Preparing for the 14th National Congress of the Party

On the morning of May 16th, the 9th Central Committee Conference of the 13th Party Congress opened in Hanoi . General Secretary Nguyen Phu Trong presided over and delivered the opening speech at the conference.

Four additional members have been appointed to the Politburo of the 13th Party Congress.

In his opening remarks, General Secretary Nguyen Phu Trong stated that at the conference, the Central Committee would discuss the draft documents to be submitted to the 14th National Congress of the Party; preparations for directing the conduct of party congresses at all levels leading up to the 14th National Congress of the Party; and several other important issues.

Preparing documents for the 14th National Congress of the Party

The General Secretary stated that, according to plan, the 14th National Congress of the Party will be held in 2026. The General Secretary emphasized that this will be a momentous political event, a very important milestone on the path to the prosperous and enduring development of our country and nation; encouraging, inspiring, motivating, and guiding the entire Party, people, and army to be proud and confident under the glorious banner of the Party, continuing to steadfastly pursue the goals of national independence and socialism, comprehensively and synchronously promoting the renewal process, achieving rapid and sustainable national development, firmly protecting the Fatherland, and building a Vietnam that is increasingly rich, democratic, prosperous, civilized, and happy; striving to successfully achieve the goals by 2030 when the Party celebrates its 100th anniversary and by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

In preparation for the 14th National Congress, the subcommittees of the 14th National Congress have recently drafted outlines for the Political Report, the Socio-Economic Report, and the Report on Party Building and Implementation of the Party Charter. They have sought the Politburo's opinion on these drafts for further refinement before submitting them to the Central Committee for consideration and feedback at this meeting. The General Secretary hopes that the Central Committee will dedicate time to studying and providing feedback on the specific proposals presented in the submissions and draft report outlines. Specifically, this includes issues concerning the theme and guiding principles of the Congress; the titles of the reports; the structure and major contents of the report outlines, especially those issues that need to be focused on and clarified during the drafting process. The General Secretary also requested that during the discussions, the nature, objectives, requirements, and scope of each report, as well as the relationship between them, be clarified. According to the General Secretary, the Political Report is the central document of the Congress. Therefore, the content of the Political Report must be highly comprehensive, encompassing issues related to the Party's viewpoints, ideology, guidelines, policies, and strategies in all areas of social life. In addition, the General Secretary emphasized that the Report on Party building and the implementation of the Party Charter needs to clarify the theoretical and practical basis for supplementing or amending the Party Charter (if any) and drafting a new Party Charter to be submitted to the 14th National Congress for consideration and decision. The General Secretary stressed that the draft outlines of the documents presented at this conference only outline the direction, with various options for the Central Committee to consider, after which further research and preparation will be carried out. Through discussions at Party congresses at all levels, the Central Committee will ultimately decide on the documents to be submitted to the National Congress. Regarding the structure of the reports, it needs to be decided early at this conference to allow time for finalizing the draft outlines and compiling the detailed content.

Consider the age requirements for participation and re-election to the Party committee.

Regarding the orientation for preparing for the Party congresses at all levels leading up to the 14th National Party Congress, General Secretary Nguyen Phu Trong said that in order to unify leadership and guidance in the preparation and conduct of the Party congresses at all levels, the Politburo needs to issue a directive on this matter. This is an extremely important task, ensuring the success of the Party congresses at all levels and contributing to the success of the 14th National Party Congress, and requires the Central Committee's opinion. The General Secretary also said that the Politburo has drafted a new directive for the Central Committee's opinion to finalize before issuance. General Secretary Nguyen Phu Trong requested the Central Committee to pay attention to discussing the presentation and draft directive in detail, focusing on clarifying the purpose, requirements, and content of the Party congresses at all levels and the work of personnel preparation and election of Party committees. In particular, regarding the structure and number of Party committees at the provincial and centrally-administered city levels; the proportion of young cadres, female cadres, and ethnic minority cadres in the Party committees at the provincial and city levels; The agenda includes standards and age requirements for participation in provincial and city Party committees (regarding the age for re-election and first-time participation in Party committees after the retirement age has been raised to 60 for women and 62 for men); and the election of Party committees and delegates to attend higher-level Party congresses… According to the General Secretary, the 9th Central Committee Conference program is of great importance for fulfilling the political tasks of the 13th Party Central Committee, preparing documents to be submitted to the 14th Party Congress, and directing the preparation of Party congresses at all levels leading up to the 14th Party Congress. General Secretary Nguyen Phu Trong requested the Central Committee to leverage its intellect and sense of responsibility, focusing on thorough research and discussion, providing feedback to finalize reports and proposals, and considering and deciding on them at the end of the session.
