According to Ms. Nguyen Thi Hoan Cam - Vice Principal of Thanh Am Secondary School ( Hanoi ): Integrated vocational secondary school opens up many opportunities for secondary school students after graduation. This is also a suitable direction for students with limited academic ability but good practical ability, helping them to soon meet the labor needs of society.
Ms. Cam further cited an Indian expert in the field of automation who is 26 years old this year but has 10 years of experience working in this field. It is known that after graduating from junior high school, he chose to study vocational high school. During his years at vocational high school, he studied, practiced, and accumulated experience, then worked and studied at the same time. From reality, it can be seen that vocational high school has been applied in the world for a long time.
Ms. Phan Thi Le Thu - Permanent Vice Principal of Far East College also assessed that vocational secondary education is in line with the world's development trend because of the integration of cultural studies with vocational training, which helps shorten the study time to participate in the labor market and have skills sooner. However, it is necessary to further specify the training program to be closely linked to the knowledge serving vocational training, not spread out.
For example, for cultural subjects in the vocational training program implemented according to Circular 15/2022/TT-BGDDT, there are currently 4 subjects, including 3 compulsory subjects: Math, Literature, History and 1 elective subject. However, some majors such as medicine, electricity, automation... do not really need History but instead Physics, Chemistry, Biology.
“I hope there will be a change to suit the profession that students are aiming for. In particular, the content of the cultural program focuses on core knowledge serving the profession, not being spread out,” Ms. Thu expressed and suggested that the vocational secondary school diploma in the Law on Vocational Education should clearly define its value and determine its equivalence with a high school diploma to ensure the rights of students to participate in the admission exam to universities conveniently.
Because some health or pedagogical sectors do not accept students who have completed high school but require a high school diploma, it is necessary to specify the subjects of transfer in the Law on Higher Education, including high school graduates, vocational secondary school graduates or equivalent (Clause 3, Article 5 of the draft Law). This will make it easier for new schools to operate and ensure the rights of students.

Join hands to streamline
According to Mr. Nguyen Phuc Tho - Principal of Quoc Viet Technical Economic College, the story of career orientation has been implemented by schools for many years, but the effectiveness varies from local to local. Therefore, to achieve the expected results, localities, especially the Department of Education and Training, need to coordinate with schools to implement.
Mr. Tho added that currently, in many localities, the enrollment quota for public high schools is over 80%, so the number of students entering vocational high schools and vocational intermediate schools will decrease. Some localities have narrowed the enrollment quota to over 60% for public high schools, but people have complained about losing the opportunity to study at public high schools... Although vocational training has many good policies such as: Free tuition, job support after graduation... but many families and students are not interested.
“To effectively streamline the work, parents and students need to understand the value of vocational secondary education, there needs to be inter-sectoral involvement to propagate to the people and parents to change their thinking.
At the same time, localities need to set specific targets for vocational high schools in enrollment, not to let the gap be too big compared to public high schools," said Mr. Tho, adding that up to now, the Department of Education and Training has not really focused on training of vocational high schools of the 9+ system, and vocational training - continuing education, but has invested heavily in public high schools, leading to difficulties in student streaming.
Therefore, in order for vocational high schools to develop their strengths, local departments and agencies must get involved; there must be more early orientation education programs for students and parents. From there, students and parents can visualize what vocational high schools are like and what opportunities there are to develop their career skills. And the biggest decision to effectively stream is to not let the gap in enrollment quotas be as large as it is now.
Ms. Nguyen Thi Hoan Cam - Vice Principal of Thanh Am Secondary School said that the school and parents must sit together to recognize the effectiveness and value of the programs for learners, thereby orienting the students. The 2018 General Education Program, especially important is career orientation education activities. Therefore, teachers must regularly assess students' abilities, thereby analyzing and providing appropriate advice to students and parents.
“For Thanh Am Secondary School, every year we coordinate with vocational colleges and junior colleges to organize direct and indirect career counseling, helping students better understand the vocational secondary school and vocational high school programs. Thereby helping parents and students understand that studying at vocational secondary school or vocational high school does not mean that students lose the opportunity to take the university entrance exam or pursue their desired career.
Besides, learning a trade early not only helps children gain experience but also creates a solid foundation for career development instead of limiting opportunities as many parents think," Ms. Cam emphasized.
“I recommend to the authorities that vocational high school students still enjoy tuition support according to Decree 81/2021 and 97/2023 to attract students. Because currently, public high schools are exempt from tuition fees, there needs to be a policy to support students choosing vocational high school,” said Ms. Phan Thi Le Thu - Permanent Vice Principal of Far East College.
