In the 2020-2025 term, the Party Committee, the Command of Naval Region 4, Party committees and commanders at all levels have led and directed agencies and units to successfully and excellently complete their tasks in all aspects of work. Notably, they have thoroughly grasped the resolutions, directives and orders of superiors and the requirements of the task of protecting the sovereignty of the sea and islands in the new situation; maintained synchronous forces and means ready for combat according to plans; promptly adjusted, supplemented and completed the system of operational documents; proactively detected and grasped the situation in the air and at sea; accurately forecasted and assessed the situation, promptly advised superiors to effectively handle situations, avoiding being passive or surprised... The region has excellently completed the assigned task of protecting the sovereignty of the sea and islands, maintaining a peaceful and stable environment at sea.

Along with that, training work is maintained in a disciplined manner, following the motto, principles, and combinations, identifying the right focus and breakthroughs, and training quality is constantly improved (every year, the results of testing and live-fire firing of all types of guns, artillery, and missiles are 100% satisfactory, more than 80% are good and excellent - an increase of 3.8% compared to the previous term, with absolute safety); successfully completing the task of large-scale live-fire drills with live-fire firing of all types of guns, artillery, and missiles organized by the Ministry of National Defense, the Service, and the Region; participating in competitions and sports events at all levels with many high achievements...

The results of the implementation of the tasks of the past term, together with the honor of being chosen by the Central Military Commission to organize the congress first to gain experience for the entire army, are the motivation for the entire Party Committee of Region 4 to make more efforts and determination to successfully organize the Congress of Delegates for the 2025-2030 term, creating the foundation and premise to build a exemplary clean and strong Party Committee, a "revolutionary, disciplined, elite, modern" Region.

Thoroughly grasping the directives, plans and instructions of the superiors, in the past time, the Party Committee and the Command of Region 4 have actively and proactively deployed the comprehensive preparation work for the congress. Accordingly, the Party Committee of the Region has thoroughly grasped and strictly implemented the regulations, directives and instructions of the Central Committee, the General Department of Politics of the Vietnam People's Army, and the Party Committee of the Navy on party congresses at all levels; issued directives, plans and instructions; established sub-committees for congresses, and seriously, closely and uniformly implemented them throughout the Party Committee. The Party Committee of the Region and Party Committees at all levels have seriously organized conferences to thoroughly grasp the leadership and direction documents of the superiors on organizing party congresses in the Party Committee. Led and directed subordinate party organizations to do a good job of preparing all aspects and conducting the congress closely, according to plan and successfully. As a result, 100% of party cells, party committees of departments and grassroots party committees have completed the congress; Discussion opinions and contributions to the documents of the Central Committee, documents of higher levels and documents of one's own level were carefully prepared and of good quality; the congress elected the executive committee, the standing committee of the new term and the delegation to attend the congress of higher level according to the plan prepared by the executive committee of the old term, the presiding cadres were all elected to the Party Committee, Secretary, Deputy Secretary with a high number of votes...

For the Regional Party Congress, two contents of special interest are the congress documents and the personnel plan. Incorporating the direction of the superior authorities and the contributions at the congress of the affiliated party organizations, the Regional Party Committee has thoroughly grasped and directed the congress subcommittees to actively and proactively prepare draft documents for the congress, especially the draft political report on schedule and according to regulations, ensuring closeness to reality, crystallizing collective intelligence, having practical summary value, profound experience, and at the same time correctly identifying the goals, tasks and solutions for leadership and direction of all aspects of work in the coming time. Determining that personnel work plays a particularly important role, the Regional Party Committee has strictly implemented the congress personnel work process in accordance with regulations and instructions from above. The comrades on the list nominated by the Party Committee for the new Executive Committee are all exemplary in terms of qualities, abilities, and qualifications... The Regional Party Committee has also thoroughly grasped and provided specific instructions on expressing opinions at the congress to contribute to the documents submitted to the 14th National Congress of the Party; draft documents of the Congress of Delegates of the Navy Party Committee; political reports, and review reports of the Regional Party Committee for the 2020-2025 term, ensuring brevity, substance, and focus.

In order to create a vibrant atmosphere, determination to compete, and promote activities to welcome the congress, the Party Committee and the Command of the Region have also led and directed the effective implementation of emulation and reward work; propaganda; cultural, artistic, physical education and sports activities; policy work, gratitude; mass work; strengthening the environmental landscape... With careful preparation in all aspects; political awareness, responsibility, and high determination, the Party Committee of Naval Region 4 believes that the congress will be a great success, opening a new development stage for the Region.
