On the morning of August 5, the Ministry of Education and Training held a conference to deploy decentralization of state management of education when implementing two-level local government. Permanent Deputy Minister Pham Ngoc Thuong chaired the conference. Attending the conference were leaders and experts of units under the Ministry of Education and Training; leaders of 34 Departments of Education and Training; representatives of specialized departments and divisions under the Department of Education and Training and related departments, branches and sectors; leaders of commune-level People's Committees, commune-level education officials, representatives of preschools, general education institutions and vocational education - continuing education.
The conference was held in a combination of in-person and online formats at the Ministry of Education and Training, 34 Departments of Education and Training and more than 3,000 commune and ward bridge points... nationwide with more than 50,000 participants, of which about 90% were at the commune level.
Speaking at the opening of the conference, Deputy Minister Pham Ngoc Thuong said: The two-level local government has been operating for more than a month. Implementing the direction of the Central Steering Committee, ministries and branches have organized and deployed to grasp the situation to promptly remove difficulties and obstacles; thereby, operating the two-level local government, especially the commune level, smoothly, effectively, without missing any work, without interruption.
The Ministry of Education and Training has implemented many solutions. Recently, the Ministry coordinated with the National Assembly's Committee on Culture and Society to organize a seminar on education management when operating a two-level local government. In preparation for today's conference, the Ministry compiled documents and distributed forms to the Departments of Education and Training and the People's Committees at the commune level to collect information.
By July 27, all 34 Departments of Education and Training and 3,321 communes had received the documents "Guidelines for implementing state management of education under two-level local government" and "System of legal documents regulating decentralization, delegation of authority, and assignment of state management authority on education when implementing two-level local government". To date, there have been over 20,000 downloads of this document, demonstrating the sense of responsibility, concern, and interest in the work of a large number of cadres and civil servants related to this field.

According to the Deputy Minister, today's conference was attended by representatives of the Department of Education and Training, leaders of 3,321 communes/wards/special zones, along with commune-level education officials and educational facility managers. Among them, many teachers have experience in education management, but there are also many who have never worked in education.
However, in general, in the current context, we are all beginners - starting to operate the state management model on education according to the two-level local government model. Therefore, we need to focus the most, listen, study documents and discuss outstanding issues.
With the spirit of working very fast, running and lining up at the same time, in the process of changing the management model, amending legal documents cannot be completed immediately; especially, when put into operation, there will be new content. Therefore, it is necessary to train and unify the content; however, not all problems can be solved after just one training session.
Emphasizing this, the Deputy Minister hopes that management officials, from the Department of Education and Training to the People's Committees at the commune level, and teachers will continue to seriously study legal documents, turn the training process into self-training, self-research, and self-improvement; at the same time, exchange and learn from colleagues about arising problems...
After the conference, the units under the Ministry will be assigned to establish information points to have a mechanism to reflect on the shortcomings and difficulties that arise. The spirit is that if there are difficulties or content that is not unified, they must proactively resolve them according to their authority, or promptly summarize and report to the competent authority for resolution. Absolutely do not consider them as difficulties or obstacles that cannot be resolved. That is the general direction of the Party and State leaders, as well as the leaders of the Ministry of Education and Training.
The Ministry of Education and Training will also compile a question-and-answer document on education management at two-level local governments, better supporting localities in the working process.
Referring to the good and creative ways of some Departments of Education and Training, such as: dividing into groups and regions; assigning civil servants of the Department to directly support and help communes..., the Deputy Minister suggested that after the conference, the Departments of Education and Training continue to have responsible, proactive, and creative ways and methods of working, aiming at the highest goal of smooth and effective operation of local education management.

At the conference, representatives of the General Education Department, the Legal Department, the Department of Teachers and Educational Managers, the Department of Preschool Education, the Department of Vocational Education and Continuing Education, and the Department of Financial Planning provided guidance on the implementation of state management of education according to the two-level local government in the areas under their management. At the same time, they made proposals, recommendations, and notes to help the Departments of Education and Training, the Department of Culture and Social Affairs under the People's Committees at the commune level effectively implement state management of education according to the two-level local government.
In addition to the content on decentralization, delegation, and division of authority of two-level local governments in the field of general education, Director of the Department of General Education Thai Van Tai also spent a lot of time guiding the use of the document "Guidelines for implementing state management of education under two-level local governments" and the document "System of legal documents regulating decentralization, delegation, and division of authority of state management of education when implementing two-level local governments".
At the conference, localities shared the contents that have been implemented, the results achieved, the remaining difficulties, experiences, solutions and made proposals and recommendations. Issues of local concern at the conference were also informed, answered and discussed by relevant departments and offices of the Ministry.
