As the National Day holiday approaches on September 2, the story of switching transportation accounts remains a hot topic, continuing to attract many people's attention. This is also an important time for people to complete the switch, avoiding interruptions when traveling long distances or passing through toll booths.
Millions of vehicles have been affixed with toll tags, but the conversion rate to traffic accounts is still very low (under 50%) and many people are still wondering how to convert, what if they don't convert, is there a fee for converting and who manages the account?,... We have raised the concerns and questions of many vehicle owners for experts to answer.
1. Will the remaining money in my old toll account be lost?
Mr. To Nam Toan, Head of Department of Science, Technology, Environment and International Cooperation (Vietnam Road Administration) said:
During the conversion process to a traffic account, people can be completely assured that the remaining balance in the toll account will be prioritized before being deducted from the amount in the traffic account. This helps ensure that no money is lost during the conversion process. In particular, users can also proactively request to withdraw the entire remaining balance to the VETC Wallet to continue using it for other services in the smart traffic ecosystem. All deposit, deduction or refund transactions are recorded on the system with a transparent reconciliation history, ensuring the rights and financial security of users.
Before October 1, 2025, the amount in the toll collection account will still be prioritized for use to pay road fees as usual. After the conversion, if there is a balance, the money will be refunded to the vehicle owner in 2 ways:
In case there is an e-wallet connected to the transport account: the balance will be automatically transferred to the vehicle owner's e-wallet.
-In case there is no e-wallet, only linking a bank card or credit card, the vehicle owner provides the bank account number for the service provider to transfer the refund.

Both forms of refund are free of charge and the regulator will require service providers to clear the balances immediately after October 1.
2, Why is the traffic account not directly connected to the bank but must go through VETC Wallet?
Mr. Ha Van Tu, Director of Technology, VETC Automatic Toll Collection Company Limited said:
According to the regulations in Basic Standard TCCS 44:2022/TCDBVN, the electronic toll collection system (ETC) is required to ensure transaction processing in less than 200 milliseconds and maintain continuous operation 24/7, including holidays and Tet. Meanwhile, the form of direct money withdrawal from bank accounts often has delays due to the need for multi-step authentication, depending on each banking system and intermediary technical infrastructure.
In that context, VETC e-Wallet is built as an internal payment solution that is fully synchronized with the ETC system, helping to shorten processing time, minimize errors and maintain stable traffic speed at toll stations. This is the current optimal solution to ensure technical requirements and service quality in ETC operations.

3. Who manages VETC wallet? Can customers use it with confidence?
Mr. Le Quang Hung, Business Director of VETC Automatic Toll Collection Company Limited said:
-VETC Wallet is a product built and operated by VETC Automatic Toll Collection Company Limited, managed by the State Bank of Vietnam and licensed as a payment intermediary according to the law. VETC Wallet is part of the smart transport payment ecosystem closely monitored by both the State Bank of Vietnam and the Ministry of Construction , maximally protecting users' rights in all transactions, so users can be completely assured. This is one of the technology platforms expected to promote digital transformation in the transport sector, towards a smart, modern urban model.
4. When identifying and linking accounts, is security guaranteed by the authorities for the account owner?
Ms. Nguyen Thuy Anh, Payment Department ( State Bank of Vietnam ) said:
In the context of strong digital transformation, the level of security when providing personal information and linking bank accounts and e-wallets to use smart transportation services is a concern and worry of many people. In reality, these concerns and worries are completely understandable and need to be listened to. Currently, there are still cases where some subjects take advantage of the regulations on converting transportation accounts, intentionally sending malicious links to users to steal information.
However, in terms of infrastructure connection, the State Bank of Vietnam always prepares full and safe infrastructure when making connections and always monitors, checks and promptly handles infrastructure issues. We recommend that users stay alert and verify strange links in advance; providers also need to warn users to be vigilant to distinguish and correctly perform the application of the service provider. This only takes a few seconds, the connection will be safe, and there is absolutely no need to worry about information security when connecting.

It is necessary to clearly affirm that the identification of transport accounts and the linking of payment means are being deployed on a strictly managed digital infrastructure platform, in full compliance with current legal regulations such as the Law on Network Information Security, Decree 13/2023/ND-CP on personal data protection, and the upcoming Law on Personal Data Protection 2025, which will officially take effect from January 1, 2026.
The security of people's personal information and financial data is now implemented according to the highest standards in the technology and finance industry from encryption, storage, to access control and transaction reconciliation. This is the basis for people to confidently participate in a more modern, transparent and secure transportation ecosystem in the future.
5. What if the vehicle owner does not switch to a traffic account before October 1, 2025?
Mr. To Nam Toan, Head of Department of Science, Technology, Environment and International Cooperation (Vietnam Road Administration) said:
According to Decree 119/2024/ND-CP, after October 1, 2025, only vehicles with identified traffic accounts and linked non-cash payment methods will be allowed to use the ETC toll lane when traveling. If vehicle owners do not convert on time, they may be refused service at the ETC lane and forced to turn around or use the mixed lane (if available). This not only causes disruption to the journey and inconvenience to the vehicle owner, but also puts pressure on the entire traffic system at toll stations.

The National Day holiday on September 2nd is approaching, people's travel needs are increasing, each identified traffic account is a "passport", contributing to a smooth journey, without interruption at automatic toll stations. Not only is it a mandatory regulation under Decree 119/2024/ND-CP, the conversion to a traffic account is also a necessary step for people to access modern, civilized traffic infrastructure, where cashless payments become the new norm.
