National Target Program 1719: "Leverage" for disadvantaged areas in Thanh Hoa

The National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (abbreviated as National Target Program 1719) has brought positive changes to the ethnic minority and mountainous areas of Thanh Hoa province. The resources of the Program have truly become a “lever”, contributing to improving the quality of life of the people and accelerating the process of hunger eradication and poverty reduction in disadvantaged areas. Lack of production materials, no stable jobs… have forced many workers in the mountainous areas of Nghe An to disperse to make a living. Faced with this reality, support from the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, Phase I: from 2021-2025, on production support, career conversion, and job creation, are the expectations for people to stay in their villages and hamlets to develop the economy, eliminate hunger and reduce poverty right in their homeland. A series of projects to develop ethnic minority areas

Nhu Thanh district has 14 communes and towns, of which 2 communes and 17 villages are in extremely difficult situations. As one of 11 mountainous districts of Thanh Hoa that is promoting the implementation of the National Target Program 1719, in the past 3 years, the district has implemented 9/10 projects, with a total investment of more than 60 billion VND, "covering" and going deep into the areas of life, economy , culture, and society of ethnic minority and mountainous areas.

From 2021-2023, 42 projects have been implemented in the district, with a total central budget support of 37 billion 363 million VND, including 11 traffic projects, 2 centralized water projects, 21 village cultural houses; 5 schools, 2 traffic spillways; 1 lighting project. The basic projects have been completed, handed over and put into effective use, facilitating trade between localities, improving the quality of life of the people.

In addition, sub-projects and projects under the National Target Program 1719 have been actively implemented by Nhu Thanh district. In particular, from 2021-2023, from the capital of the National Target Program 1719, distributed domestic water was supported for 622 households, housing support for 31 households; 13 vocational training classes under 3 months were organized for 455 students; 29 vocational communication training classes were organized in communes, towns and secondary schools in the district...

In addition to infrastructure, the National Target Program 1719 also supports sustainable livelihoods for many disadvantaged households. To date, 31 households have been supported to build houses, and more than 600 households have stable water supply. Ms. Quach Thi Du, Mau Lam commune, is one of the poor households supported to build a house. She said: “Thanks to the support of the local government, I have the opportunity to live in a solid house. From now on, my family will no longer worry every time the rainy and stormy season comes.”

Ms. Le Ngoc Hoa, Vice Chairman of the People's Committee of Nhu Thanh district, shared: Thanks to the effective implementation of the National Target Program 1719, the socio-economic situation of the district has had many positive changes. The great national unity bloc has been firmly consolidated, creating a strong driving force for comprehensive development. Thanks to that, Nhu Thanh district has always been at the forefront of poverty reduction with impressive results: the overall poverty rate decreased from 11.8% in 2021 to 3.7% in 2023; the poverty rate among ethnic minorities decreased from 14.08% to 4.17% in the same period.

Make positive changes

The implementation of the National Target Program 1719 in Lang Chanh district is also bringing about positive changes. In particular, the most obvious effect is the implementation of Project 4: Investing in essential infrastructure, serving the production and life of ethnic minorities.

In 2022, from Project 4, Lang Chanh district was allocated over 10 billion VND including investment capital and career capital. From this capital source, many inter-commune traffic routes were solidified, including: The traffic route from Chieng Khat village (Dong Luong commune) to Tan Tien village (Tan Phuc commune) with a total investment of 4.8 billion VND was fully disbursed with 100% of the plan...

In 2023, the district will continue to be allocated more than 1 billion VND of Project 4's public capital to maintain and repair important traffic works. These projects have been implemented and disbursed 100% of the plan. Typically: maintenance and repair of Ban Ngay road, Lam Phu commune; Ban Tan Binh road, Tan Phuc commune; Chieng Lan village road, Giao Thien commune. These projects not only create conditions for production and trade, but also contribute to poverty reduction, income increase and improvement of living conditions for people in ethnic minority and mountainous areas.

According to Mr. Do Van Cuong, Vice Chairman of Lang Chanh District People's Committee, Program 1719 has significantly improved people's lives. "The poverty reduction rate is rapid, from 30.62% in 2021 to 18.97% in 2023. Lang Chanh aims to have 75% of village roads paved or concreted by 2025, reducing the poverty rate by at least 6% each year."

Mr. Mai Xuan Binh, Head of the Ethnic Minorities Committee of Thanh Hoa province, affirmed: The National Target Program 1719 has significantly improved the material and spiritual life of ethnic minorities. According to him, by the end of 2023, many targets had been completed ahead of schedule for the 2021-2025 period, typically reducing the poverty rate in ethnic minority and mountainous areas to 14.75%, achieving the target of an average reduction of over 3% per year. Along with that, all school-age children are able to go to school, and the security and social order situation in the region is maintained stably.

Mr. Binh emphasized that the highlight of the success of the National Target Program 1719 Phase I: from 2021-2025 is the development of infrastructure in mountainous areas. The completion of roads, bridges, electricity and water systems not only helps people have more convenience in their daily lives but also opens up opportunities for production development.

The National Target Program 1719 also plays an important role in narrowing the gap in living standards between ethnic minority and mountainous areas and other areas in the province and the whole country. With specific support in education, health care and culture, the Program has contributed to significantly improving the quality of life of the people, gradually reducing the number of extremely disadvantaged communes and villages, towards the goal of sustainable development.

Mr. Binh said that in the coming time, the Provincial Ethnic Committee will continue to promote the implementation of the National Target Program 1719, focusing on livelihood projects and essential infrastructure development.
