On the evening of September 30, according to VietNamNet reporters, at the Ecohome 3 apartment complex (Dong Ngac ward), heavy rain caused the entire entrance to be deeply flooded, with water rising more than 1 meter at some points, isolating the entire area.
Although some residents were able to get their cars out of the flooded area early, many vehicles were still stuck and submerged in the murky water.
"Not only was the building flooded, it also lost power. Our daily lives were completely disrupted. It was difficult for us to go out, and we couldn't stay safe inside," said Nguyen Duc Chung, a resident here, wearily.
He added that surrounding roads were also cut off by water, making access to the area extremely difficult.
As the water level continued to rise, dozens of residents joined forces with the building's management to build "temporary walls" out of sandbags and bricks to prevent water from flooding into the parking garage - which is holding hundreds of vehicles.
“From the early morning of September 30, we had to run around, both pumping water and setting up temporary walls. By the afternoon, the situation had stabilized, water had not yet flooded the tunnel, but the risk was still very high,” said resident Dang Van Tien.
Water is everywhere, people have built temporary walls so for now the water has not entered the parking garage.
Not only residential areas, some educational facilities are also in a "frozen" state. Dong Ngac Primary School is one of the most heavily affected places.
Floodwaters of more than 1 meter deep have paralyzed the entire campus, and teaching in the coming days is expected to be seriously affected.

At the same time, many streets in Cau Giay, Tu Liem, Yen Hoa wards… were also deeply flooded. A series of motorbikes and cars broke down in the middle of the road, people had to push their cars through knee-deep water.

Many people in the capital city acknowledge that this torrential rain once again shows that the urban drainage system in Hanoi is under great pressure. Every time there is heavy rain, people have to live in fear, worrying about their property, safety and even their health.
