Accordingly, after the People's Committee of Tran Bien Ward, Dong Nai Province, issued a decision on forced eviction and a plan for forced land reclamation against 23 households (phase 1) in Bien Hoa 1 Industrial Park, the working group of the Ward Party Committee's Standing Committee, along with the Enforcement Committee, directly visited the households to continue disseminating information, persuading, and explaining the policies and regulations regarding land reclamation by the state, hoping that the households would agree to hand over the land and avoid the need for forced eviction.

Through propaganda, mobilization, and explanation, the people have understood the necessity of implementing the Project to transform Bien Hoa 1 Industrial Park into an urban, commercial, and service area and improve the environment in order to maximize advantages and potential and promote the socio -economic development of Dong Nai province in the future. At the same time, the people have also recognized their responsibility as citizens of Dong Nai province to contribute to the construction and development of Tran Bien ward as well as the province in general.

Therefore, on July 15th, 9 out of 23 households subject to forced eviction agreed to voluntarily dismantle their structures, relocate their belongings, and hand over the land. On the same day, many households took advantage of the opportunity to dismantle their structures and move to new residences.

Thus, in the 50-hectare priority area for land clearance in Bien Hoa 1 Industrial Park, only 14 households have yet to hand over their land. These households will continue to be persuaded and encouraged by the working group of the Ward Party Committee and the Ward Enforcement Committee on July 16th. If these households do not hand over the land, the Tran Bien Ward People's Committee, in coordination with the Dong Nai Provincial Land Development Center, Bien Hoa branch, will organize the forced eviction according to the previously issued plan, with an estimated duration of 3 days (from July 17th to 19th).

To implement the project to transform Bien Hoa 1 Industrial Park into an urban, commercial, and service area and improve the environment, in addition to relocating all businesses out of Bien Hoa 1 Industrial Park, the government must relocate 355 households interspersed within the industrial park. To date, 306 households have agreed to relocate and hand over the land.
