Shifting from "manual" to technology

Previously, paper documents and manual processes were almost the "default" in handling administrative procedures. Now, with a strong commitment to reform, Ca Mau is building a digitized administrative system that is transparent, efficient, and facilitates access to public services for citizens and businesses.

Mr. Pham Thong Nhat, Deputy Director of the Department of Science and Technology of Ca Mau province, commented: "Digital transformation is not just a tool, but a foundation for every official, business, and citizen to improve work efficiency and quality of life."

The experience in 2025 shows that this transition has yielded clear results. Public administrative service centers from the provincial level down to 64 communes and wards are operating stably. Over 99% of applications are processed on time or ahead of schedule (99.99% at the provincial level and 99.67% at the commune level). The rate of online applications reached 84.28%, and online payments reached 91.96%, helping citizens and businesses save time, costs, and reduce cumbersome procedures.

Mr. Huu Minh Duc (Bao Nhan Hamlet, Ho Thi Ky Commune) shared: “It only took me a few minutes at the commune office to complete the administrative procedures. I find that digital transformation is no longer a foreign concept, but very close to my daily life.”
