Less than 50% of education officers in communes have pedagogical qualifications.

(Dan Tri) - Gia Lai province lacks nearly 1,500 teachers in the new school year, while most civil servants in charge of education at the commune level do not have guaranteed pedagogical qualifications.

In the 2025-2026 school year, compared to the assigned staffing quota, Gia Lai province is still short of 1,479 teachers. Of which, preschool level is short of 812 teachers, primary level is short of 98 teachers, secondary level is short of 130 teachers, high school and the Center for Continuing Education - Vocational Education are short of 439 teachers.

According to the Department of Education and Training of Gia Lai province, after the merger, the province has 135 communes and wards with 144 civil servants in charge of education at the commune level. However, only 63 civil servants have pedagogical qualifications and are related to pedagogy, so they face certain difficulties.

Recently, at the meeting of the Standing Committee of the Party Committee of 135 communes and wards in Gia Lai province, localities all reflected on the shortcomings of many schools after the merger with a rapid increase in the number of students and a shortage of teachers, especially in remote, isolated and disadvantaged areas.

According to the Gia Lai Department of Education and Training, investment resources for education are still limited, the need to repair and upgrade facilities is very large, expanding land funds to build more classrooms is facing many difficulties, affecting the quality of teaching and learning.

Gia Lai province is currently large, the proportion of ethnic minorities in the western region accounts for 46%, of which commune-level civil servants with pedagogical qualifications is less than 50%.

Mr. Pham Van Nam, Director of the Department of Education and Training of Gia Lai province, said that the unit has issued a recruitment plan to ensure enough teachers according to the staffing standards, to serve well the teaching and learning work at schools.

According to Mr. Nam, many synchronous solutions have been implemented such as mobilizing, arranging, and organizing surplus teachers to resolve the situation of local surplus and shortage among schools; advising on building specific mechanisms and policies for localities to attract teachers to work and stay long-term.

"Although the number of teachers is quite lacking, basic teaching is still guaranteed and not much affected," Mr. Nam informed.

According to Mr. Nam, the Gia Lai Provincial People's Committee assigned the Department of Education and Training to preside over the recruitment of all unused staff quotas to meet the needs of teachers for the 2025-2026 school year.

The Director of the Gia Lai Department of Education and Training informed that the recruitment will prioritize teachers implementing the 2018 General Education Program, universalizing preschool education for children 3-5 years old, teaching 2 sessions/day, as well as arranging for educational facilities in remote areas, ethnic minority areas, ensuring the principle that where there are students, there must be teachers in the classroom.

Regarding the issue of commune-level education officials not meeting professional requirements, Mr. Nam said that in addition to the guidance documents of the Department and the handbook of the Ministry of Education and Training , in the coming time, the unit will strengthen further training for officials in charge of this field.

The Director of the Department of Education and Training of Gia Lai also requested that communes and wards proactively study the issued guidance documents. If there are any problems, continue to discuss with the department's professional department for further guidance.
