Synchronize and connect digital government
Reporting at the meeting, the leader of the Provincial People's Committee said that after 3 years of implementing Resolution 54-NQ/TW of the Politburo and Resolution 83/NQ-CP of the Government, the province has resolutely implemented and achieved many important results.
Over the years, the province's ranking indexes have been continuously improved and are always in the top of provincial ranking indexes. Specifically, the ICT index in 2019 ranked 2nd nationwide; the digital transformation index (DTI) in 2020 and 2021 ranked 2nd nationwide; the provincial competitiveness index (PCI): increased from 20th place in 2019 to 6th place nationwide in 2022.
Regarding the implementation of digital transformation assessment criteria, the whole province currently has 204 postal service points, 100% of state agencies from provincial to communal levels have built internal networks and fiber optic internet connections, and 100% of officials and civil servants have computers to use.
The rate of population covered by mobile (2G, 3G, 4G) reached 100% and the 5G network is being piloted in some locations in the province. The rate of households with fixed broadband is 80.47%, the rate of internet users is 79.8%, the number of mobile phone subscribers using smartphones is more than 850,000 subscribers, 100% of Party and State agencies are maintained and connected to the commune level with a specialized data transmission network serving the exploitation of shared information systems.
Regarding digital government activities, up to now, the document management and operational management system has been deployed synchronously and interconnectedly at 4 levels. This fully meets the function of sending and receiving electronic documents between agencies and units associated with the use of digital signatures for 100% of state agencies and a number of state-owned enterprises participating in sending and receiving documents. 100% of state administrative agencies of the province have deployed an information system to handle administrative procedures with more than 2,100 procedures.
In addition, the province has issued a plan to provide open data and publish 111 data of 32 agencies and units on the province's Open Data Portal. Regarding smart urban services (Hue-S), it has been restructured into a single application, an interactive interface according to roles with 5 main roles including citizens, tourists , businesses, state agencies, and press agencies. To date, there have been more than 50 applications on the Hue-S platform, with 900,000 visitors.
Maximum support for the province to transform digitally
Chairman of the Provincial People's Committee Nguyen Van Phuong has proposed many contents to the Ministry of Information and Communications . In particular, he hopes that the Ministry will pay attention to orienting businesses in the field of investment in the province, prioritizing the fields of software production and digital content. Along with that, he requested the Ministry to direct the Departments and Divisions under the Ministry to coordinate with the province to deploy solutions to support digitalization as well as digital data management platforms to promote digital transformation implementation plans of the culture and tourism sector.
In addition, we should pay attention to supporting solutions to manage, monitor and track natural disasters, storms and floods, and areas with frequent landslides using digital technology; support infrastructure and software platforms to effectively manage these resources to promote production and business development in the province. At the same time, we recommend that corporations and general companies pay attention to allocating capital to invest in underground systems and renovate telecommunication cables in the area.

Speaking at the meeting, Minister Nguyen Manh Hung highly appreciated the province's digital transformation when it has maintained a high position in the country's digital transformation for many years. In response to the province's requests, the Minister requested leaders of departments, corporations, and postal and telecommunications enterprises to provide maximum support to the province to complete the digital transformation.
The head of the Ministry of Information and Communications also asked provincial leaders to set tasks for the Department of Information and Communications related to the fields of journalism, publishing, communications, information technology, etc. According to Minister Nguyen Manh Hung, digital government must achieve 100% online public services and digital transformation must help civil servants work more easily while still ensuring quality. Regarding digital transformation in other fields, it is also necessary to introduce specific and clear platforms for people and businesses to use.
Talking about the story of promoting Hue's image through the media, Minister Nguyen Manh Hung said that the province needs to focus on traditional stories with problems and highlights to inspire.
Talking to the working delegation of the Ministry of Information and Communications, Provincial Party Secretary Le Truong Luu said that the issue of digital transformation is being regularly and continuously promoted by the province to create efficiency. He hopes that the Ministry of Information and Communications will continue to support and assist the province.
