted forest planting. In addition to the achieved results, the replacement forest planting in our province still faces some shortcomings and limitations, such as: The area assigned for replacement forest planting has not kept up with the progress of forest use conversion; replacement forest planting at some units assigned to investors is still slow, not ensuring the assigned plan, so some projects have to adjust the progress; the unit price for replacement forest planting is changed, adjusted according to the unit price of labor days, materials and technical and economic norms for each period..., leading to difficulties in assigning plans, allocating funds and implementing replacement forest planting; the revenue from replacement forest planting is irregular, so it is difficult to be proactive in assigning plans; the land fund for protective, special-use and production forests of the province is increasingly narrowing, reviewing the land area eligible for replacement forest planting takes a lot of time...
