In his keynote address at the Forum, Prime Minister Pham Minh Chinh emphasized that green transformation and digital transformation are inevitable trends. This is the only path for Vietnam to achieve rapid and sustainable development. The Prime Minister affirmed that Vietnam will maintain political stability, security, and social order. The government will continue to promote three strategic breakthroughs in institutions, human resources, and infrastructure. The guiding principle is "transparent institutions, seamless infrastructure, and smart human resources and governance."
Prime Minister Pham Minh Chinh also urged the business community to expand investment and technology transfer. He hoped that FDI enterprises would be pioneers and leaders in implementing green transformation goals. FDI enterprises need to connect with and support domestic businesses in this process. Businesses should boldly invest in new technologies and energy-saving equipment to reduce emissions.

The Prime Minister also urged FDI enterprises to take the lead in implementing ESG (Environmental, Social, and Governance) criteria. The government will focus on developing green and digital infrastructure in a synchronized manner, with the motto of action being "Discipline - Responsibility - Proactiveness - Acceleration - Innovation - Efficiency - Sustainability".
Also at the Forum, Minister of Finance Nguyen Van Thang stated that Vietnam's economy continued to be a bright spot in the region during the first 10 months of 2025, with stable macroeconomic conditions and controlled inflation. GDP growth reached 7.8% in the first nine months and 8% in the third quarter of 2025. Total registered FDI reached over US$31.5 billion, an increase of 15.6% compared to the same period.
However, Minister of Finance Nguyen Van Thang also pointed out the difficulties. These difficulties include inadequate legal frameworks and a shortage of high-quality human resources in cutting-edge technology fields. Minister Nguyen Van Thang emphasized: "In the context of strong global shifts in geopolitics, technology, and climate change, green growth has become an inevitable trend that Vietnam must embrace."

The forum also attracted many opinions from the business community, both domestic and international. Mr. Thomas Jacobs, Acting Director for East Asia and the Pacific at IFC, argued that sustainable growth requires strong investment; public-private partnerships will be key to achieving this goal.
According to Associate Professor Dr. Ho Sy Hung, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI) and Co-Chairman of the VBF Alliance, the VBF is a forum of long-term commitment. Dr. Ho Sy Hung believes that the domestic and FDI business communities are two parallel pillars in the green transformation process.
Vietnam is emerging as a "shining star" in the Asian region, according to Mr. Dau Anh Tuan, Deputy Secretary General of the Vietnam Federation of Commerce and Industry. Mr. Dau Anh Tuan pointed out three pillars to shape the next phase of development: transparent institutions, green businesses, and proactive local governments.
