The Vietnam-Laos-Cambodia border defense friendship exchange aims to concretize the common understanding of the leaders of the three countries in 2023, and at the same time implement the cooperation plan between the Vietnamese Ministry of National Defense, the Lao Ministry of National Defense and the Cambodian Ministry of National Defense. The exchange is of special significance, being the first time the three countries' defense ministries have organized it in the common border area of the three countries (Ngoc Hoi district, Kon Tum province / Vietnam, Attapeu / Laos, Rattanakiri / Cambodia) and the Kon Tum city area.
To ensure the safety and success of the program, on December 11, a working delegation of the Ministry of National Defense led by Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense, came to inspect and review for the last time the preparations for the first Vietnam - Laos - Cambodia Border Defense Friendship Exchange Program in Ngoc Hoi district, Kon Tum province.

As planned, the first Vietnam - Laos - Cambodia Border Defense Friendship Exchange Program will take place on December 14 in the common border area of the three countries (Ngoc Hoi district, Kon Tum province, Vietnam; Attapeu province, Laos and Rattanakiri, Cambodia) and Kon Tum city area.
Up to now, the preparation for the Exchange Program has been basically completed, meeting the requirements of the professional agencies. Senior Lieutenant General Hoang Xuan Chien emphasized that this Exchange Program is a very important event, with profound significance in strengthening the traditional friendship, special solidarity and comprehensive cooperation between the three neighboring countries; the success of this Exchange Program will contribute to promoting the defense cooperation relationship of the three countries to become increasingly in-depth, substantive, and highly effective in the coming time.

Inspecting the Vietnam-Laos-Cambodia border landmark area, Senior Lieutenant General Hoang Xuan Chien noted that activities taking place at the border landmark area are especially important, so the service units need to maximize their sense of responsibility, complete well all tasks assigned by specialized agencies, ensuring solemnity and compliance with foreign affairs principles.
Senior Lieutenant General Hoang Xuan Chien requested relevant units to immediately complete the contents that the working delegation had pointed out; at the same time, unify the structure of the content of the greeting report to the Defense Ministers of the three countries; the friendship tree planting activities must ensure implementation according to the approved plan.

Regarding the military medical exercise of the three countries Vietnam - Laos - Cambodia, Senior Lieutenant General Hoang Xuan Chien requested that the military medical forces of the three countries need to review the organization and coordination between the forces; especially to enhance the initiative of the agencies and units of the three countries' armies in coordination, humanitarian support, ensuring timely and effective search and rescue activities, contributing to maintaining political security, building a peaceful, friendly, stable, cooperative and developing border area.
At the Vietnam - Laos - Cambodia Border Friendship Cultural House (Ta Ka village, Po Y commune, Ngoc Hoi district, Kon Tum province), Senior Lieutenant General Hoang Xuan Chien requested agencies and units to learn from experience right at the scene; continue to supplement some contents as required; carefully review all aspects of the organization work, complete the contents of the script that have been pointed out so that the first Vietnam - Laos - Cambodia Border Defense Friendship Exchange will be a great success.
Regarding security, Senior Lieutenant General Hoang Xuan Chien requested that units coordinate closely to ensure absolute safety for delegates participating in the Exchange Program; especially since the series of events taking place in the Exchange Program are held consecutively in many areas, ensuring safety during travel needs to be emphasized.
The Deputy Minister of National Defense also requested the Kon Tum Provincial People's Committee to complete the street beautification work, ensuring aesthetics, contributing to the success of this exchange program.
The success of the Exchange contributes to strengthening political trust, building friendship and solidarity among the three countries of Vietnam, Laos and Cambodia; promoting substantive cooperation between the border protection forces of the three countries; at the same time, through exchange activities, contributing to promoting economic development and people-to-people exchanges in the border area, conveying the message of solidarity, friendship and mutual assistance between the Government, Army and people of the three countries, thereby contributing to building a peaceful, friendly, stable, cooperative and developing Vietnam-Cambodia-Laos border./.
