In 2026, the Hue City Enforcement Agency implemented a comprehensive set of information technology solutions, gradually modernizing its operational activities. With 6,527 cases to be enforced, totaling over 3,470 billion VND, digital transformation was identified as a key solution to improve efficiency and reduce the workload for civil servants.

Thanks to the application of technology, the enforcement of judgments has achieved many positive results. The city's enforcement forces have completed 2,170 cases, reaching 45.44% of the eligible cases; in terms of monetary value, over 344 billion VND has been collected, reaching 14.24%. Specifically, revenue collection for the state budget reached 2,065 cases, collecting over 27 billion VND, demonstrating a clear improvement in the organization and implementation of tasks, especially in cases eligible for enforcement.

Notably, the operation of integrated digital platforms incorporates many important subsystems such as electronic record management, decision-making support for enforcement, finance and accounting with electronic receipts, citizen reception and complaint resolution. As a result, the entire process from receiving, verifying, organizing enforcement to monitoring results is carried out in a digital environment, ensuring interoperability and minimizing interruptions or errors in processing.

Notably, 100% of enforcement case files for 2026 have been updated to the management software, forming a centralized database to support direction and operation. Unit leaders can monitor the progress of each case in real time, thereby promptly identifying bottlenecks to direct handling and improve management efficiency.

Mr. Le Ngoc Anh, Deputy Head of the City's Enforcement Department, stated: "Digital transformation is not just a temporary solution to the increasing workload, but is gradually becoming an important pillar in the modernization process of judicial activities, aiming to build an open, professional, and service-oriented public administration. Digital transformation has created significant changes in management and operation. Digital platforms help to grasp the situation quickly and accurately, while enhancing transparency in enforcement."

Mr. Nguyen Van Long, an enforcement officer, shared: “The application of technology saves a lot of time in searching and compiling data. With just a few clicks, we can grasp all the information about a case, which is very effective given the increasing volume of cases. Digital transformation not only shortens the time for processing files and reduces errors in operations but also increases the ability to monitor and manage. Digitized and interconnected data also contributes to improving the efficiency of coordination between relevant agencies, creating synchronization throughout the entire system.”

Create new motivation

The City's Enforcement Department has identified digital transformation as a long-term direction for comprehensively modernizing its operations. The unit continues to refine its digital platforms, expand their practical application, and aim to build a digital ecosystem to serve the enforcement of judgments.

The focus is on continuing the digitization of records, moving towards building a synchronized electronic data warehouse to serve management and connect and share data with relevant agencies. At the same time, it aims to enhance digital utilities such as electronic notification of judgment enforcement, online information provision, and remote procedural support to improve the quality of service for citizens and businesses.

Mr. Le Ngoc Anh emphasized: "Digital transformation is a continuous task. The unit will continue to improve the system, enhance the quality of human resources and digital skills for civil servants to meet the increasingly high demands of the task."

However, the implementation process still faces certain difficulties, such as the software system being in the development phase and occasionally experiencing technical errors; and the technological infrastructure and resources in some units not being synchronized. With the determination of the entire sector, these limitations are being gradually overcome through training, improving digital capabilities, and increasing infrastructure investment.

With positive results achieved in recent times, the City's Enforcement Department is gradually affirming its pioneering role in innovating and improving the effectiveness of law enforcement, better serving the needs of citizens and businesses.
