According to the Dak Lak Department of Construction, the North-South high-speed railway project, with a total length of nearly 98.7km through Dak Lak, starting in Xuan Loc commune and ending in Hoa Xuan commune, requires over 800 hectares of land for the project. Nearly 5,600 houses and land plots will be affected, and more than 3,000 households will need to be relocated.

To facilitate land clearance and resettlement for the project, the province has selected 18 land plots for the construction of resettlement areas (total area of over 131 hectares) and 5 burial sites (with an area of 9 hectares).

Regarding the sources of materials for the project's construction, the Department of Construction proposed 5 locations for leveling soil quarries; 2 locations for construction sand quarries; 20 locations for material waste disposal sites and 11 locations for leveling soil quarries.

Regarding the need for central government budget allocation for land clearance for the project, the People's Committee of Dak Lak province has sent official letters to the Ministry of Construction requesting compensation for land clearance by the end of 2025. The total estimated cost is approximately 12,245 billion VND.

In March 2026, the Ministry of Construction issued a document requesting the Ministry of Finance and the State Treasury to allocate 4,000 billion VND in capital for the year 2026. Based on this, the province allocated funds to investors for implementation according to regulations.

According to a report from the Dak Lak Department of Construction, the current route plan for the North-South high-speed railway project passing through Dak Lak province will directly affect many existing residential areas and some structures with unique characteristics, historical and cultural relics.

Therefore, the province proposed, and the Ministry of Construction agreed, to direct the consulting unit to review and minimize overlaps and impacts. It is expected that the work of marking boundaries and handing over land clearance markers to the local authorities will begin in the third quarter of 2027.

According to the People's Committee of Dak Lak province, at the meeting of the Project's Land Clearance Steering Committee on May 19th, Mr. Luong Nguyen Minh Triet, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Head of the Steering Committee, requested that the planning of resettlement and reburial areas for the project be completed by June 2026 and that procedures related to investment, environment, and land be urgently finalized to allow for early construction.

The Secretary of the Dak Lak Provincial Party Committee also instructed relevant agencies and investors to focus resources on tasks that are clear and highly feasible, avoiding spreading resources too thinly. Local authorities must strictly manage land use and prevent illegal construction within the project area.

Successfully completing these projects will not only ensure the rights of the people but also serve as an important driving force to promote economic growth and attract tourism to the province in the coming period, contributing to achieving the double-digit growth target.

The North-South high-speed railway project is a key national project whose investment plan was approved by the National Assembly in November 2024. The project has a total length of approximately 1,541 km, passing through 15 provinces and cities. The section through Dak Lak province is nearly 98.7 km long, traversing 13 communes and wards. The project involves new investment along the entire double-track line with a 1,435 mm gauge and a design speed of up to 350 km/h.
