Digital transformation at the commune level: changing to better serve the community.

Having become accustomed to waiting, having to return to provide additional documents, and not knowing when the results would be available, many people are apprehensive about going to the commune office to complete administrative procedures. Currently, in many localities, this situation is gradually changing.

Reduce costs and time.

At the commune-level Public Administrative Service Centers, applications are received electronically, procedures are standardized, and processing times are publicly disclosed. Citizens can clearly see the status of their applications and when the results will be available, instead of having to wait anxiously as before. These positive changes began with the synchronized implementation of a digital model for receiving and processing administrative procedures in localities. After streamlining the administrative apparatus, the province established two provincial-level public administrative service centers and built a network of public service delivery in all 64 communes and wards. Upon becoming operational, the commune-level public administrative service centers were equipped with necessary equipment, assigned dedicated staff, and established community digital technology teams , facilitating the process for citizens to complete procedures at the local level.

The administrative space is tidy, and the electronic procedures are clear, creating a friendly experience for citizens.

Many procedures that previously had to be transferred to the district level are now handled directly at the commune level. Documents no longer go through multiple intermediate stages manually. In 2025, the entire province will receive and process more than 2,400 administrative procedures at the commune level, thereby significantly reducing the number of trips, costs, and time for citizens.

“ Previously, every time I had to do paperwork, I often had to take time off work because I didn't know how long I would have to wait. Now, the documents are checked directly on the system, any missing information is promptly provided, and the date for receiving the results is clearly announced, which is much less tiring,” shared Ms. Nguyen Thi Thanh Tam, from Cay Kho Hamlet, Ho Thi Ky Commune.

The "relief" that citizens feel comes not only from reduced travel but also from increased transparency in document processing. When the entire process is monitored electronically, citizens don't need to ask many questions, and officials don't have to give lengthy explanations. Each document has a specific processing time; those who arrive first are processed first, minimizing misunderstandings and building trust in the procedural process.

Transparent and efficient administration

Digital transformation has also brought about significant changes within commune-level administrative agencies. Procedures are handled directly through the system, assigning specific responsibilities to each official and each stage of the work. The results are reflected in the figures: the rate of digitized documents and the results of administrative procedure resolution across the province reached over 91%, with communes achieving nearly 100%. The rate of timely resolution of documents remains very high, contributing to 100% of communes being rated excellent in the assessment of administrative procedure resolution quality in 2025.

The records have been digitized, making it easier for citizens when they need to handle administrative procedures.

Simultaneously, the data platform serving the people is being increasingly improved. The entire province has issued electronic identification to over 1.75 million citizens, reaching over 85% of the population aged 14 and above; civil registration data has been completely digitized; and the fields of land, education , insurance, taxation, and businesses continue to be reviewed, cleaned up, and synchronized with the national database. These figures not only reflect progress but also create a foundation for citizens to interact with the government more conveniently.

According to Mr. Quang Trong Can, Vice Chairman of the People's Committee of Phuoc Long commune, when working on the electronic system, every step is clearly displayed. Officials who follow the correct procedures have a lighter workload, and citizens feel secure because their files are always tracked and not left unresolved.

Digital transformation at the commune level continues to be evident in every step of receiving applications, every information lookup, and every notification of timely results delivery. From being hesitant and reluctant, administrative procedures are gradually becoming familiar and easily accessible. These small changes strengthen people's trust, contributing to building a transparent, people-oriented, and efficient grassroots administration.
