What is the One Commune One Product (OCOP) program ? ( Nguyen Thanh Hoang, Tan Yen district, Bac Giang province)
According to the Ministry of Agriculture and Rural Development , the One Commune, One Product (OCOP) Program is a program to develop the rural economy in the direction of promoting internal resources (intelligence, creativity, labor, raw materials and local culture...) and increasing value, raising the income of rural residents, contributing to building new rural areas.
The OCOP program has been implemented by many countries around the world with different names, but they all have in common the promotion of local resources associated with village and commune units to focus on developing rural industry products with high added value and meeting consumer demand in the market mechanism.
The focus of the OCOP Program in Vietnam is to develop advantageous industrial, non-agricultural and service products in each locality according to the value chain, associated with the subjects. The subjects participating in the OCOP Program include collective economic components (cooperatives, cooperative groups) and private economic components (enterprises, production households).
The State plays a role in creating and promulgating a legal framework and policies to implement the development orientation of local specialty product axes, areas producing goods and services; managing and supervising product quality standards; supporting the following stages: training, coaching, technical guidance, application of science and technology, credit support, brand building, trade promotion and product advertising.
