To date, the dredging of the Co Co River channel from Km0 to Km14 remains almost unchanged compared to four months ago. Specifically, the section through Hoi An City (Km0 - Km9+500) has been dredged to approximately 423,000/680,000 m3 (62%), while the section through Dien Ban town (Km9+500 - Km14) has only been dredged to approximately 342,000/720,000 m3 (48%).

During a project inspection last weekend, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works to promptly find a unit to re-evaluate the price of sand. At the same time, he urged coordination with relevant units to urgently find a suitable solution for handling the dredged sand so that dredging can resume soon.

Regarding land clearance in Hoi An, Mr. Hung stated that there are basically no major obstacles, so he requested the Department of Natural Resources and Environment to issue the latest guidelines on the 2024 Land Law in September so that units can promptly implement the regulations. Land clearance for the section passing through Hoi An City must be completed before November 30th.

Also on this river, compared to the situation during the inspection conducted nearly 5 months ago by provincial leaders, the Nghia Tu bridge project (Dien Duong ward, Dien Ban district) has shown significant progress.

According to Mr. Nguyen Van Thuong, Deputy Director of the Provincial Project Management Board for Investment and Construction of Transportation Works, the Nghia Tu bridge has completed the substructure (including piers P1, P2, abutments M1, M2). The construction unit is currently working on sections K1 - K10 of pier P2 and is expected to complete the bridge before December 31, 2024.

Although the Nghia Tu bridge approach road is still facing land acquisition issues and construction hasn't begun yet, there are signs indicating an exit route. According to statistics, the Nghia Tu bridge approach road will affect 30 households, of which 17 will require complete relocation.

With 10 households requesting on-site resettlement, the Provincial People's Committee has agreed in principle and requested Dien Ban district to implement the plan soon in 2024. In addition, there are 7 households wishing to move to nearby resettlement areas and 13 households affected by land and partial structural changes.

According to the Dien Ban town authorities, the locality has basically prepared enough land for resettlement to facilitate the construction of the two access roads to Nghia Tu Bridge. Therefore, they will soon coordinate with the Department of Construction to carry out the relevant adjustment procedures to arrange resettlement for affected households in the near future.

Mr. Tran Nam Hung suggested that, in some specific cases where land compensation is not provided, Dien Ban should consider applying financial support for vocational retraining for residents, similar to what Hoi An City has done, to ensure consistency in support policies across the entire project.

At the same time, Dien Ban must effectively manage the current status of areas where land has been cleared, ensure compensation is paid according to regulations, and simultaneously prepare a plan to address cases where land has not been handed over by the end of October 2024.

Previously, at a working session on the Co Co River emergency dredging, flood control, and salinity intrusion prevention project in May 2024, the Alternate Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Quang Nam Provincial Party Committee, Luong Nguyen Minh Triet, requested that relevant parties complete the dredging of the section from Km0 to Km14 (from the area near Cua Dai to Nghia Tu bridge) before the Quang Nam Provincial Party Congress for the 2025-2030 term.

Regarding the section from Km14 to 19+456 (from Nghia Tu Bridge to the border of Da Nang City), the Provincial Project Management Board for Investment and Construction of Transport Works proposes that the Provincial People's Committee assign the unit to prepare the necessary investment procedures to expedite the dredging of this section within the medium term of 2021-2025 or 2026-2030.
