Towards a service-oriented, transparent, and modern administration.
Not only does e-government help administrative agencies better serve citizens and businesses, but it also changes the mindset and working methods of officials and civil servants. Currently, 100% of procedures related to businesses are provided online; 23 out of 34 shared databases are complete, with 23 million transactions generated. The province has issued 1,665,270 electronic identification accounts, of which 95.6% have reached level 2. The rate of electronic documents with digital signatures reached 91.14%; the rate of work files processed online reached 93.92% at the provincial level and 72.72% at the commune level.
Mr. Nguyen Quoc Tien, Secretary of the Party Committee of Khanh Binh commune, said: "The increased workload after the administrative reorganization forced us to change our mindset and apply technology to successfully complete the assigned tasks."

These efforts are reflected in the Public Administration Reform Index 2024 (PAR INDEX 2024), which reached 89.33%, ranking 20th out of 63, an increase of 14 places; and the Citizen Satisfaction Index with the Services of State Administrative Agencies 2024 (SIPAS 2024), which reached 86.42%, ranking 12th out of 63, an increase of 6 places compared to 2023. This demonstrates that public administration reform and digital transformation have become genuine drivers of development.
Entering 2026, Ca Mau continues to strive towards building a service-oriented, transparent, and modern administration. The focus is on accelerating administrative procedure reforms; streamlining the apparatus and improving the capacity of officials and civil servants; effectively utilizing population and sector data; strengthening communication to make digital transformation a daily habit; and perfecting institutions and policies to support socio-economic development.
