Recently, at the meeting of the People's Committee of Da Nang City regarding the urban railway project connecting Da Nang with Hoi An (Da Nang - Hoi An Urban Railway Project), Deo Ca Group proposed to prepare the project dossier in 2025 and set the target of completion by 2030.
At the meeting, Mr. Le Quynh Mai, Vice Chairman of the Board of Directors of Deo Ca Group, said that recently, this unit and domestic and foreign partners have completed the research on the investment plan for the Da Nang - Hoi An urban railway line. Up to now, Deo Ca Group is ready to implement the project if approved by the authorities at all levels.
According to the representative of Deo Ca Group, the project will have a consortium of many investors such as KITA Group, FUTA Group. Banks such as VPBank , TPBank have committed to providing credit for the project. Deo Ca has also worked to connect project consulting units such as China Design Group, CRRC Chongqing...
The investment consortium proposed two feasible options for implementing the Project, namely MRT and Monorail, with the PPP investment method associated with the TOD model. The contract form can be flexible, including BT contract with payment by land fund and deferred budget; BTL contract combining land fund payment and letting the investor operate; or BOO contract, in which the investor operates combined with TOD and has the participation of the state budget.
The Vice Chairman of the Board of Directors of Deo Ca Group said that the enterprise has been interested in researching this project since 2023. If approved to implement the project, the consortium commits to ensuring technological and technical factors to complete it by 2030. After this phase, the route is also oriented to be extended to Tam Ky and Chu Lai, forming a regional connection network.
According to the development plan until 2030, the City will form 2 urban railway lines with a total length of 24 km; by 2040, there will be 3 lines with a total length of 49 km; by 2045, there will be 11 lines, 131 km long. Of these, there are 2 metro lines (MRT), 3 light rail lines (LRT) serving tourism , the rest are LRT lines meeting both traffic and tourism needs.
“Da Nang will review the project proposal documents of Deo Ca Group and other units to select a suitable investor. The entire bidding process will be organized publicly, transparently and in accordance with the law,” said Vice Chairman of Da Nang People’s Committee Le Quang Nam.
More than 180,000 billion VND invested in Da Nang urban railway projects
The Management Board of Priority Infrastructure Investment Projects of Da Nang City has approved the contractor selection plan for the Consulting Package for survey and preparation of pre-feasibility study report for the Urban Railway System Project in the City. Accordingly, the city budget will spend more than 10.7 billion VND to implement the Package.
According to the Urban Transport Planning Project of Da Nang City to 2030, with a vision to 2045, Da Nang will implement investment planning for many urban railway lines. Specifically, in the period of 2023 - 2030, there will be MRT02 line from Ngo Quyen - Vuong Thua Vu intersection to Quang Nam and LRT02 line from the airport to Le Van Hien connecting with MRT2 line. These are 2 sections connecting Da Nang City with Quang Nam province (old).
In the period 2031 - 2040, although having enough resources to invest in the entire network, Da Nang still has to ensure the creation of a basic urban railway network (MRT/LRT) on some main axes with large passenger flows. LRT lines invested in this period include MRT1 line from the Northern Bus Station to the current Da Nang Central Station transfer point; MRT2 line from the current Da Nang Central Station transfer point to Ngo Quyen.
In addition, there is also LRT6 route from the foot of Tran Thi Ly bridge - Western bus station; LRT10 route from Ba Na tourist area - Nguyen Tat Thanh beach, to connect from the high-speed railway station to MRT1 route and continue to other locations.
In the period 2041-2045 and after 2045, Da Nang will invest in priority order in a number of urban railway lines such as LRT4 line from the airport transfer point - My Khe Beach; LRT7 line from the current Da Nang station transfer point - Lien Chieu Port Urban Area; LRT11 line on Nam Ky Khoi Nghia street; LRT tourist line along Han River, LRT tourist line from Tien Sa port to Quang Nam (old)...
According to the Urban Transport Planning Project of Da Nang City to 2030, with a vision to 2045, the investment capital demand for urban railways before 2030 is 26,428 billion VND; the period 2031-2040 is more than 73,000 billion VND; the period 2041-2045 and after 2045 is more than 84,200 billion VND. Thus, the total capital demand for urban railways in Da Nang City is more than 183,000 billion VND.
