Digital transformation contributes to promoting socio-economic development in Nghi Loc area

Based on the actual situation of the locality and identifying the important role of digital transformation in the socio-economic development of the district, Nghi Loc district has determined digital transformation based on 3 main pillars: Digital Government, Digital Economy and Digital Society. Regarding digital government, the district has promoted the implementation of a number of contents, bringing positive results. The district public administration center, the modern reception and result delivery department at the commune level have promoted the reception and delivery of administrative procedure results according to the 5-step process in the electronic environment; digitized administrative procedure records.

In 2023, Nghi Loc's implementation of online public services increased by 10.8%, ranking first in the province (up 6.7% compared to the first 5 months of the year; people's satisfaction rate when performing administrative procedures reached 100%); the number of electronic certifications ranked 5th in the province (up 6 places). The district has successfully built a commune-level digital transformation model in Khanh Hop commune; in 2023, it is implementing the construction of a commune-level digital transformation model in 6 communes: Nghi Lam, Nghi Long, Nghi Trung, Nghi Thuan, Nghi Thai, Phuc Tho.

Currently, 100% of OCOP products and key agricultural products in Nghi Loc have been traced and introduced, promoted, and traded electronically through the online application/e-commerce trading floor Postmart.vn. In particular, with the goal of taking people and businesses as the center, subject, and driving force of digital transformation, the District People's Committee has directed communes and towns to establish community digital technology teams in all villages, hamlets, and blocks. Up to now, 100% of hamlets and residential groups (250/250 hamlets and hamlets) of 29/29 communes and towns have established community digital technology teams to guide and bring digital skills to people and businesses.

In addition, some areas have had positive results such as the application of public service software in agencies, units and localities, especially in the field of non-cash payments, reviewing and cleaning national population data; implementing digitalization of records, providing online public services at level 4 on the online public service portal and the electronic One-Stop system; performing administrative procedure settlement in the electronic environment, digitizing the results of administrative procedure settlement according to Government regulations; implementing non-cash payment of fees and charges in online administrative procedure settlement for 100% of administrative procedures with fees and charges...

To do well in digital transformation in the area, Nghi Van commune organizes training on digital knowledge and skills for members of the community digital technology team, ensuring that members are proficient in applying technology before becoming propagandists to bring digital technology to the people.

Previously, Ms. Nguyen Thi Minh in Hamlet 5, Nghi Van Commune, only knew how to use a smartphone to make calls to friends and relatives. However, thanks to the guidance of the community digital technology team in the village, Ms. Minh has now mastered the use of the phone to access the internet, update news and apply many useful knowledge in economic development.

“Since I learned how to use the internet on my phone, I have gained more knowledge. From there, my family has applied it in practice and achieved the expected results. The family economy has gradually developed, livestock productivity has increased, and income is more stable than before,” said Ms. Minh.

Mr. Doan Van Dung - Chairman of Nghi Van Commune People's Committee said: "The community digital technology team in the hamlets has the task of guiding people to install and grasp the skills to use digital platforms and basic digital applications, such as: Personal electronic identification; social insurance; electronic health; mobile money accounts; performing online public services... thereby interacting with the government, participating in developing the digital economy, building a digital society and gradually becoming digital citizens, meeting the tasks of the locality".

In Nghi Long commune, to effectively implement digital transformation, the locality has invested in and upgraded the internal network system, ensuring information safety and security, effectively using document and file management software to meet professional work needs and better serve the people.

Mr. Nguyen Dinh Dung - Chairman of Nghi Long Commune People's Committee said: "After implementing digital transformation, work can be done anytime, anywhere, even when on business trips, so everything is resolved promptly, people do not have to wait long. Along with that, discipline and administrative discipline are tightened, improving the effectiveness and efficiency of local government operations, serving people better and better".

“In the coming time, the District People's Committee will direct agencies, units and localities to continue to actively and effectively apply information technology and digital transformation; put requirements, goals, tasks and solutions for applying information technology and implementing digital transformation into the annual socio-economic development plan. Sectors will thoroughly use software products invested in and deployed by central ministries and branches vertically, ensuring synchronization and integration. In addition, direct training and guidance for members of the Community Digital Technology Group on digital platforms; promote propaganda about the importance and urgency of digital transformation in all fields and for all goals”.
