Digital transformation - A shift in mindset

Amidst the vibrant movement of the nation on its journey into a new era, the southernmost region of Vietnam is also entering a period of transformation. In this context, digital transformation is becoming a new driving force for the socio-economic development of the locality. In Ca Mau, digital transformation is not just about technology, data, or systems; more importantly, it's about a change in mindset, working methods, and service usage habits among officials, civil servants, citizens, and businesses.

Shifting from "manual" to technology

Previously, paper documents and manual processes were almost the "default" in handling administrative procedures. Now, with a strong commitment to reform, Ca Mau is building a digitized administrative system that is transparent, efficient, and facilitates access to public services for citizens and businesses.

Mr. Pham Thong Nhat, Deputy Director of the Department of Science and Technology of Ca Mau province, commented: "Digital transformation is not just a tool, but a foundation for every official, business, and citizen to improve work efficiency and quality of life."

The experience in 2025 shows that this transition has yielded clear results. Public administrative service centers from the provincial level down to 64 communes and wards are operating stably. Over 99% of applications are processed on time or ahead of schedule (99.99% at the provincial level and 99.67% at the commune level). The rate of online applications reached 84.28%, and online payments reached 91.96%, helping citizens and businesses save time, costs, and reduce cumbersome procedures.

Mr. Huu Minh Duc (Bao Nhan Hamlet, Ho Thi Ky Commune) shared: “It only took me a few minutes at the commune office to complete the administrative procedures. I find that digital transformation is no longer a foreign concept, but very close to my daily life.”

With the assistance of the civil servant, the citizen's application was completed in just a few minutes.

Ms. Tran Thi Huong, a business owner in Tan Thanh ward, happily shared: “Online applications help me focus more on business activities, significantly reducing travel time and waiting times for administrative procedures.”

Towards a service-oriented, transparent, and modern administration.

Not only does e-government help administrative agencies better serve citizens and businesses, but it also changes the mindset and working methods of officials and civil servants. Currently, 100% of procedures related to businesses are provided online; 23 out of 34 shared databases are complete, with 23 million transactions generated. The province has issued 1,665,270 electronic identification accounts, of which 95.6% have reached level 2. The rate of electronic documents with digital signatures reached 91.14%; the rate of work files processed online reached 93.92% at the provincial level and 72.72% at the commune level.

Mr. Nguyen Quoc Tien, Secretary of the Party Committee of Khanh Binh commune, said: "The increased workload after the administrative reorganization forced us to change our mindset and apply technology to successfully complete the assigned tasks."

Officials at the Khanh Binh Commune Public Administrative Service Center guide residents through administrative procedures related to land matters on the public service portal.

These efforts are reflected in the Public Administration Reform Index 2024 (PAR INDEX 2024), which reached 89.33%, ranking 20th out of 63, an increase of 14 places; and the Citizen Satisfaction Index with the Services of State Administrative Agencies 2024 (SIPAS 2024), which reached 86.42%, ranking 12th out of 63, an increase of 6 places compared to 2023. This demonstrates that public administration reform and digital transformation have become genuine drivers of development.

Entering 2026, Ca Mau continues to strive towards building a service-oriented, transparent, and modern administration. The focus is on accelerating administrative procedure reforms; streamlining the apparatus and improving the capacity of officials and civil servants; effectively utilizing population and sector data; strengthening communication to make digital transformation a daily habit; and perfecting institutions and policies to support socio-economic development.
