Thanks to the focus on digital transformation, the province's digital infrastructure has received comprehensive investment: 100% of communes and wards have fiber optic internet access and 3G/4G mobile network coverage; 100% of provincial and commune-level agencies have LAN networks, high-speed internet, and dedicated data transmission networks. All officials and employees are equipped with computers for work. The province currently has nearly 3,370 desktop computers and over 300 laptops, and more than 2,400 printers and scanners.
In particular, according to the assessment of the Standing Committee of the Central Steering Committee, Ca Mau ensures the basic conditions for operating a two-tiered local government, ranking 3rd out of 11 provinces and cities with no overdue or uncompleted tasks and is among the top 15 out of 34 provinces and cities that have completed all 16 criteria in 100% of their communes. According to the assessment of the Government Office, Ca Mau ranks 4th out of 34 provinces and cities in the set of indicators for serving citizens and businesses in resolving administrative procedures and providing public services.

In 2026, Ca Mau province identified digital transformation as a key, overarching task, linked to administrative reform and improving the effectiveness of state management. The focus will be on perfecting institutions suitable for the two-tiered local government model. This includes developing a synchronized digital infrastructure and data system, prioritizing data centers and shared platforms, ensuring cybersecurity; promoting digital transformation in administrative agencies, and placing citizens and businesses at the center of service delivery. Simultaneously, the province will improve the quality of its digital transformation workforce, linking training to job positions, promoting the "Digital Literacy Movement," and strengthening the application of data and artificial intelligence in management, production, and social life.

Over 95% of provincial-level applications and 90% of commune-level applications are processed online; 85% of state agencies conduct internal management and administration electronically; and 100% of critical information systems are assessed, classified, and secured according to regulations. The rate of officials and civil servants receiving training in digital skills and information security reaches 80% or higher.

Regarding the digital economy, Ca Mau strives to achieve 10% of GRDP; e-commerce accounting for over 12% of total retail sales; 70% of businesses using digital payments or QR codes; 100% of concentrated production areas having digital agricultural maps; 60% of tourist destinations and cultural-entertainment service areas being digitized; and 70% of accommodation establishments and tourism businesses using digital platforms for management and tourism business.
Simultaneously, the province strives to ensure that 65% of the adult population has access to digital services in healthcare, education, and insurance; over 60% of hospitals implement electronic medical records; over 90% of citizens have electronic health records; and 100% of educational data is digitized and standardized. At least 80% of internet users will receive information and guidance on information security skills and online fraud prevention. This is the foundation for Ca Mau to make breakthroughs and move towards a sustainable digital future.
