Developing modern and synchronous railway transport, together with other types of transport, contributes to promoting the province's socio -economic development in a fast and sustainable direction, meeting the goals and requirements of national railway transport development.
That is the general goal of Action Program No. 67-CTr/TU, dated August 31, 2023, issued by the Standing Committee of the Provincial Party Committee (term XIV) to implement Conclusion No. 49-KL/TW of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045.

Binh Thuan province has a variety of transportation modes. Regarding railway transport, the province has the Thong Nhat railway (Hanoi - Ho Chi Minh City) running through it with a total length of nearly 175 km through 6 districts. In addition, there is a railway branch from Binh Thuan Station to Phan Thiet Station with a length of nearly 10 km through Ham Thuan Nam, Ham Thuan Bac districts and Phan Thiet city, serving passenger and cargo transport for the Saigon - Phan Thiet railway. In addition, the whole province has 176 intersections between roads and railways, raising many issues regarding traffic safety. Over the years, local authorities, sectors and branches have always identified the position, role and importance of railway transport. The province has also contributed ideas to the Ministry of Transport to study, absorb, and submit to the Prime Minister for approval of the Master Plan for the development of Vietnam's railway transport sector to 2020, with a vision to 2030; coordinated with the railway sector to relocate Phan Thiet Station (old) from the inner city to the outskirts of Phan Thiet city; invested in the construction of 1,937 m of service roads, eliminating 3 spontaneous openings across the railway; focused on directing the removal of difficulties and obstacles to implement the project to renovate and upgrade essential works on the Nha Trang - Saigon section; coordinated with the railway management unit to regularly inspect and handle violations of the railway traffic safety corridor, contributing to ensuring railway traffic safety in the province, creating favorable conditions for the province's socio-economic development. In addition to the achieved results, there are still some limitations, notably: Railway traffic infrastructure is still backward; Some local Party committees, authorities and functional branches of the province have not been really determined and resolute in leading and directing the work of site clearance to implement the project of renovating and upgrading essential works on the Nha Trang - Saigon section; State management of ensuring railway traffic safety is still limited, the situation of people arbitrarily opening trails and railway crossings has not been effectively handled; the number of railway traffic accidents still occurs. Planning related to railway traffic development still lacks connectivity and is not synchronous. Market share and output of railway transport are increasingly decreasing. Awareness of a part of the people about railway traffic safety is still inadequate, subjective and negligent...

From the above situation, based on the content of Conclusion No. 49-KL/TW of the Politburo on the orientation of developing Vietnam's railway transport to 2030, with a vision to 2045; The Standing Committee of the Provincial Party Committee clearly stated its viewpoint in the Action Program, which is: Unifying the awareness and action of the entire political system and the whole society on the position, role and importance of railway transport in the socio-economic development process of the province. Strengthening the leadership of Party committees, Party organizations and authorities at all levels in leading and directing the coordination of investment and construction of national railway infrastructure, urban railways, especially the North-South high-speed railway, creating an important driving force for the province's socio-economic development, promoting advantages on strategic economic corridors, in conjunction with ensuring national defense, security, environmental protection, responding to climate change, contributing to promoting the cause of industrialization, modernization of the country and international integration... Along with that, the general goal of the Action Program is: Developing modern and synchronous railway transport, together with other types of transport, contributing to promoting the province's socio-economic development in a fast and sustainable direction, meeting the goals and requirements of national railway transport development. And the specific goal, by 2025: Coordinate with the Ministry of Transport to strive to complete the preparation for investment in the North-South high-speed railway project; in which, priority is given to completing compensation and land acquisition to meet the conditions for starting construction in the period of 2026 - 2030 for the Ho Chi Minh City - Nha Trang railway line (section passing through the province); By 2030: Coordinate with the Ministry of Transport to renovate, upgrade and effectively exploit existing railway lines in the province.
To achieve the above goals, the Provincial Party Standing Committee requires promoting propaganda, education, raising awareness of Party committees, Party organizations, authorities, the Vietnam Fatherland Front, socio-political organizations, businesses and people about the position, role and advantages of railway transport, creating unity and high determination in the process of developing railway transport in the coming time. Continue to review, research, and give comments to competent authorities on amending, supplementing and perfecting mechanisms, policies and laws on land use for the construction of railway infrastructure and leasing of railway infrastructure according to local authority. At the same time, well implement the mechanisms and policies of the Central Government on the development of railway transport infrastructure. Focus on planning urban areas, industrial parks, seaports, tourist areas and traffic routes connecting with railway lines and stations, creating new development space, promoting efficiency in exploiting railway transport, serving the socio-economic development requirements of the province. Strengthen leadership and direction of compensation and land recovery for the implementation of railway projects and the management of railway traffic safety corridors in the province. Proactively prevent, resolutely combat and strictly handle violations of railway traffic safety corridors; consider and handle responsibilities for organizations and individuals who commit violations in the management of railway traffic safety corridors in the province. Strengthen close coordination between the province and relevant ministries and branches in the process of implementing strategies, planning and projects; site clearance; ensuring order and safety of railway traffic in the province...
