In recent times, the work of rotating cadres and arranging some key positions in communes and towns for non-locals has been implemented synchronously by Kim Boi district. Thereby, overcoming the local and closed situation in cadre work, especially in complicated areas.
Comrade Bach Luu Huan, Party Secretary of Sao Bay commune (Kim Boi) inspected the model of "Friendly Government - serving the people" at the commune's one-stop shop.
In August 2018, comrade Bach Luu Huan, Deputy Head of the District Party Committee's Propaganda Department, was mobilized and appointed by the Standing Committee of the District Party Committee to join the Standing Committee and hold the position of Party Secretary of Sao Bay commune. After being mobilized to the commune, he quickly approached the new job, proposed many solutions for socio-economic development, especially solving some outstanding issues in the locality in the management of construction planning, construction order, security and order, environmental sanitation, etc.
Comrade Bach Luu Huan shared: Carrying out the assigned tasks, when working in the locality, I determined that the leader was responsible for difficult tasks, so every week I spent time going to the grassroots to grasp the area, meet with cadres, organize dialogues with people to listen to their thoughts, aspirations, difficulties, and problems. All work was public, transparent, and discussed and agreed upon within the Party Committee before implementation.
With his efforts and determination, comrade Huan overcame the barriers of customs and practices, and together with the Party Committee, concretized policies and solutions in leadership and direction. From a Party Committee at the level of completing its tasks, the Party Committee of Sao Bay commune has risen to excellently complete its tasks. In 2019, the commune reached the new rural area (NTM) finish line; currently, the average income per capita reached 46 million VND/year.
In 2020, comrade Dinh Cong Phung, Deputy Head of the District Ethnic Affairs Department, was transferred to be Chairman of the People's Committee of My Hoa commune. When taking up the task, the Standing Committee of the District Party Committee noted that the new working area was to focus on resolving land disputes, petitions, complaints and denunciations; promoting administrative reform, poverty reduction, and building new rural areas. Comrade Bui Van Hung, Vice Chairman of the People's Committee of My Hoa commune, said: "Comrade Phung was transferred from the district, so the dissemination and implementation of the district's policies and directions in the commune was much faster and more convenient than before. The people's petitions and concerns were resolved completely, especially the issue of mineral exploitation".
After nearly 4 years, from a locality with a low starting point, in 2022, My Hoa commune completed the new rural construction program, becoming a locality with a stable and solid socio-economic foundation, security and order, Party building, and political system; people trust, support, and high consensus. Average income per capita reached 44 million VND/year. Models of raising buffaloes, cows, growing oranges, and grapefruits have developed, changing the face of the countryside, contributing to increasing income and improving life. Comrade Dinh Cong Phung, Chairman of My Hoa Commune People's Committee, said: At first, I also encountered many difficulties and confusion due to the new role, responsibilities, and new locality, but with the determination to complete the assigned work well, I always tried to listen and absorb the opinions of cadres and party members in the commune; proactively grasp the thoughts and public opinions of cadres and party members to gather the strength of the Standing Committee, the Party Committee, and the Party Executive Committee. From there, policies and plans are put forward to ensure they are suitable for reality and promote the strengths of the locality. Before being transferred, the District Party Committee assigned me and the Party Committee to build My Hoa commune to reach the NTM target before 2022. At that time, My Hoa commune had only achieved 7/19 NTM criteria.
Currently, Kim Boi district has rotated and arranged 6/17 Party Secretaries of communes and towns, 4/17 Chairmen of People's Committees of communes and towns who are not local people, gradually eliminating the closed situation in personnel work.
With the drastic direction and acceleration of the rotation of cadres from other places to hold the position of head of the Party Committee, Kim Boi district has made a breakthrough in the work of cadres, bringing a new wind to the grassroots, creating consensus, increasing the people's trust in the Party and the government. Through the rotation process, cadres have all affirmed themselves with their capacity and prestige. That is a sustainable factor for the Party Committee secretaries, although not local people, to still build trust in the collective of cadres and Party members, and gain "vote of confidence" from Party members and the masses.
