Bac Ninh: Focus on implementing power projects on schedule and ahead of schedule

BAC NINH - On the afternoon of October 1, Comrade Pham Van Thinh, Member of the Provincial Party Standing Committee, Vice Chairman of the Bac Ninh Provincial People's Committee chaired a working session to remove difficulties and obstacles for power projects being implemented by the National Power Transmission Corporation in the province. Also attending were representatives of leaders of relevant departments, branches and People's Committees of communes and wards.

The National Power Transmission Corporation is implementing 13 projects in Bac Ninh province, of which 2 projects are under construction: Upgrading the 220 kV Pha Lai - Bac Giang Thermal Power Plant line, 1 circuit into 2 circuits; hanging the 2nd circuit of the 220 kV Bac Giang - Lang Son line); the remaining 11 projects are implementing investment procedures. Comparing with the Provincial Planning, the construction volume of the 500 kV grid reached 20%; the 220 kV grid reached 42%.

At the working session, representatives of leaders of departments, branches, localities and investors said that the implementation of projects still has many problems in site clearance and investment policy approval such as in the projects: Connection line and 220 kV transformer station Bac Ninh 6; 220 kV transformer station Bac Ninh 5 and connection; 220 kV Yen Dung transformer station and connection; 220 kV Lang Giang transformer station and connection; 500 kV Bac Ninh transformer station substation and connection line...

The reason is that the locality does not have specific land prices to establish and publicize compensation and site clearance plans; some projects also face difficulties in approving investment policies (specifically the projects: 220kV Bac Ninh 4 transformer station and 220kV Bac Ninh 4 - Dong Anh line; 220kV line 500kV Hiep Hoa - Phu Binh 2 transformer station).

To meet the electricity demand of Bac Ninh province, especially urban areas and industrial parks in the coming time, the investor's representative proposed that the People's Committee of Bac Ninh province promptly approve the investment policy of the projects; promptly remove obstacles in compensation and site clearance, speed up the project progress, and meet the requirements.

Speaking at the meeting, comrade Pham Van Thinh affirmed that Bac Ninh is attracting many large industrial projects with high investment capital. When the projects come into operation, they will contribute to promoting the economic growth of the province as well as the whole country. Therefore, meeting the electricity demand is very necessary, requiring relevant sectors and localities to focus highly, coordinate with the National Power Transmission Corporation to remove difficulties in administrative procedures related to deciding on investment policies. At the same time, mobilize people in places where power projects are implemented to receive compensation for site clearance as quickly and effectively as possible. Once the site is cleared, hand it over to the investor immediately to start the projects, especially 500 kV transformer station projects, 220 kV power line projects and 500 kV power line projects.

Comrade Pham Van Thinh gave his opinion and direction on removing difficulties for each project with problems. Specifically, for the 500 kV Bac Ninh transformer station project and connecting line, he allowed the People's Committee of Chi Lang commune to approve the decision on the compensation plan early before the deadline for publicly posting the compensation plan and supporting site clearance to serve as the basis for payment to the people. He requested the investor to coordinate with Chi Lang commune to prepare enough funds so that as soon as the decision approving the compensation plan is made, the first payment will be made to the people because the compensation plan has received the consensus of the people. Strive to issue the decision approving the compensation plan before October 20, 2025.

Regarding the Bac Ninh 4 220 kV transmission line and transformer station project, he requested the Power Transmission Project Management Board to proactively and actively coordinate with the Department of Construction to unify the transformer station location plan and the planning adjustment dossier in accordance with local planning (overlapping the Gia Binh International Airport planning) to be completed before October 20, 2025.

Regarding the 220 kV Bac Ninh 5 transformer station project and connecting lines, he requested the Northern Power Project Management Board to coordinate with the Department of Agriculture and Environment to soon submit to the Provincial People's Committee for approval of the additional land use plan for the project in 2025 and to appraise the survey map, as a basis for Mao Dien Ward People's Committee to issue a notice of land recovery, and complete site clearance procedures before October 5, 2025, 10 days earlier than the previous plan,...

Comrade Pham Van Thinh requested relevant departments, branches, agencies, units, People's Committees of communes and wards to closely follow the planning approved by competent authorities, closely coordinate with investors, and agree on the contents and time of project implementation.

Timely resolve difficulties and obstacles, especially those related to the provisions of the Investment Law, Land Law and related legal documents; speed up the implementation of administrative procedures and documents related to land use planning, investment policy approval, ensuring project implementation on schedule and ahead of schedule.
