"Leverage" for local development

Digital transformation is no longer a trend but an inevitable requirement, a "lever" to enhance labor productivity and the efficiency of state management, while opening up new space for innovation, e-commerce, and the digital economy . By 2025, administrative reform linked with digital transformation in the province will achieve many outstanding results: 100% of administrative procedures will be integrated into the National Public Service Portal; 48 out of 48 essential public services will be provided online; the rate of online application processing will reach 97.83%; the digitization of documents and processing results will reach 90.95%; and online payments will reach 98.60%. In particular, allowing the use of 43 types of electronic documents integrated into VNeID will contribute to reducing social costs, shortening the time for processing administrative procedures, and increasing the satisfaction of citizens and businesses.

Digital infrastructure has been invested in and upgraded synchronously. 100% of communes and wards are covered by 3G/4G/5G and connected via fiber optic cable; the provincial data integration center has been deployed according to the cloud computing model, meeting ISO/IEC 27001:2022 standards, and is currently operating more than 120 provincial information systems; the IOC center is gradually becoming more effective in monitoring, managing, and analyzing data.

Ca Mau has completed the digitization and cleaning of many large databases such as: population, land, civil registration, civil servants, education, health, insurance, tax, etc.; in particular, land data has achieved a verification and validation rate with the national population database of over 98.6%. This result creates an important digital data foundation to serve socio-economic development, and clearly demonstrates the political determination and synchronized involvement of the entire system.


Mr. Ngo Hong Thuan, Deputy Director of the Department of Science and Technology of Ca Mau province, said: “Digital transformation is gradually spreading to businesses, cooperatives, and the people. The entire province has 116 websites; 5 e-commerce trading platforms; the Ca Mau provincial e-commerce platform operates effectively with hundreds of local products; supporting 56 OCOP entities to participate in large e-commerce platforms; organizing livestream sales attracting a large number of viewers. Cashless payments are widely implemented in education, healthcare, public services, and commerce. In the digital society sector, the rate of level 2 electronic identity verification accounts has reached 85.2%, electronic health records, and health insurance examinations and treatments using citizen identification cards have been effectively implemented, contributing to the formation of digital citizens and a digital society.”
